CC - Item 8D - Authorization of Agents to Execute on behalf of the City to obtain financial assistance throu Emergency Management Assisstance ProgramsROSEMEAD CITY COUNCIL STAFF REPORT TO: MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER IA DATE: JUNE 8, 2010 SUBJECT: AUTHORIZATION OF AGENTS TO EXECUTE ON BEHALF OF THE CITY FOR THE PURPOSE OF OBTAINING STATE AND FEDERAL FINANCIAL ASSISTANCE THROUGH EMERGENCY MANAGEMENT ASSISTANCE PROGRAMS SUMMARY The City Council will consider adoption of a Resolution appointing and authorizing officials and employees to take actions on behalf of the City to obtain financial assistance from State and federal agencies for emergency preparedness and disaster relief. Recommendation: That the City Council adopt Resolution No. 2010-38 authorizing the City Manager, Assistant City Manager, Chief of Police/Sheriff Lieutenant, Finance Director and Public Safety Coordinator to execute documents for and on behalf of the City to pursue and access State and federal funds for emergency management programs. BACKGROUND. The City of Rosemead has long been a participant in emergency management programs established through the State of California Emergency Management Agency (formerly the Office of Emergency Services) and various federal government agencies. In order to continue the City's eligibility to pursue and access State and federal funds for emergency management assistance programs, it is necessary for the City Council to designate and authorize officials and employees to execute documents on behalf of the City. Attachment A - Resolution No. 2010-38 ITEM NO. 5Z._ APPROVED FOR CITY COUNCIL AGENDA: RESOLUTION NO. 2010-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPOINTING AND APPROVING AUTHORIZED AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF ROSEMEAD FOR THE PURPOSES OF OBTAINING STATE AND FEDERAL FINANCIAL ASSISTANCE THROUGH EMERGENCY MANAGEMENT . ASSISTANCE PROGRAMS THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City of Rosemead has, for many years, been a participant in emergency management programs established through the State of California Emergency Management Agency (formerly the office of Emergency Services) and U.S. Federal government; and WHEREAS, this resolution is established for the purpose of pursuing disaster-related reimbursement funds, and; disaster management grant programs for the development of plans and programs for disaster preparedness, prevention, and homeland security; and WHEREAS, financial assistance will likely come in the form of contributions, temporary housing, relief programs, loans, programs in support of economic recovery, training opportunities, and access to resources and equipment as provided under the Robert T. Stafford Disaster Relief Act; and WHEREARS, the City Council desires to appoint and authorize officials and employees of the City to execute and file applications on.behalf ofthe City for the purpose of obtaining federal and state financial assistance through emergency management and disaster relief programs. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City of Rosemead, a public entity established under the laws of the State of California, hereby authorizes its agent(s) to provide to the California Emergency Management Agency for all matters pertaining to such state disaster assistance the assurances and agreements required. The City officials and employee duly appointed to the following positions: CITY MANAGER ASSISTANT CITY MANAGER CHIEF OF POLICE/SHERIFF LIEUTENANT FINANCE DIRECTOR PUBLIC SAFETY COORDINATOR Are hereby authorized to execute for and on behalf of the City of Rosemead, applications and file them in the State of California, California Emergency Management Agency, for the purpose of obtaining federal assistance under P.L. 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the natural Disaster Assistance Act. SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution. PASSED, APPROVED AND. ADOPTED this 8°i day of June, 2010.
