PC - Minutes 5-1-78CITY OF ROSEMEAD 8838 VALLEY BOULEVARD ROSEMEAD, CALIFORNIA PLANNING COMMISSION REGULAR MEETING MAY 1, 1978 MINUTES 1. CALL TO ORDER - The regular meeting of the Planning Commission was called to order by Chairman Lowrey at 7:30 p.m., in the Council Chambers of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. Pledge of Allegiance was led by Commissioner Lowrey Invocation was delivered by Commissioner Ritchie 2. ROLL CALL- Commissioners Handy, Ritchie,.Lowrey, Cleveland, DeTora Ex officio: Dickey, Dilkes, Sullivan, Burns Chairman Lowrey, at this time, introduced Commissioner Handy, and welcomed him as our newly appointed Commissioner. 3.. APPROVAL OF MINUTES: Regular meeting April 17, 1978 It was moved by Commissioner Ritchie, second by Commissioner DeTora, to approve the minutes of April 17, 1978, as printed. ROLL CALL VOTE: AYES: Ritchie, Lowrey, DeTora, Cleveland NOES: None ABSENT: None ABSTAIN: Commissioner Handy not on the Planning Commission.at that time. 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - On any matter Mrs. Rebecca Huitron 8633 Edmond Drive, Rosemead Mrs. Huitron addressed the Commission regarding the in- stallation of a sidewalk at the above address. Chairman Lowrey suggested that this matter be deferred until our next Planning Commission meeting to be held on May 15,1978. PUBLIC HEARING 5. CONDITIONAL USE PERMIT 78-125- Request by Pastora Johnston and Yolanda McBrady to operate and establish a community facility center for Developmentally Disabled persons at 8846-54 Mission Drive. Chairman Lowrey opened the Public Hearing at 7:45 p.m. The Oath was administered accordingly. PROPONENTS Mrs. Pastora Johnston, Applicant 118 N. Almansor Alhambra, California P.C. Meeting May 1, 1978 Page 3 Discussion ensued regarding the impacts this type of facility would have on the surrounding neigh- borhoods, schools, etc. Recess was called at 8:25 p.m.- reconvened at 8:35 p.m. After further discussion, it was decided by the Com- mission to look into other similar facilities such as this, in nearby cities. It was moved by Commissioner Ritchie, second by Com- missioner Handy to defer this matter until the first meeting in June, which will be June 5, 1978.. . ROLL CALL VOTE: AYES: Handy, Ritchie, Lowrey, Cleveland, DeTora It was moved by Commissioner Cleveland, second by Commissioner Ritchie to set a Public Hearing for this Conditional Use Permit 78-125, to be heard on June 5, 1978. ROLL CALL VOTE: AYES: Handy, Ritchie, Lowrey, Cleveland, DeTora OTHER BUSINESS 6. DESIGN REVIEW 78-1- Request by Carlos Cardona for a Design Review of a 14 unit apartment complex located at 8915 Glendon Way. Mr. Sullivan presented the Staff Report Discussion by the Commission It was-agreed upon.by the.Commissioners that the Developers re-submit plans for this development. It was moved by Commissioner Ritchie, second by Commissioner Handy, to deny the Design Overlay of Design Review 78-1. ROLL CALL VOTE: AYES: Handy, Ritchie, Lowrey, Cleveland, DeTora Recess was called at 9:25 p.m.- Reconvened at 9:40 p.m. 7. PARCEL MAP 10753- Request by 4-M Investment Company for the minor subdivision of a lot into two residential lots', located.at 3217 Walnut Grove Avenue. Mr.,Sullivan presented the Staff Report Addressing the Commission: Mr. Michael Klipa, Civil Engineer 8135 Aroya Drive, South San Gabirel, California Discussion by the Commission It was moved by Commissioner Ritchie, second by Com- missioner Cleveland to approve Parcel Map 10753, with the following amended condition: CONDITIONS: 1. The applicant shall comply with all conditions as set forth by the City Engineer, with the exception of Condition $2 under "Mapping". The 15 ft. required drive will be modified to 10 ft., with a two foot easement to be maintained by.the owner of the flag lot. P.C. Meeting May 1, 1978 Page 5 It was moved by Commissioner DeTora, second by Commissioner Ritchie to approve the off-street parking improvements as; 1. commercial/Industrial/Multi-family developments: Minimum of 4"'of AC over 4" crushed aggregate OR- Minimum of 6" of concrete Where diverse circumstances arise, the above standards may be increased as required by soil conditions. ROLL CALL VOTE: AYES: Randy, Ritchie, Lowrey, Cleveland, DeTora 12. ADJOURNMENT- There being no further business to come before the Planning Commission, Chairman Lowrey adjourned the meeting at 10:35 p.m. *****Next regular meeting of the Planning Commission to be held on May 15, 1978
