CALL TO-ORDER - 7:34 p.m. Louis Tury, Jr. was sworn in as a member of the Planning Commission. Pledge of Allegiance was led by Commissioner Cianciola. Invocation was delivered by Commissioner DeTora. 2. ROLL CALL Present: Commissioners: Cianciola, Lowrey, Tury, DeTora Absent: Commissioner Ritchie (excused, recovering from operation) Ex officio: Dickey, Dilkes, Sullivan, Herman, Young 3. APPROVAL OF MINUTES - Regular meeting October 18, 1976. Commission discussed misunderstanding in the motion for Parcel Map 6718. After discussion with the City Attorney, the matter was resolved. It was moved by Commissioner Lowrey and seconded by Commissioner Cianciola and carried to approve the minutes of October 18, 1976 with the following changes: 8. (Fourth Paragraph)' . . If conditions were not met and relocation work not completed, the deposit could be used to demolish the structure." 8. (Seventh Paragraph)"Mr. Dickey commented that it might be desirable that Planning Staff meet again with Mr. McHose on a personal basis. He continued to state that the Planning Commission acted pursuant to the Law." ROLL CALL VOTE: AYES: Lowrey, DeTora, Cianciola NOES: None ABSTAIN: Tury ABSENT: Ritchie 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None PUBLIC HEARINGS 5. ZONE CHANGE 76-80 - Applicant requested a change of zone on property located at 8614 Valley Blvd, from R-1 Single Family Residential to C-3 Commercial. Mr. Sullivan presented the Memorandum dated November 1, 1976, wherein the applicant requested that the Zone Change not be heard at this meeting; but since the Staff had already posted and advertised for public hearing, the Commission could open the public hearing and hear testimony. Addressing the Commission: Kenneth Willer 3860 Walnut Grove Mr. Willer wanted more information on what the zone change would involve. Mr. Sullivan reviewed the Staff Report for the Commission., It was moved by Commissioner Tury and seconded by Commissioner Cianciola and carried to continue the Public Hearing to November 15, 1976. ROLL CALL VOTE: AYES: Lowrey, DeTora, Cianciola, Tury NOES: None ABSENT: Ritchie 6, AMENDMENT TO ZONING ORDINANCE - Consideration of Amendment to Zoning Ordinance regarding the outdoor display and storage of merchandise. Mr. Sullivan presented the Memorandum dated 'November 1, 1976. Chairman DeTora opened the Public Hearing at 8:02 p.m. There being no proponents or opponents, the Public Hearing closed accordingly. Discussion by Commission. It was moved by Commissioner Lowrey, seconded by Commissioner Tury and carried to approve the amendment to the Zoning Ordinance and the Negative Declaration subject to the revisions set forth by the Commission at this meeting. ROLL CALL VOTE: AYES: Lowrey, DeTora, Cianciola, Tury NOES: None ABSENT: Ritchie 7. LAND USE AMENDMENT TO THE GENERAL PLAN Mr. Sullivan presented the Memorandum dated November 1, 1976. Chairman DeTOra'opened the Public Hearing at 8:23 p.m. There being no proponents or opponents, the Public Hearing closed accordingly. Discussion by Commission. It was moved by Commissioner Cianciola, seconded by Commissioner Lowrey and carried to adopt a resolution recommending to the City Council approval of the Amendment to the Land Use Element of the General Plan and recommend approval of the Negative Declaration. DESIGN REVIEW - Applicant requested approval for a single- faced sign to be erected at 3925 Rosemead Blvd. Mr. Sullivan presented the Staff Report dated November 1, 1976. Discussion by the Commission regarding the zone violation on the property. It was moved by Commissioner Cianciola, seconded by Commissioner Tury and carried to continue this matter until a complete report is submitted from Zoning Enforcement and to allow applicant to be present at the meeting. MODIFICATION OF SECTION 8110 - 8659 Edmond Drive Mr. Sullivan presented the Staff Report dated November 1, 1976 Addressing the Commission, the applicant: Mrs. Hettman, 8659 Edmond Drive Mrs. Hettman explained her reasons for not wanting to install sidewalks and that she would be willing to do so at a future date when the entire street installed them. Discussion by Commission. It was moved by Commissioner Tury, seconded by Commissioner Cianciola and carried to grant the request for a waiver for the installation of sidewalks. CONSENT CALENDAR CC-A RESOLUTION 76-18 - A RESOLUTION OF THE PLANNING COMMISSION RECOMMENDING TO THE.CITY COUNCIL APPROVAL OF THE ZONE CHANGE IN PRE-ANNEXATION ZONE CHANGE NO, 78 FOR ANNEXATION AREA 45. After a discussion by Commission where it was determined that people living in the affected areas owning horses would have up to three years to comply, it was moved by Commissioner Cianciola and seconded by Commissioner Lowrey and carried to approved Resolution 76-18 as printed. ROLL CALL VOTE: AYES: Lowrey, DeTora, Cianciola, Tury NOES: None ABSENT: Ritchie Planning Commission Minutes Page 4 November 1, 1976 CC-B RESOLUTION 76-19 - A RESOLUTION OF THE PLANNING COMMISSION RECOM- MENDING TO THE CITY COUNCIL APPROVAL OF THE ZONE CHANGE IN PRE-ANNEXATION ZONE CHANGE NO. 79 FOR ANNEXATION AREA 46 It was moved by Commissioner Cianciola, seconded by Commissioner Tury and carried to approve Resolution 76-19 as printed. ROLL CALL VOTE: AYES: Lowrey, DeTora, Cianciola, Tury NOES: None ABSENT: Ritchie 11. MATTERS FROM CITY OFFICIALS AND STAFF a. Planning Department Activities It was moved by Commissioner Lowrey, seconded by Commissioner Cianciola and carried to receive and file the memorandum on Planning Department Activities from October 1975 to October 1976. ROLL CALL VOTE: AYES: Lowrey, DeTora, Cianciola, Tury NOES: None ABSENT: Ritchie b. Clothing Manufacturing in C-3 Zone Mr. Sullivan read the Memorandum dated November 1, 1976. Discussion by Commission. It was moved by Commissioner Lowrey, seconded by Commissioner Tury and carried to direct the Staff to amend the Zoning Ordinance and advertise for a public hearing to permit clothing manufacturing.in the C-3 Zone subject to a Conditional Use Permit. ROLL CALL VOTE:, AYES: Lowrey, DeTora, Cianciola, Tury NOES: None ABSENT: Ritchie C. Relocation Ordinance It was the decision of the Commission to set January 17 for further discussion of this matter. d. January 17 set as date for Commission elections and reorganization. e. Discussion regarding the amount of bond legally permissible to obtain f. Commissioner Tury suggested forming of a new Rosemead Beautification Committee. Commission concurred that consideration of this matter could be discussed at a later date. g. Commissioner Cianciola asked the status on boarded-up home at 3880 Walnut Grove. Mr. Sullivan commented that owner of this condemned home did not want it demolished but wanted to re-do the foundation. Chairman DeTora brought up the fact that 10 years ago this date, plans were completed for the Rosemead City Hall. i. Chairman DeTora reminded everyone to vote in the following day's election. J o f 12. ORAL COMMUNICATIONS FROM THE AUDIENCE Addressing the Commission: Glen Clanton, 3244 Leyburn Drive Mr. Clanton recommended the formation of a Rosemead Beautifica- tion Committee. 13. ADJOURNMENT There being no further business to come before the Commission, it was moved and seconded to adjourn.
