SUBJECT: APPLICATION FOR USED OIL RECYCLING BLOCK GRANT FUNDING
SUMMARY
The California Oil Recycling Enhancement Act of 1991 authorizes the Department of
Resources Recycling and Recovery (CalRecycle), formerly the California Integrated
Waste Management Board (CIWMB), to award grants to enhance the collection and
recycling of used lubricating oil. Rosemead is eligible to apply under the sixteenth
funding cycle of this program, for the July 1, 2010 - June 30, 2011 fiscal year.
It is anticipated that these grant funds will be utilized for the promotion of the City's
State-certified collection centers, continue development of education awareness
materials, and assistance in the recruitment of additional collection facilities. An
application for these grant funds must be accompanied by a resolution authorizing the
City's grant submittal.
Staff Recommendation
It is recommended that the City Council approve Resolution No. 2010-43 authorizing the
submittal of an application to the Department of Resources Recycling and Recovery for
funding under the Sixteenth Cycle of the Used Oil Recycling Block Grant Program.

RESOLUTION NO. 2010-43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD AUTHORIZING THE SUBMITTAL OF AN
APPLICATION TO THE DEPARTMENT OF RESOURCES
RECYCLING AND RECOVERY (CALRECYCLE) UNDER THE
USED OIL PAYMENT PROGRAM (OPP) FOR FISCAL YEAR
2010-2011.
WHEREAS, pursuant to Public Resources Code § 48690 the Department of
Resources Recycling and Recovery (CalRecycle), formerly known as the
California Integrated Waste Management Board, has established the Used Oil
Payment Program (OPP) to make payments to qualifying jurisdictions for
implementation of their used oil programs; and
WHEREAS, in furtherance of this authority CalRecycle is required to establish
procedures governing the administration of the Used Oil Payment Program; and
WHEREAS, CalRecycle's procedures for administering the Used Oil Payment
Program require, among other things, an applicant's governing body to declare
by resolution certain authorizations related to the administration of the Used Oil
Payment Program;
NOW, THEREFORE, the City Council of the City of Rosemead does hereby
resolve as follows:
SECTION 1. That the City Council authorizes the submittal of a grant application
to the Department of Resources Recycling and Recovery under the Used Oil
Payment Program for Fiscal Year 2010-2011.
SECTION 2. The City Manager, or a designee, is hereby authorized and
empowered to execute in the name of the City of Rosemead all necessary
documents, including but not limited to, applications, agreements, annual reports
including expenditure reports and amendments necessary to secure said
payments to support our Used Oil Collection Program.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and
hereafter the same shall be in full force and effect.
