PC - Mintues 01-19-76CITY OF ROSEMEAD PLANNING COMMISSION MINUTES January 19, 1976 A Regular Meeting of the Rosemead Planning Commission was called to order by Chairman DeTora at 7:30 p.m. in the Council Chambers of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. 1. CALL TO ORDER The Pledge of Allegiance was led by Commissioner Lowrey. The Invocation was delivered by Chairman DeTora. 2. ROLL CALL Commissioners: Present: DeTora, Ritchie, Lowrey Absent: Higuchi, Revelles Chairman DeTora stated that Commissioner Revelles was excused. Ex officio: Sonju, Dorsey, Christianson, Durham. 3. APPROVAL OF MINUTES: January 5, 1976, Regular Meeting It was moved by Commissioner Lowrey, second by Commissioner Ritchie and carried to approve the minutes as printed. ROLL CALL VOTE: AYES: Lowrey, Ritchie . NOES: None ABSENT: Higuchi, Revelles ABSTAIN: DeTora Mr. DeTora abstained from voting due to has absence at the January 5, 1976-"meeting of the Planning,.Commission. 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None PUBLIC HEARINGS 5. AMENDMENT TO THE CIRCULATION ELF14ENT OF THE GENERAL PLAN for the area bounded by the north City Limits and the san Bernardino Freeway, Walnut Grove Avenue on the west and the east City Limits. This public hearing was held on January 5, 1976 and continued to this date. Chairman DeTora asked if there was anyone in the audience who wished to address the Commission regarding this matter. There were none. Discussion by the Commission. It was moved by Commissioner Ritchie, second by Commissioner Lowrey and carried to postpone the public hearing on the amendment to the Circulation Element of the General Plan to February 2, 1976 at 6:00 p.m. in the Council Chambers of. the City Hall for a study session. AMENDMENT TO THE LAND USE 'ELEMENT OF THE GENERAL PLAN for the area bounded by the north City Limits, the San Bernardino Freeway on the south, walnut Grove Avenue on the west and the east City Limits. Ms. Sonju presented the staff report. Public hearing was opened. PROPONENTS: None OPPONENTS: None Discussion by the Commission. It was suggested by Commissioner Ritchie that the City Council be requested to permit staff to prepare leaflets of the public notice to be distributed to the property owners in the area under consideration of amendments to the General Plan to better inform them of the public hearings. Discussion on the above matter followed, however no formal action was taken. PC RESOLUTION 76-1. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD RECOMMENDING TO THE CITY COUNCIL AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN, APPROVAL OF LAND USE DESIGNATIONS, LAND USE CRITERIA, AND AMENDINGLAND USE DESIGNATIONS IN CERTAIN AREAS. THE PLANNING COW4ISSION OF THE CITY OF ROSEMEAD DOES F:REBY RESOLVE AS FOLLOWS: Section 1. The Planning Commission does hereby find and determine that a public hearing was.duly set for January 19, 1976 at 7:30 p.m. in the Council Chambers of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California and a notice of the time, purpose, date, place of the aforesaid hearing was duly given; that a hearing was duly held at the aforementioned time and place. _ Section 2. The Planning Commission further finds the General Plan, as a statement of development policies setting forth objectives, principles, standards, and proposals reflecting the physical conditions, demographic location, financial and staff resources and goals and potentials of the community, should incorporate the following criteria to. -guide the recommended land uses and changes in land uses: 1. Provide for continuation of successful established uses. 2. Retain the potential for orderly growth. 3. Provide for compatibility of uses. 4. Attain a degree of consistency between uses, the Zoning Ordinance, and the General Plan. PC Minutes Page 3 1/19/76 Section 3. The Planning Commission finds that the Land Use Element o the General Plan should specify the general distribution, general location, and extent of land use such as housing, business, industry, open space, agriculture, natural resources, recreation and enjoyment of scenic beauty, education and public buildings and grounds and to provide for this the Planning Commission recommends establishment of the following land uses: 1. RL - Low Density Residential 2. RM - Multiple Residential 3.. C - Commercial 4. I - Industrial 5. A - Agricultural 6. E - Educational 7. P - Public Facilities 8. OS - Open Space, Recreation enjoyment of scenic beauty and natural resources. Section 4. The Planning Commission further finds that after reviewing three areas shown on the attached map in light of the above established criteria and land uses, that the Land Use. Element of the General Plan should specify the land use in the following areas as shown on the attached maps:. 1. Vicinity 'of Rosemead Boulevard/ Mission Drive/ Muscatel Street. Residential High Density, Residential Low Density and Commercial. 2. Vicinity of Rosemead Boulevard/ Marshall Street San Bernardino Freeway. Loa Density Residential and Commercial. Section 5 The Planning Commission further finds and ` determines that a Negative Declaration was prepared on these recommended land uses; and that no significant adverse environmental effects were identified associated with the establishment of the-_c land uses; and the Planning Commission finds that the Negative. Declaration was prepared in compliance with CEQA, the Guidelines for.-the Implementation of CEQA, and Rosemead Resolution 75-28. Section 6. The Planning. Commission further finds the land uses as specified in Section 3 and as shown on the attached maps are in keeping with the aforemehtioned,criteria and.:Iari3'uses and are good planning practice and recommends that the City Council adopt a Resolution approving this portion of the Land Use Element of the General Plan. Section 7. The Secretary shall certify to the adoption of -this Resolution and shall transmit copies of the same to the Rosemead City Clerk. It was moved by Commissioner Ritchie, second by Commissioner Lowrey and carried to approve the foregoing Resolution 76-1 and recommend to the City Council approval of the amendments to.the.Land Use Element of the General Plan. Existing Mobile Home Park Study. It is requested that this study be continued to March 15, 1976 meeting of the Planning Commission. There has not been sufficient data acquired at this time to substantiate a complete report. It was moved by Commissioner Lowrey, second by Commission Ritchie to continue this matter to the March 15, 1976 meeting of the Commission. Discussed noticing for public hearings. MATTERS FROM CITY OFFICIALS AND STAFF a. Commission Ritchie questioned the forms for the City's Zone Changes. ADJOURNMENT There being no further business to come before the Commi-sion it was moved by Commissioner Lowrey, second by Commissioner Ritchie and carried to adjourn. Chairman DeTora adjourned the meeting at 10:15 p.m.
