CC - Item 9D - Safe Routes to School Project - Authorization to Solicit BidsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: MAY 25, 2010 SUBJECT: SAFE ROUTES TO SCHOOL PROJECT - AUTHORIZATION TO SOLICIT BIDS SUMMARY As part of the City's Fiscal Year 2009-10 Capital Improvement Program, the City Council approved a program entitled, "Neighborhood Traffic Safety Improvements," which involves traffic safety and calming enhancements at four (4) local schools: Rosemead High School, Encinita Elementary School, Muscatel Junior High School and Savannah Elementary School. This project is funded through the State of California Safe Routes to School Program, with a total approved grant of $499,000. The project mainly includes the installation of new safety traffic striping, traffic signage and in-pavement crossing lightings at six (6) intersections that are located as follows: Mission Dr. at the western intersection with Ivar Ave. and at Newby Ave.; Muscatel Ave. at Scott St.; Ivar Ave. at Newby Ave.; and Encinita Ave. at Rose St. and at Pitkin St. All of the proposed traffic enhancements are located within a 2-mile radius, as required by the State grant guidelines. This project was reviewed and supported by the Traffic Commission and school principals at nearby schools. Staff Recommendation It is recommended that the City Council authorize staff to advertise and solicit bids to complete the improvement project. DISCUSSION Based on traffic studies, the 2-mile area surrounding Rosemead High School is in high need of traffic safety improvements. Improvements in this area will help to reduce traffic speeds, enhance pedestrian crossing areas, and improve traffic safety. The Engineer's Estimate for the construction work for this project is $485,000. ITEM NO. C) D APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting May 25, 2010. Page 2 of 3 Proiect Details The proposed project includes the following improvements: • Repair Sidewalks/Curb Ramps in compliance with ADA accessibility requirements • Add In-Pavement Flashing Lights at appropriate crosswalk locations (similar to the traffic safety project at Rush and Angelus). These lights will be activated by a push-button sensor and will display flashing lights when persons cross the street at this location. • Add Speed Feedback Signs at appropriate locations (similar to the traffic safety project at Rush and Angelus). These signs will help remind drivers of their speeds and display a flashing yellow light when drivers are driving above the speed limit. • Upgrade Street Signage to a high visibility florescent yellow green color • Restripe Street Markings and Crosswalks with a high visibility design adjacent to 4 school and Rosemead Park. Timeline If approved by the City Council, staff will work to complete this project according to the following schedule: May 25th - Authorization to Proceed Authorization to Solicit Bids for the Safe Route To School Project May, 27th, June 3rd & loth - Advertisement Advertisement of Project in Local Publications/Trade Journals June 16th - Bid Opening Public Bid Opening for Project June 22nd - City Council Awards Contract July 6th - August 20th - Tentative Construction Schedule August 31St - Tentative Project Completion September 13th- Tentative Notice of Completion by City Engineer City Council Meeting May 25, 2010. Paoe 3 of 3 FINANCIAL REVIEW Funding for this project was approved by the City Council as part of the City's FY 2009- 10 Capital Improvement Program Budget. The City obtained a grant in the amount of $499,000 from the State of California Sate Route to School Prooram for the improvements.
