ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY C UNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JUNE 22, 2010. - SUBJECT: SAFE ROUTES TO SCHOOL PROJECT — CONTRA AWARD SUMMARY As part of the City's Fiscal Year 2009 -10 Capital Improvement Program, the City Council approved a program titled, "Neighborhood Traffic Safety Improvements," which involves traffic safety and calming enhancements at four (4) local schools: Rosemead High School, Encinita Elementary- School, Muscatel Junior High School and Savannah Elementary School. The bulk of this project is funded through the State of California Safe Routes to School Program, with a total approved grant of $499,000. The project includes the installation of new safety traffic striping, traffic signage , curb bulb -outs and in- pavement crossing lightings at six (6) intersections that are located as follows: Mission Dr. at the western intersection with Ivar Ave. and at Newby Ave.; Muscatel Ave. at Scott St.; Ivar Ave. at Newby Ave.; and Encinita Ave. at Rose St. and at Pitkin St. All of the proposed traffic enhancements are located within a 2 -mile radius, as required by the State grant guidelines. This project was reviewed and supported by the Traffic Commission and school principals at nearby schools. Staff Recommendation Staff recommends the following: 1. Approve plans and specifications for this improvement project; 2. Authorize the City Manager to enter into a contract with Freeway Electric, Inc. for the Safe Route to School Project in the amount of $568,463.00. 3. Establish an amount of approximately 10% of the contract cost ($56,850.00), as a contingency, to cover the potential cost of unforeseen site conditions. 4. Appropriate $126,313 in gas tax funds to cover the City's requirement to provide matching funds for this project in accordance with the State of California Safe Routes to School grant program. Page 2 of 4 DISCUSSION Based on traffic studies, the 2 -mile area surrounding Rosemead High School is in high need of traffic safety improvements. Improvements in this area will help to reduce traffic speeds, enhance pedestrian crossing areas, and improve traffic safety. The Engineer's Estimate for the construction work for this project is $485,000. Project Details The proposed project includes the following improvements: • Repair Sidewalks /Curb Ramps in compliance with ADA accessibility requirements, and installation of curb bulb -outs to lower speed of vehicular traffic and increase pedestrian safety. • Add In- Pavement Flashing Lights at appropriate crosswalk locations (similar to the traffic safety project at Rush and Angelus). These lights will be activated by a push -button sensor and will display flashing lights when persons cross the street at this location. • Add Speed Feedback Signs at appropriate locations (similar to the traffic safety project at Rush and Angelus). These signs will help remind drivers of their speeds and display a flashing yellow light when drivers are driving above the speed limit. Upgrade Street Signage to a high visibility florescent yellow green color • Restripe Street Markings and Crosswalks with a high visibility design adjacent to 4 school and Rosemead Park. A Notice Inviting Bids was published in local news publications and advertised to area contractors. At 11:00 AM on June 16, 2010, the City Clerk publicly opened and read four (4) sealed bids with the following results: RANK CONTRACTOR LOCATION BID AMOUNT 1 Freeway Electric, Inc. Construction, Inc. So. El Monte, CA $695,970.96 Staff reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that Freeway Electric Inc. is the lowest responsive bidder to perform the construction of this project. City Council Meeting June 22, 2010. Page 3 of 4 Freeway Electric Inc. has satisfactorily completed similar projects for other agencies, and was the contractor responsible for the construction of the City's recent traffic safety project at Rush Street and Angelus Avenue. Timeline Pending approval by the City Council, staff anticipates completion of this project according to the following schedule: June 22 — City Council Awards Contract July 1 5t to July 7` — Outreach to Neighborhood Residents Staff will mail letters to neighborhood residents several weeks prior to starting construction. July 15 to August 30 — Tentative Construction Schedule September 1st— Tentative Project Completion September 15` — Tentative Notice of Completion by City Engineer. FINANCIAL REVIEW The total appropriation needed to award this project is $625,313 (including contingencies). Funding for this project has been approved in the City's FY 2009 -10 Capital Improvement Program budget, including a grant award through the State of California Safe Routes to School grant program in the amount of $499,000. An additional appropriation of gas tax funds is needed in the amount of $126,313. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. If the Bid Documents specify alternate bid items, the following Alternate Bid amounts shall be added to or deducted from the Total Bid Price entered above. The owner can choose to include one or more of the alternates in the Total Bid Price of the Project.
