SUBJECT: PROPOSITION 1B TRANSPORTATION BOND LOCAL STREETS AND
ROADSIMPROVEMENT
SUMMARY
The California Department of Finance requires cities to identify a list of potential street
improvement projects that may be completed using Proposition 1B funding.
$853,729.42 has been allocated to the City of Rosemead for the 2010-11 fiscal year.
Staff Recommendation
Staff recommends that the City Council approve the list of potential projects as required
by the California Department of Finance to establish eligibility and participation in
Proposition 1B Local Streets and Roads Improvement Funds.
DISCUSSION
Background
Proposition 1B provided $19.925 billion in bond funds for a variety of transportation
priorities, including $2 billion for cities and counties to fund the maintenance and
improvement of local transportation facilities. The 2007 Budget Act and Chapter 181,
Statutes of 2007, appropriated $950 million of these Proposition 1 B funds in Fiscal Year
2009-10.
The share of Proposition 1B funds allocated to each city and county is determined by
the State Controller's Office and is primarily based on population. Based on this
formula, the City of Rosemead will receive $853,729.42 for local roadway improvement
projects for FY 2010-11.
After reviewing the City's pavement management report, it was determined that the best
use of these funds would be for several local streets in the City. According to the report,
the maintenance of these roads streets have been deferred for some time and are in

high need of resurfacing. The list of streets below shows the street name and current

For the City to receive funds through Proposition 1 B, the City Council must approve a
plan for use of the amount of funds available in FY 2010-11. The streets included on
this list will be added to the FY 2010-11 Capital Improvement Program budget under the
City's residential road resurfacing program. This project list will be forwarded to the
State Department of Finance upon approval.
FINANCIAL REVIEW
The residential resurfacing program street list is included in the Fiscal Year 2010-11
budget and will be funded through Proposition 1 B and gas tax funding.
