1. CALL TO ORDER - 7:32 p.m.
Pledge of Allegiance was led by Commissioner Tury.
Invocation was del-i-vered by Commissioner Lowrey.

APPROVAL OF MINUTES -Regular Meeting - December 6, 1976
It was moved by Commissioner Ritchie, seconded by Commissioner
Tury and carried to approve the minutes of December 6, 1976.

4. ORAL COMMUNICATIONS FROM THE AUDIENCE
Addressing Antonio Saucedo
Commission:. 1747 N. Delta, So. San Gabriel
Mr. Saucedo wished to comment upon function of the Commission.
5. ZONE CHANGE 76-81 - Applicant requested a change of zone on property
located at southeast corner of Rush and Delta Streets from R-3 Med.
Multiple-Residential to C-3 Medium Commercial (So. Calif. Edison).
Mr. Sullivan presented memorandum.
Discussion by Commission.
It was moved by Commissioner Tury, seconded by Commissioner Lowrey
l~ and carried to approve Zone Change 76-81, the Negative Declaration,
and adopt Resolution 76-24.

6. PARCEL DIAP 7577 - A request to subdivide two lots from one existing
parcel.
Mr. Sullivan presented the Staff Report.

I It was moved by Commissioner Lowrey, seconded by Commissioner Clan-
` ciola and carried to approve Parcel Map 7577 and the Negative
Declaration subject to the recommendations of the County Engineer and
Fire Department and subject to Staff Conditions (adding to Cond #3
"or be less than 4 feet."), and Findings, changing Finding #1 to read:
1. With the adoption of the Redevelopment Plan for Project
Area 1, a Negative Declaration was prepared and approved.
Pursuant to Public Resources Code Section 21090, no further,
environmental assessment is necessary because this developr"

is in ;_:onformity with the redevelopment plan. Although
no environmental assessment need be made at this time,
a negative declaration has been prepared for this project
and has been found to be in compliance with CEQA, the
Guidelines for Implementation of CEOA, and Rosemead
Resolution 75-28.

PUBLIC HEARINGS
7. ZONE CHANGE 76-82 - Applicant requested a change of zone on
property located at 3953 N. Muscatel from P-d Parking with
design overlay to R-1 Single Family Residential (Rosemead
Mortgage Corp.)
Mr. Sullivan presented the Staff Report.
Chairman DeTora opened the Public Hearing at 7:56 p.m.
Proponent: Merritt H. Petersen, President
Rosemead Mortgage Corp.
2716 Hacienda Blvd., Hacienda Heights
Mr. Petersen questioned the necessity of his installing a block
wall on the property to be rezoned.
Attorney Dilkes explained the ordinance requiring a block wall
between residential and commercial property.
Chairman DeTora closed the Public Hearing at 8:20 p.m.
Discussion by Commission.
It was moved by Commissioner Ritchie, seconded by Commissioner
DeTora and carried to continue the matter to January 3, 1977,
meeting for discussion.

8. AMENDMENT TO ZONING ORDINANCE - Consideration of amendment to
Zoning Ordinance regarding Conditional Use Permits.'
Mr. Sullivan presented the Memorandum.
Chairman DeTora opened the Public Hearing at 8:30 p.m., and
there being no proponents or opponents, closed the public
hearing.
Discussion by Commission.
It was moved by Commissioner Ritchie, seconded by Commissioner
Tury and carried to approve the amendment to the Zoning Ordinance
and the Negative Declaration and to direct Staff to prepare a
resolution recommending the amendment to City Council.

9. PARCEL MAP 7612 - A request.to subdivide two lots from one
existing parcel.
Mr. Sullivan presented Staff Report.
Addressing Thomas DeFilippis, representing applicant
Commission: 3256 N. Stevens Ave.
Mr. DeFilippis said he objected to building new curbs and
sidewalks when.they are already there.
Discussion by Commission
It was moved by Commissioner Cianciola, seconded by Commissioner
Tury and carried to continue the matter to the January 3, 1977,
meeting.

10. RELOCATION EXTENSION REQUEST - Mr. Daniel Cray requested an
extension of his relocation to 2632 Muscatel.
Mr. Sullivan presented the Memorandum.

Commission: 1633 Market St., Long Beach
Mr. Gray assured the Commission that work would be completed
within the time allocated.
Discussion by Commission.
Chairman DeTora expressed a warning regarding "bootleg"
buildings on the property in question.
It was moved by Commissioner Lowrey, seconded by Commissioner
Ritchie and carried to approve the Relocation Extension for.
60 days.

11. TRACT MAP 33036 MODIFICATION - Memorandum regarding modification
of conditions.
Mr. Sullivan presented the !?emorandum.
Discussion by Commission.
It was moved by Commissioner Tury, seconded by Commissioner
Cianciola and carried to approve the modifications to"'Tract
Map 33036 as indicated in the Memorandum.

12. MATTERS FROM CITY OFFICIALS AND STAFF
a. A reminder was given to all concerning the Rosemead
Christmas celebration.
b. Mr. Sullivan stated that Staff would assure that maps
for all reports would be provided to Commission.
c. Attorney Dilkes commented on a pleasant year and that he
was looking forward to working with the.Commission in the
new year.
d. Commissioner Ritchie reported on the status of the
McHose relocation.
e. It was moved by Commissioner Tury, seconded by Commissioner
Cianciola and carried to direct Staff to prepare a
Resolution recommending to City Council approval of an
urgency moratorium on relocations in the City for 120 days.

f. A study session to discuss dates for work on a new
Relocation Ordinance was set for 6:30 p.m. on January 3,
