PLANNING COMMISSION
REGULAR MEETING
MARCH 20, 1978
MINUTES
1. CALL TO ORDER- The regular meeting of the Planning Commission
was called to order by Chairman Lowrey at 7:30 p.m. in the
Conference Room of the Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
Pledge of Allegiance was led by Commissioner Cleveland
Invocation was delivered by Commissioner DeTora
2. ROLL CALL: Commissioners Ritchie, DeTora, Cleveland,
Lowrey
Ex officio: Dickey, Dilkes, Sullivan, Burns
3. APPROVAL OF MINUTES: Regular meeting, March 6, 1978
It,was moved by Commissioner DeTora, second by Commissioner
Cleveland, and unanimously agreed upon to approve the
Minutes of March 6, 1978 as printed.
4. ORAL COMMUNICATIONS FROM THE AUDIENCE- On items not on the
Agenda- None
5. PARCEL MAP 8821- A request by the Rosemead Redevelopment
Agency for the consolidation of individual parcels into
a development site located at the southwest corner of
Garvey Avenue and San Gabriel Boulevard.
Mr. Sullivan presented the Staff Report
Discussion by the Commission
It was moved by Commissioner Cleveland to'approve Parcel
Map 8821 and the Negative Declaration subject to the
Findings listed in the Staff Report.
Motion died for the lack. of a second.
Dicsussion by the Commission continued
It was moved by Commissioner DeTora, second by Commissioner
Ritchie to approve Parcel Map 8821, and the Negative Declara-
tion subject to the Findings listed in the Staff Report.
FINDINGS:
a. There will be no adverse environmental effects
associated with the implementation of Parcel Map
8821 and find that the Negative Declaration was
prepared in compliance with Rosemead Resolution
75-28, CEQA, and the Guidelines for the implemen-
tation of CEQA.
b. Approval of Tentative Parcel Map 8821 is consistent
with the General Plan of the City of Rosemead.
C. The site is physically suitable for the type and
density of development.

d. The design of the subdivision will not conflict
with public easements.
e. Discharge of wastes of the proposed division of
land will not result in violation of existing
requirements as prescribed by the California
Regional Water Quality Control Board.

6. ZONING ORDINANCE AMENDMENTS- The Planning Commission to
set a Public Hearing for consideration of amendments to
the Zoning ordinance regarding Arcades in the City of
Rosemead.
Mr. Sullivan presented the memorandum
Discussion by the Commission
It was moved by Commissioner Cleveland, second by Commissioner
DeTora that Arcades would be permitted in c-3, CBD and M-1
Zones, with a Conditional Use Permit. Staff was directed
to set a Public Hearing for this amendment to the Zoning
Ordinance.
ROLL CALL VOTE: AYES: Commissioners Lowrey, DeTora,
Cleveland, Ritchie
7. ENVIRONMENTAL ASSESSMENT FORMS- Evaluation of drafts for
changes in Initial Study and Environmental Assessment
forms.
Mr. Sullivan presented the drafts submitted by Staff
Discussion by the Commission
It was unanimously agreed upon by the Commission that
the drafts submitted were acceptable.
OTHER BUSINESS
8. ORAL COMMUNICATIONS FROM THE AUDIENCE- On any matter- None
9. MATTERS FROM CITY OFFICIALS AND STAFF
a) The Commission was presented a letter of resignation
from Louis Tury, Jr., a former member of the Planning
Commission.
Each Commissioner expressed with deep regret, the loss
of a fine and outstanding member of the Planning Commission.,
They all wished him the very best on his newly elected
position as a Council member and felt confident'that he
would do his utmost for the City of Rosemead.
b) The Commission was polled for attendance at a luncheon
meeting to be held by the Southern California Planning
Council on March 24, 1978.
10. ADJOURNMENT- There being no further business to come before
the Planning Commission, Chairman Lowrey adjourned the meeting
at 8:40 p.m.
