MINUTES
January 5, 1976
A Regular Meeting of the Rosemead Planning Commission was
called to order by Vice-Chairman Lowrey at 7:35 p.m. in the
Council Chambers of the Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
1. CALL TO ORDER
The Pledge of Allegiance was led by Commissioner Ritchie.
The Invocation was delivered by Commissioner Lowrey.
2. ROLL CALL
Commissioners: Present:Revelles, Lowrey, Ritchie
Absent: DeTora, Higuchi
Ex officio: Durham, Sonju, Sullivan, Dorsey, Christianson
Commissioner DeTora was excused due to surgery.
Commissioner Higuchi was excused due to illness.
3. APPROVAL OF MINUTES: December 15, 1975, Regular Meeting
It was moved by Commissioner Revelles, second by Commissioner
Ritchie and carried to approve the minutes as printed.

Discussion followed on policy for taking and transcribing
the minutes of the Planning Commission meetings.
4. ORAL COMMUNICATIONS FROM THE AUDIENCE
Yos Hirai, owner Doug's Liquor, 8817 Valley Boulevard,
voiced his opposition to the Alpha Beta application to
A.B.C. for an off-sale general license for alcoholic
beverages,
Jay imperial, 8755 Ralph Street, also voiced his opposition
to the application of Alpha Beta for the sale of alcoholic
beverages.
PUBLIC HEARINGS
5. AMENDMENT TO THE P-D ORDINANCE. This item was continued
from the December 15, 1975 meeting for further study by
the Commission.
The public hearing was opened and there being no response
it closed accordingly.

it was moved by Commissioner Revelles, second by Commissioner
Ritchie and carried to.adopt a Resolution approving the
amendment to the P-D Zone and recommending to the City
Council approval of the amendment.

Commissioners discussed scheduling a work session to study the
whole P-D Zone and it was the opinion of the commission that
this session be tabled until such a time that the entire
Commission could be present and made available to discuss
this matter and other matters of interest to the Commission.
6. CONDITIONAL USE PERMIT 75-103 - National Convenience Stores
request a CUP to construct a gasoline pump island to be used
in conjunction with the operation of an existing conveneince
market located at 8609 E. Garvey Boulevard, Stop-N-Go.
Mr. Sullivan presented the staff report. Traffic Engineer Eval
Traffic Engineer was available for questioning.
Public hearing was opened. Oath was administered.

7. CONDITIONAL USE PERMIT 75-104. Wachtler & Borsch Tax
Service request a Conditional Use Permit to operate a
temporary tax service office in a mobile trailer on property
located at 8235 E. Garvey Avenue in the City of Rosemead,
(Beach's Market parking lot).
Mr. Sullivan presented the staff report.
Public hearing opened.
The oath was administered.

RESOLUTION 75-44. A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ROSEMEAD GRANTING A CONDITIONAL USE PERMIT
IN CONDITIONAL USE PERMIT CASE NO. 75-104.
It was moved by Commissioner Revelles, second by commissioner
Ritchie and carried to waive further reading and adopt
Resolution 74-44 approving Conditional Use Permit 75-104.

APIENDMENT TO THE CIRCULATION ELEMENT OF THE GENERAL PLAN
Area bounded by the north Citv limits and the San Bernardino
Freeway, Walnut Grove Avenue, and the east City limits.
Ms. Sonju presented the staff report.
Traffic Engineer Envall was available for questioning.
Public hearing opened, oath administered.

continue this item to the next meeting of the Planning Commission.

NEW BUSINESS
9. GARVALIA DAY CARE CENTER - CONDITIONAL USE PERMIT 75 -
Extension of CUP 75 for operation of a nursery school and day
care center on the premises of the Garvalia Presbyterian
Church.

Discussion by the Commission.
It was moved by Commissioner Revelles, second by Commissioner
Ritchie and carried to approve the extension of Conditional
Use Permit 75 as recommended in the staff report.

Discussion by the C.bmmission.
The Planning Commission being unable to ascertain that a
business was being conducted on the properties located at
8832, 8836, 8846 Glendon Way it was moved by Commissioner
Revelles, second by Ccmmissioner_Ritchi"e and carried to
receive and file the report regarding the properties at
8832, 8836, and 8846 Glendon Way in the City of Rosemead.
11. ORAL COMMUNICATIONS FROM THE AUDIENCE.
Jay Imperial, 8755 Ralph Street, Mr. Imperial again voiced
his concern over the sale of alcoholic beverages at the Alpha
Beta Market and questioned the policy of the commission in
voicing to the A.B.C. the public opposition to such application.
Vice-Chairman Lowrey commented that this matter was outside
of the City's jurisdiction, therefore no action would be
taken.
Frank Cardona, 8821 Glendon Way discussed the situation on
his property pertaining to complaints that were filed and
what action should he take.
Vice-Chairman Lowrey suggested Mr. Cardona meet with
Planning Director Sonju to get a clarification on the matter.
12. MATTERS FROM CITY OFFICIALS AND STAFF
Commission was polled on attendance at:
a. West San Gabriel Valley Planning Council meeting
b. So. California Planning Congress Meeting
c. Planning Officers Institute meeting
A study session was scheduled for the Commission on Monday
February 16, at 6 p.m. prior to the regularly scheduled
meeting to discuss certain Commission policies. (minutes)
13. ADJOURNMENT
There being no further business to come before the Commission
it was moved by Commissioner Ritchie, second by Commissioner
Revelles, and carried to adjourn.
Vice-Chairman Lowrey adjourned the meeting at 11:15 p.m.
