AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD AMENDING CHAPTERS 9104 AND 9105
OF THE ROSEMEAD MUNICIPAL CODE ADOPTING
STANDARDS FOR MAXIlINM LOT COVERAGE OF
FRONT AND SIDE YARD AREAS WITH IMPERVIOUS
SURFACES IN THE R-1 AND R-2 ZONES.
WHEREAS, the City Council finds and determines that the City residential
neighborhoods have been adversely impacted by excessive paving of front and side yard areas
which has led to blighted conditions; and
WHEREAS, the City Council desires to govern and control the paving of impervious
surfaces (including asphalt, concrete, brick and other similar materials) in front and side yard
areas at the R-1 and R-2 zones in order to reduce this type of blight.
NOW, THEREFORE, BE IT ORDAINED by the Rosemead City Council as follows:
Section 1. The City Council HEREBY REPEALS Section 9104.11 of the Rosemead
Municipal Code in its entirety.
• Section 2. The City Council HEREBY ADDS Section 9104.12 to the Rosemead
Municipal Code as follows:
9104.12 Allowable Lot Coverage. Standards regulating the extent a lot may be
improved have been established in order to prevent excessive development
and to maintain landscaped areas where water may be absorbed. The
following standards apply to the R-1 zone:
A. Floor-Area Ratio (FAR). Residential development shall not have a
Floor-Area Ratio that exceeds forty-five percent (45 to be calculated
pursuant to Section 9102.21.1. In addition, any residential dwelling that
exceeds 2,500 square feet of living area shall require a conditional use
permit pursuant to Section 9181.1(36).
• B. Impervious Surfaces/Landscaping. Pedestrian walkways, vehicular access
ways and other impervious surfaces shall not collectively occupy more
than fifty percent (50%) of front and side yard areas that are visible from
a public right-of-way. Addition of impervious surfaces in these areas shall
require a site plan subject to the approval of the Director of Planning. All
other portions of these areas shall be landscaped with lawn, trees, shrubs
and other plant materials in compliance with any drought tolerance
requirements in effect. Landscaped areas shall be permanently maintained
in a neat and orderly manner.

(1) Front Driveway: Vehicle access ways (Driveways) serving front
facing garages shall be set back at least three (3) feet from any
side property line. The maximum width of said access way shall
not exceed 25 feet for a two (2) car garage or 35 feet for a three
(3) car garage.
(2) Walkways: Pedestrian walkways on private property shall not
exceed five (5) feet in width when located in front or side yard
areas.
Section 3. The City Council HEREBY AMENDS Section 9105.12 of the Rosemead
Municipal Code to read as follows:

Section 4. If any section, subsection, sentence, clause or word of this Ordinance is for
any reason held to be invalid by a court of competent jurisdiction, such decisions shall not affect
the validity of the remaining portions of this Ordinance. The City Council of the City of
Rosemead hereby declares that it would have passed and adopted this Ordinance, and each and
all provisions thereof, irrespective of the fact that any one or more of said provisions may be
declared to be invalid.
Section 5. The City Clerk shall certify to the passage of this Ordinance and shall cause
the same to be published as required by law.
