CALL TO ORDER - The regular. meeting of the Planning Commission was called to order by Vice Chairman Ritchie at 7:30 p.m. in the Council Chambers of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. Pledge of Allegiance was led by Commissioner DeTora Invocation was delivered by Commissioner Cleveland 2. ROLL CALL: Commissioners Handy, Ritchie, Cleveland, DeTora Absent: Lowrey (Vacation) Ex officio: Dickey, Sullivan, Burns Absent: City Attorney Dilkes (excused) 3. APPROVAL OF MINUTES - Regular meeting September 5, 1978 Study Session -September 11, 1978 It was moved by Commissioner DeTora; second by Com-. missioner Handy to approve the minutes of the above mentioned meetings, with the following correction of the minutes of the regular meeting of September 5, 1978: Parcel Map 11188: No. 5 under "Mapping" of the Engineer's report, to be deleted. ROLL CALL VOTE: AYES: Handy, Ritchie, Cleveland, DeTora NOES: None ABSTAIN: None ABSENT: Lowrey (vacation) 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - On any matter Mr. Peter Chang submitted his plot plan for condo miniums for the Planning Director's review. Ile also requested that he be notified of the next Study Session regarding.Condominiums. 5. PARCEL MAP 10420 - Mr. Lujan requested that this matter U_e__cTe_erref -until the next regular meeting to be held on October 2, 1978. 6. PARCEL MAP 11175 - Request by Fernando and Elba Caballero or a minor subdivision located at 4132, 4134 and 4136 Rio Hondo Avenue. Mr. Sullivan presented the Staff Report Discussion by the Commission It was moved by Commissioner Cleveland, second by Con- missioner DeTora to approve Parcel Map 11175, with the Negative Declaration, subject to the conditions as listed in the Staff Report, plus the following two added conditions: #3. Reciprocal agreement for maintenance and easement for lots #1, #2, & #3.must be recorded on the final map. t4. Any existing or new driveways to be inspected and approved by the Planning Director.. DESIGN REVIEW 78-2 - Consideration of a design factor in the construction of an office building for the use of the Los Angeles Times, located on the east side of Hart Street, between Marshall Street and Ramona Blvd. Mr. Sullivan presented the Staff Report Mr. Collin Gilbert, Project Proponent and owner of said property. 1888 Century Park East Los Angeles, California 90067 Mr. Gilbert agreed to the conditions as listed in the Staff Report except for the "Grant of Easement" for parking. He stated that the Los Angeles Times wanted the land and the building, and that such a document would encumber the property at this time. Discussion by the Commission ensued regarding the parking, and the lack of light and sun the apartment residents would be deprived of with the location of this new site. Commissioner Cleveland suggested that the building be shifted to.the northerly part of the lot,,.as:to give the.residents in-the apartments more sun and light. Mr. Gilbert.stated that he would definitely discuss this. suggestion with the Los Angeles Times. The Commission recommended that Mr.-Gilbert..consider•_land- scape along the east wall-of the-project. Also that.the air conditioning units on top of the building be moved to the north, away from the apartment house, and that a plot and elevation plan be submitted to the Planning Department. It was moved by Commissioner Cleveland, second by Com- missioner Handy to continue this matter at the next regular meeting of the Planning Commission to be held on October 2, 1978. MEMORANDUM - Request for refund of deposist for Plot PP a Mr. Sullivan presented the Memorandum It was unanimously agreed upon by the Commission to defer this matter until the next regular meeting to be held on October 2, 1978, at which time the City Attorney would be present. 9. MEMORANDUM - Request by Loren Phillips & Associates for a six-month extension for Tract Map #34281. Mr. Sullivan presented the Memorandum Discussion by the Commission 'It was moved by commissioner Cleveland, second by Com- missioner DeTora to approve this extension for a period of six months as requested.
