CALL TO ORDER - The Study Session of the Planning Commission was called to order by Chairman Lowrey at 7:30 p.m. in the Conference Room of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. 2. ROLL CALL - Present: Handy, Ritchie, Cleveland, Lowrey, DeTora Ex officio: Sullivan, Burns 3. MATTERS DISCUSSED: The meeting began by Mr. Sullivan thanking Mr. Glyn of Foster & Kleiser, and Mr: Gido of Pacific Outdoor Adver- tising, for being present at this Study Session. The Commission reviewed each Section of the Billboard section of the Sign Ordinance Draft. The main points of discussion were Section 9156, "Billboards Subject to Conditional Use Permits", and location and spacing of billboards. It was agreed upon by the Commission that all existing billboards would be permitted to remain, but that they would.have to be brought up to standards, in accordance with the Code. If these existing billboards were to be removed or relocated, a Conditional Use Permit would be required, before place- ment of another billboard. The existing billboards that would be allowed to remain, would be brought up to Code.as far as height and size, also the condition of the billboard. The only exception would be the location; this would be entered into the Ordinance by a "Grandfather Clause". The length of time for bringing the existing billboards up to Code, was listed in this draft, as-three years. Mr. Gido suggested that this time limit be changed to one year. Mr. Glyn and the Commission agreed. Discussion ensued regarding the distance between each bill- board. It was finally agreed upon by the Commission, that, "No billboard shall be located within a 400' radius of another billboard". It was also decided by the Commission that billboards only be permitted in the C-3 Zones or less restrictive zones. It was the concensus of the Commission that Mr. Sullivan and the City Attorney, go over and re-word certain sections of the draft of this proposed Ordinance. The Staff would then prepare another draft for the Commission's perusal. OTHER MATTERS DISCUSSED: Commissioner Cleveland suggested that the Commission receive from Staff, a set of policies for the Commissioners to follow. 4. ADJOURNMENT There being no further business to come before the Commission, Chairman Lowrey adjourned the Study Session at 10:30 p.m., to the next regular meeting of the Planning Commission to be held on December 4, 1978.
