PC - Minutes 11-6-78CITY OF ROSEMEAD 8838 VALLEY BOULEVARD ROSEMEAD, CALIFORNIA PLANNING COMMISSION REGULAR MEETING NOVEMBER 6, 1978 MTNiiTrG 1. CALL TO ORDER - The regular meeting of the Planning Commission was called to order by Chairman Lowrey at 7:30 p.m. in the Council Chambers of the Rosemead City Hall, 8838 Valley Blvd, Rosemead, California. The Pledge of Allegiance was led by Commissioner Lowrey. The Invocation was delivered by Commissioner DeTora. 2. ROLL CALL - Commissioners Handy, Ritchie, Lowrey, Cleveland, DeTora. ExOfficio - Dickey, Sullivan, Dilkes, Christianson 3. APPROVAL OF MINUTES; Regular Meeting - October 16, 1978 Study Session - October 19, 1978 Study Session - October 24, 1978 Study Session - November 1, 1978 It was moved by Commissioner DeTora, second by Commissioner Cleveland to approve the foregoing minutes as printed. ROLL CALL VOTE: AYES: Handy,Ritchie, Lowrey, Cleveland, DeTora. 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None PUBLIC HEARINGS 5. CONDITIONAL USE PERMIT 78-136 - Request to sell beer and wine in conjunction with an existing bar at 9133 Valley Boulevard. Chairman Lowrey opened the public hearing, the oath was administered accordingly . OPPONENTS: Mr. Edmonsten, 9127 Valley, property owner discussed problems that have resulted from this particular type of business, and expressed concern that issuance of this permit will lead to further deterioration of the CBD, of which he had a part in the adoption. Mr. Robert Engles, 9147 Valley, property owner, discussed several incidents that occured from this bar that were of a disturbing nature and also was opposed to the requested operation. Public hearing closed. Mr. Sullivan presented the staff report. Discussion by the Commission It was the concensus of the Commission that irregardless of the cafe incident report, this matter should be,investigated further and then be brought before the Commission. PC Meeting r Page 2 11/6/78 6 The Commission requested this matter be continued to the next regular meeting of the Planning Commission on November 20, 1978 to allow representation of the applicants and directed staff to submit more indepth data on the claims presented at the meeting. Chairman Lowrey reopened the public hearing..... OTHER BUSINESS TENTATIVE TRACT 35592. Review of a 26 lot subdivision for con ominium purposes, located on the southeast corner of Rush Avenue and San Gabriel Boulevard. Mr. Sullivan presented the staff report. The Commission inquired as to the relation of this project to the proposed condominium ordinance being drafted and Mr. Sullivan stated they were within the development standards set by the new ordinance. However this project was not obligated to meet those requirements because they have not been formally adopted yet. Discussion by the Commission. It was moved by Commissioner Cleveland, second by Commissioner DeTora to approve Tentative, Tract 35592 subject to the conditions setforth by the County Engineer, and the City of Rosemead with an additional condition that the location of the easternmost trash recepticle be modified to allow easier ingress and egress for the trash truck. . . Discussion on the motion. . . It was the Commissions findings that there were no guest parking available for this project and this had been 'a considerable concern in the drafting of the newly proposed condominium ordinance. Mr. Sullivan reiterated that this tract was not subject to the provisions of the new ordinance,' and also this map was submitted prior to the moratorium. Commissioner Cleveland explained his position as being an advocate of guest parking, and although he expressed this project was desirable in nature, he withdrew his motion with the consent of the second. It was then moved by Commissioner Ritchie, second by Commissioner Lowrey, to approve Tentative Tract 35592 subject to the conditions setforth by the County Engineer, and the City of Rosemead with an additional condition that the location of the easternmost trash recepticle be modified to allow easier ingress and egress for the trash truck, and approval of the Negative Declaration. ROLL CALL VOTE: AYES: Handy, Ritchie, Lowrey, DeTora NOES: Cleveland 7. PARCEL MAP 10420. Request for a four-lot subdivision of property located at 2451 Gladys Avenue, Rosemead. Mr. Sullivan presented the staff report . Discussion by the Commission. . PC Meeting • Page 3 11/6/78 .1 . • It was moved by Commissioner DeTora, second by Commissioner Cleveland to approve Parcel Map 10420 subject to the recommen- dations of the County Engineer, the City of Rosemead with added conditions #3. . . A sign shall be posted "Private Drive" and; #4. . .A maintenance agreement shall be filed along with the map; and approve the Negative Declaration. 8 9. 10. Roll Call Vote: Ayes: Handy, Ritchie, Lowrey, Cleveland, DeTora SIGN REVIEW. Final sign proposal for the professional office building "Park Rosemead" located at 3907 Rosemead Boulevard. Mr. Sullivan presented the memorandum regaring the proposed sign and the Commission reviewed the rendering. It was the concensus of the Commission to approve the construction of the "Park Rosemead" Sign. ORAL COMMUNICATIONS FROM THE AUDIENCE - None MATTERS FROM CITY OFFICIALS AND STAFF - a) Mr. Sullivan stated Zone Change 78-99,102 had been deferred to the Meeting of November 16th and this was done in error as there is no meeting that evening . . . therefore requested this date be amended to November 20th, our next regular meeting. Commission agreed. . . 11. b) The Commission was polled on attendance at SCPC meeting for 11/9/78. ADJOURNMENT - There being no further business to come before the commission it was adjourned at 9:10 p.m. to a study session in the Conference Room regarding the condominium ordinance.
