REGULAR MEETING
NOVEMBER 20, 1978
MINUTES
1. CALL TO ORDER- The regular meeting of the Planning
Commission was called to order by Chairman Lowrey
at 7:30 p.m. in the Council Chambers of the Rosemead
City Hall, 8338 Valley Boulevard, Rosemead, California.
The Pledge of Allegiance was led by Commissioner Ritchie
Invocation was delivered by Chairman Lowrey
2. ROLL CALL - Commissioners Handy, Ritchie, Lowrey,
Cleveland, DeTora.
Ex Officio: Dickey, Dilkes, Sullivan, Burns.
3. APPROVAL OF MINUTES: Regular meeting November 6, 1978
Study Session, November 6, 1978
It was moved by Commissioner DeTora, second by Com-
missioner Ritchie to approve the foregoing minutes as
printed.
ROLL CALL VOTE: AYES: Handy, Ritchie, Lowrey, Cleveland,
DeTora.
4. ORAL COMMUNICATIONS FROM THE AUDIENCE - On any matter -
None.
PUBLIC HEARINGS:
5. CONDITIONAL USE PERMIT 78-136 - Request by Jesus Lopez
an Francisco Gonzales or on-site consumption of beer
and wine in conjunction with an existing bar, "E1 Gallo
de Oro", located at 9133 Valley Boulevard. (cont'd
from November 6, 1978 meeting).
Mr. Sullivan reviewed the Staff Report
The applicants were notified, but did not appear.
Surrounding property owners were present and voiced
their opinions regarding the applicant's request.
Mr. Gerald Edmonston, adjacent property owner of said
bar, stated that he had to call the Sheriff's Depart-
ment on several incidents that occurred in the nearby
vicinity of the bar. He also stated that the doors are
still left open, and that music could be heard in the
street. He said that since the applicants did not care
to appear, for the second time, that he would request
that the Commission deny this Conditional Use Permit
request.
Constance Picoulas, owner of a shop at 9105 E. Valley
Boulevard, stated that she did not think this was a
good place for this type of use, as there were several
homes in the nearby vicinity of this request.
Mr. Theodore Schram, 4309 Walnut Grove Avenue stated
that this request placed a negative image to the City.
He felt that the City has enough of this type of businesses
in the nearby vicinity.
Chairman Lowrey closed the Public Hearing at 8:50 p.m.

Discussion by the Commission
It was the consensus of the Commission that the
Findings as required by Section 9180 of the Rosemead.
Municipal Code, could-not be made.
It was moved by Commissioner Cleveland, second by Com-
missioner Handy to deny Conditional Use Permit 78-136.
ROLL CALL VOTE: AYES: Handy, Ritchie, Lowrey,
Cleveland, DeTora.
6. CONDOMINIUM ORDINANCE - Consideration for adoption of
a Condominium Ordinance providing development criteria
for condominium projects in the City of Rosemead.
Mr.,.Sullivan _presented the third .draft.: of the.condo-
miniuml10rdinance. .
Chairman Lowrey opened the Public Hearing, the Oath
was administered accordingly.
Addressing the Commission:
Mr. Paul Wong, owner of property at 2466 & 2472 Walnut
Grove Avenue, stated that he had purchased this lot
for the purpose of developing a condominium project.
He objected to the 20,000 sq. ft. for minimum lot size,
as stated in the third draft of this condominium
Ordinance, as his lot was only 17,.480 sq. ft.
Ms. Sandesol, also owner of adjacent property to Mr.
Wong, stated that she had purchased this lot several
months ago, and was not aware of the minimum lot size
for a condominium project which she had intended to
develop there.
Mr. Ted Schram, owner of property at 4309 Walnut Grove
Avenue, stated that these new requirements regarding
guest parking created a hardship for developers. He
asked the Commission to reconsider the proposed one
for each three units, to one for every five units.
Chairman Lowrey closed the Public Hearing
Discussion by the Commission:
Discussion ensued regarding the amount of guest parking
for each unit. Several changes were requested by Com-
missioner Ritchie and City Attorney Dilkes. The Com-
mission discussed these requests..and..inade.:some changes.
It was moved by Commissioner Cleveland, second by Com-
missioner Handy to have one guest parking space for every
three units, as proposed in the third draft of this
Ordinance.

ABSENT: NONE
ABSTAIN: NONE
It was moved by Commissioner Cleveland, second by Com-
missioner Handy to approve the final draft of the Con-
dominium Ordinance as corrected.
ROLL CALL VOTE: AYES: Handy, Ritchie, Lowrey,
Cleveland, DeTora.
It was moved by Commissioner DeTora, second by Commissioner
Cleveland to adopt Resolution 78-27.

7. ZONE CHANGE 78-99 - Request by John Lovato for a Change
o Zone from R- to R-3, located at 4445 Walnut Grove
Avenue. (Cont'd from August 21, 1978 meeting).
8. ZONE CHANGE 78-102 -Request by Edward Mueller for a
Change o Zone rom R-1 to R-3, located at 4213-4221
Walnut Grove Avenue. (Cont'd from August 21, 1978).
Chairman Lowrey inquired if there was anyone in the
audience wishing to speak on this matter.
No one came forward.
Discussion by the Commission:

Discussion ensued regarding whether to approve these
Zone Changes at this time or to continue this matter
until the Condominium Ordinance was formerly adopted.
The foregoing Zone Changes were continued subject to
consideration of an amendment to the R-3 Ordinance
that will provide guest parking equivalent to the
provisions for guest parking in the newly adopted
Condominium Ordinance. This matter to be held for
Public Hearing on December 4,:1978..
It was unanimously agreed upon by the Commission to
continue these Zone Changes until the next meeting of
the Planning Commission to be held on December 4, 1978.
OTHER BUSINESS
ALLEY VACATION - Consideration for vacating the alley
located between Valley Boulevard and east Steele Street,
easterly from Rio Hondo Avenue.
Mr. Sullivan presented.the Staff Report
Addressing the Commission:
Mr. Nugent, 9419 E. Steele Street, Rosemead.
Mrs. Anna Welch, 3939 Muscatel Avenue, Rosemead.
Both of these property owners of property located
in the alley vicinity were opposed to vacation of
this aforementioned alley.
Discussion by the Commission:
It was moved by Commissioner Ritchie, second by Com-
missioner Cleveland to.deny this alley vacation for
the following reasons:
The subject vacation does not conform to the Rosemead
General Plan.
Additionally, vacating the alley will leave several resi-
dential units without access and encumber the properties
with several easements.

ORAL COMMUNICATIONS FROM THE AUDIENCE - On items not on
the Agenda - None.
MATTERS FROM CITY OFFICIALS AND STAFF
a) The Commission was polled for attendance for
a luncheon meeting.

b) A date for a Study Session regarding the Sign
Ordinance was set for Wednesday, November 29,
1978 at 7:30 p.m. in the Conference Room of
Rosemead City Hall.
C) Commissioner Cleveland recommended that the
Commission review Commission Policy Guidelines.
This matter to be discussed at the Study Session
meeting on November 29, 1978.
12. ADJOURNMENT - There being no further business to come
before the Commission, Chairman Lowrey adjourned the
meeting at 10:15 p.m.
