CALL TO ORDER- The regular meeting-of the Planning Commission was called to order by Chairman.DeTora at 7:30 p.m: in the Council Chambers of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. Pledge of Allegiance was led by Commissioner Tury Invocation was delivered by Commissioner Ritchie 2. ROLL CALL:- Present: Tury, Ritchie, DeTO'ra, Cleveland, Lowrey Ex officio: Dilkes, O'Connor, Sullivan, Burns 3. APPROVAL OF MINUTES: Regular meeting January 16, 1978 It was moved by Commissioner Cleveland, second by Commissioner Tury to approve the Minutes of January 16, 1978, as printed. ROLL CALL VOTE: AYES: Tury, Ritchie, DeTora, Cleveland, Lowrey 4. ORAL COMMUNICATIONS FROM THE AUDIENCE- On items not on the Agenda- None. 5. CONDITIONAL USE PERMIT 45- Request for extension for "Mollie's Guest Home", located at 3340 N. Evelyn Avenue. Mr. Sullivan presented the Memorandum Discussion by the Commission Discussion ensued regarding the applicant complying with County Health Regulations. It was moved by Commissioner Cleveland, second by Commissioner Tury to approve Conditional Use Permit #k45, for a period of two years subject to the following Condition: 1. ApcTlicant file a copy of the license issued by the County Department which licenses Guest,HOme Centers, with the Planning Department. ROLL CALL VOTE: AYES: Tury, Ritchie, DeTora, Cleveland, Lowrey 6. CONDITIONAL USE PERMIT 76-2- Request for extension for "Fonda Pimentel Restaurant", located at 9351 Mission Drive. Mr. Sullivan presented the Memorandum Discussion by the Commission Discussion ensued whether or not the Conditional Use Permit should be transferrable if taken over by new ownership. P.C. Meeting February 6, 1978 Page 2 It was moved by Commissioner Ritchie, second by Commissioner Lowrey to approve extension of Conditional Use Permit 76-2 for a period of two years subject to the following Condition: 1. The Conditional Use Permit be granted to David Pimentel and shall not be transferrable. ROLL CALL VOTE: AYES: Tury, Ritchie, DeTora, Cleveland, Lowrey 7. PARCEL MAP 7791- Request by Milton Bade for a six month extension to finalize plans for property located at 3220 Bartlett Avenue. Mr. Sullivan presented the Memorandum Discussion by the Commission It was moved by Commissioner Ritchie, second.by Commissioner Tury to approve the extension for six months as requested. ROLL CALL VOTE: AYES: Tury, Ritchie, DeTora, Cleveland, Lowrey . 8. PARCEL MAP 7729 Request by Mr. & Mrs. Refugio Ortega for a one year extension to complete required street improvements for property located at 2603 Strathmore/ Brighton Avenue. Mr. Sullivan presented the Memorandum Addressing the -.'Commission: Mr. Robert Montano,-on behalf of the applicant, stated that he thought three-'months.was sufficient time to complete the wo Discussion.by the Commission It was agreed by the Commission and Mr. Montano that a period of three months was sufficient to 'complete the required street improvements. It was moved by Commissioner Tury, second by Commissioner Ritchie to approve a three month extension for Parcel Map 7729. ROLL CALL VOTE: AYES: Tury, Ritchie, DeTora, Cleveland, Lowrey 9. PARCEL MAP 7792- Request by Mr. Bolis for a six month extension to complete street improvements for property located at the rear.of 3430 Eckhart Avenue. Mr. Sullivan presented the Memorandum Discussion by the Commission It was moved by Commissioner Ritchie, second by Commissioner Lowrey to approve extension of Parcel Map 77,92, for a period of six months. AMENDMENT TO TIME ROSEMEAD MUNICPAL CODE 'SECTION 9121.24 REGARDING BLOCK WALLS SEPARATING RESIDENTIAL AND COMMERCIAL ZONES. Mr. Sullivan presented the Memorandum explaining the Amendment. Chairman DeTora opened the Public Hearing at 8:07 p.m. and the oath was administered accordingly. Mr. Juan R. Nunez, a resident of Rosemead stated he was in agreement that the Amendment should be made a permanent part of the Rosemead Municipal Code. Chairman DeTora closed the Public Hearing.at 8:10 p.m. Discussion by the Commission The Commission decided to call for a recess so that Mr. Dilkes, the City Attorney could draft Resolution 78-2 for Section 9121.24 of the Rosemead Municipal Code. Recess called at 8:10 p.m.-Reconvened at 8:20 p.m. It was moved by. Commissioner Lowrey, second by Commissioner Cleveland to adopt Resolution 78-2 deleting the entire last paragaraph and making it.a permanent part of the Rosemead Municipal..Code. ROLL CALL VOTE: AYES: Tury, Ritchie, DeTora, Cleveland, Lowrey OTHER BUSINESS 11. ZONING ORDINANCE AMENDMENTS- Consideration of.what zones Arcades wou be permitted in the City of Rosemead. Mr. Sullivan presented the Memorandum Discussion by the Commission It was agreed by the Commission to hold this matter over for further. study. 12. ORAL COMMUNICATIONS FROM THE AUDIENCE- On any matter- None 13. MATTERS FROM CITY OFFICIALS AND STAFF A. Letter to Couniil regarding Consultants for Land Use Elements.' The Planning Commission directed, the Staff to submit a letter to the City Council requesting permission to attend the meetings for selection of Consultants for up-dating the General Plan and the Municipal Code. • PC MEETING February 6, 1978 Page 4 13. (Cont'd) B. Reorganization of the Planning Commission Chairman DeTora relinquished the gavel to the Secretary, Mr. O'Connor opened nominations for the Chairman of the Planning Commission. It was moved by Commissioner Tury to postpone the reorganization until after the Elections. Motion died for lack of a second Commissioner Cleveland nominated Chairman DeTora Commissioner Tury nominated Commissioner Lowrey Hearing no further nominations,.'.'. Secretary O'Connor closed the nominations. ROLL CALL VOTE FOR DON DETORA: Commissioners Cleveland and DeTora ROLL CALL VOTE FOR MARVIN.LOWREY: Commissioners Tury, Ritchie &.Lowrey Whereupon Commissioner Lowrey was chosen Chairman of the Planning Commission. Commissioner DeTora relinquished the gavel to Chairman Marvin Lowrey. Chairman Lowrey opened nominations for Vice-Chairman of the Planning Commission. It was moved by Commissioner Cleveland, second by Chairman- Lowrey and carried to nominate Commissioner Ritchie for Vice-Chairman. ROLL CALL VOTE: AYES: Commissioners Tury, DeTora, Cleveland & Lowrey ABSTAIN: Ritchie C. The Commission was polled for attendance at a Dinner Meeting to be held by the Southern California Planning Congress on February 9, 1978, in Santa Fe Springs. 14. ADJOURNMENT: There being no furhter business to Come before the Commission, Chairman Lowrey adjourned the meeting at 9:07 p.m.
