CALL TO ORDER- The regular meeting of the Planning
Commission was called to order by Chairman Lowrey
at 7:30 p.m. in the Council Chambers of the Rose-
mead City Mall, 8838 Valley Boulevard, Rosemead,
California.
Pledge of Allegiance was led by Commissioner Cleveland
Invocation was delivered by Commissioner DeTora

ROLL CALL: Present: Ritchie, Lowrey, Cleveland,
DeTora.
APPROVAL OF MINUTES:" Regular meeting April 3,. 1978
It was moved by Commissioner Cleveland, second by
Commissioner Ritchie to approve the minutes of
April 3, 1978, as printed.
AYES: Ritchie, Cleveland
NOES: De Tora
ABSTAIN: LOWREY
ABSENT: NONE
Chairman Lowrey requested that the record show the
reason he abstained was that he was absent at the
April 3rd meeting due to business reasons.
Commissioner DeTora requested the record show the
reason he voted "no" was that the people for Zone
Change 78-1 were not notified the second time for
the continued public hearing.

PUBLIC HEARINGS
5. RESOULTION 78-3 - A Resolution of the Planning
Commission of the City of Rosemead recommending to
the City Council of the City of Rosemead an amend-
ment-to Sections 9102.59 and 9181.1 of the Rosemead
Municipal,Code regarding "Arcades".
Mr. Sullivan reviewed the Amendment
Chairman Lowrey opened the Public Hearing at 7:45,p.m.,
it was closed accordingly
Discussion by the Commission
It was moved by Commissioner Ritchie, second by
Commissioner Cleveland to waive further reading
and adopt Resolution 78-3 and the Negative Declaration.

6. CONDITIONAL USE PERMIT 78-124- A request by David
Ruggles and Kay Jones for continuation of on-site
sale of alcoholic beverages at 9632 Valley Boule-
vard, }mown as "Paul's Steak House".
Mr. Sullivan presented the Staff Report
Chairman Lowrey opened the 'Public Hearing at 7:55 p.m.,
the Oath was administered accordingly.

Discussion by the Commission
It was moved by Commissioner Cleveland, second by
Commissioner Ritchie to approve Conditional Use Permit.
78-124 and -adopt Resolution 78-6, subject to the
Conditions and Findings as listed in the Staff Report.

7. CONDITIONAL USE PERMIT 78-123- A request by Mary C.
Snyder for off-site sale of alcoholic beverages at
2428 San Gabriel Boulevard, a market/delicatessen
type operation.
Mr. Sullivan presented the Staff Report
Chairman Lowrey opened the Public hearing at 8:01 p.m.,
the Oath was administered accordingly.

Discussion by the Commission
It was moved by Commissioner. DeTora, second by Commissioner
Cleveland to approve Conditional. Use Permit 78-123 fora par:i.ud of one year.
Discussion ensued'by the Commission regarding the length
of time of:_approval.
SUBSTITUTE MOTION: It was moved by Commissioner Cleveland,
second by Commissioner Ritchie to approve Conditional Use
Permit 78-123 for a period of two years, and the Negative
Declaration, subject to the Conditions listed below and
the findings as listed in the Staff Report.
Conditions:
1. Secure appropriate Occupancy Permit and City License.
2. Comply with requirements of the Building/Fire Department.
3. Supply trash containers and maintain the property in a
clean and litter-free state.

4. This Conditional. Use Permit is approved for a period
of two years, at which time it may be reviewed for
renewal by the Planning Commission without a Public
Hearing. This permit is not transferrable to future
purchasers or occupants. The applicant assumes
responsibility for all conduct on the premises.
5. Within ten (10) days after approval, the applicant
shall submit a notarized affidavit of agreement to
these conditions with the Planning Department.
6. Entry way to be improved with a temporary solution
to the problems imposed by the reconstruction of
San Gabriel Boulevard. Such temporary improvement
to be approved by the Building Department.

Commissioner DeTora requested that the record show that
the reason he voted "No", was that he was in favor of
approval of one year as she was a new applicant.
8. ZONE CHANGE 78-97 - A request by Eugene Clark for a
Change of Zone from R-1 to R-3 to construct an 18 unit
apartment complex at 4328 Muscatel Avenue.

The Oath was administered accordingly.

A Resolution of the Planning Commission granting Con-
ditional Use Permit Case No. 78-1 for American Legion
Post #425 located at 8942 Garvey Avenue.
It was moved by Commissioner Cleveland, second by
Commissioner. Ritchie to waive further reading and adopt
Resolution 78-4.-

Mr. Clanton complained about the amplification system
in the Council Chambers. He said it was difficult to
hear sitting in the audience.

MATTERS FROM CITY OFFICIALS AND STAFF
a) The Commission was polled for attendance at a
luncheon meeting to be held on April 21, 1978.
b) The Planning Commission accepted the Staff's
recommendat:.ton that:
In the.development of two contiguous lots under the
same ownership, the lots must be consolidated when
the development is over the interior lot.
c) Commissioner DeTora spoke on the issue of the entire
area designated for high density which lies south of
Mission., north of Lawrence, east of Muscatel, and
west of Ivar, to be changed from R-1 to R-3.
12. ADJOURNMENT - There being no further business to come
bef-o.rethe Commission, Chairman Lowrey adjourned the
meeting at 9:00 P.O.
