PC - Mintues 07-6-76CITY OF ROSEMEAD • PLANNING COMMISSION MINUTES July 6, 1976 A regular meeting of the Rosemead Planning Commission was called to order at 7:30 p.m. in the Council Chambers of the Rosemead City Hall., 8838 Valley Boulevard, Rosemead, California. 1. CALL TO ORDER The Pledge of Allegiance was led by Commissioner Ritchie. The Invocation was delivered by Commissioner Revelles. 2. ROLL CALL Commissioners: Revelles, Cianciola, DeTora, Lowrey, Ritchie Ex officio: Dickey, Dilkes, Sullivan, Christianson 3. APPROVAL OF THE MINUTES OF JUNE 21, 1976 - Regular Meeting it was moved by Commissioner Revelles, second by Commissioner Cianciola and carried to approve the minutes of June 21, 1976 as printed. ROLL CALL VOTE: AYES: Revelles, Cianciola, DeTora, Lowrey, Ritchie NOES: None ABSENT: None 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None. PUBLIC HEARINGS S. VARIANCE NO. 82/PARCEL MAP 6805. Request by Chris Construction to develop two lots below the 50' lot width minimum in the R-1 Zone. Mr. Sullivan presented the staff report. Public hearing opened at 7:35 p.m. Proponents: - Opponents: - Addressing the Commission: Mr. Ed Ritz, 9229 Rio Dell; commented that several of his 'neighbors did not receive notice of the public hearing and that he was interested in seeing any upgrading of the subject property. Public hearing closed at 7:40 p.m. Discussion followed regarding deep lot developments. Commissioner Lowrey moved to re-open the public hearing as a public courtesy to allow the developer to speak and it was second by Commissioner Cianciola. ROLL CALL VOTE: AYES: Revelles, Cianciola, DeTora, Lowrey NOES: Ritchie ABSENT: None Public hearing re-opened at 7:SS p.m. PC Minutes Page 2 7/6/76 Proponent: Mr. Milton Bade, representing Chris Construction, commented on his reasons for believing this proposed lot split to be the best suited development for the neighborhood. Public hearing closed at 8:00 p.m. Discussion by the Commission. It was moved by Commissioner Ritchie, second by Commissioner Lowrey to deny Variance 82. ROLL CALL VOTE: AYES: Revelles, DeTora, Lowrey, Ritchie NOES: Cianciola ABSENT: None 6. CONDITIONAL USE PERMIT 88 - Applicant requests sale of alcoholic beverages within 200' of residential zone at 3018 San Gabriel Boulevard, DBA: Kei's Cafe. Mr. Sullivan presented the staff report. Public hearing opened at 8:20 p.m. Proponents: Robert Tom, 1910 Brightwood St., Monterey Park Opponents: None Public hearing closed at 8:25 p.m. It was moved by Commissioner Revelles, second by Commissioner Cianciola to approve Conditional Use Permit 88 subject to staff's recommendations and direct the City Attorney to prepare a Resolution. Chairman DeTora called a five minute recess at 8:30, Commission reconvened at 8:45 p.m. 7. TENTATIVE TRACT 31238 -Addendum Memorandum Mr. Sullivan presented the addendum memo incorporating staff's recommendations for this Tract. Discussion by the Commission. Addressing the Commission: Mr. Gordon Kriegel, City Engineer Mr. W. Lockman, Engineer for TT 31238 Discussion by the Commission. Commissioner Cianciola stated that he would like to see the sound attenuation wall constructed as recommended in the staff report, and this appeared to be the consensus of the Commission. Mr. Dickey stated as a point of information that there was dissention among the developer and the concern of the Commission regarding. Condition #1 of the staff's recommendations. Mr. Dickey asked the developers if they are in favor of constructing a sound attenuation device according to Cal Trans specifications, and the reason for asking this is if the developers are not in agreement with Condition #1 then they are not in agreement with the conditions as outlined by staff. PC Minutes • • Page 3 7/6/76 Mr. Lockman addressed the Commission stating they were not in favor of Condition #1, the construction of a sound attenuation wall, and that it is their intent to present their reasons and protests at the time this matter goes to the City Council. Discussion by the Commission Commissioner Revelles stated that before decision on this Tentative Tract, he felt it important that the citizens in opposition to Silver Ridge Drive being opened get an opportunity to present their alternative plans for the street pattern which would allow them to retain their cul-de-sac. Mr. Dickie stated that it would be out of order at this time, however, should the developer appeal any decision of the Commission the Council would then be empowered to make any decision it deemed necessary relative to the developer and concerned citizens, which at that time could present their plans. -fit was moved by Commissioner Revelles to allow the residents to present their proposed plans and speak on the issue of the cul-de-sac at this time. Motion died for lack of a second Further discussion followed regarding-:alternatives to opening C de-sac. ROLL CALL VOTE: AYES: Revelles, Cianciola, DeTora., Ritchie NOES: None ABSENT: None ABSTAIN: Lowrey 8. RELOCATION - Continuation of relocation request from .6/21/76 meeting. One-story duplex to 2632 Muscatel Avenue, Rosemead. Mr. Sullivan stated this was deferred to this meeting to allow the applicant to be present. Addressing the Commission: Mr. Daniel Gray, applicant; stated that he already moved the d' =x to the si`e on Muscatel as they were to be bulldozed if they remained any longer on the site in Monterey Park. Discussion by the Commission. It was moved by Commissioner DeTora, second by Commissioner Lowrey to deny the relocation of a duplex structure.to 2632 Muscatel Avenue. PC Minutes • Page 4, 7/6/76 Discussion on the motion. The aforementioned motion was withdrawn with the consent of the second. In considering the amount of loss the applicant would have to take in re-relocating the duplex to another site, and considering that it had already been approved by the Relocation Committee, the Commission deferred this matter to the next Planning Commission meeting contingent on submission of a new application and plot plan. Chairman DeTora called a recess; Commission reconvened at 10:15 p.m. 9. MODIFICATION TO SECTION 8110. 2525 6 2555 Strathmore. Mr. Sullivan presented the staff memorandum. It was moved by Commissioner Ritchie, second by Commissioner Lowrey and carried to accept the recommendation of Staff. DESIGN REVIEW - APPLICANT REQUESTS APPROVAL OF DESIGN FOR PRINTING/LITHOGRAPHING BUSINESS IN THE C-3-D ZONE. Deferred to the next meeting for additional data. 11. . CONSENT CALENDAR CC-A RESOLUTION 76-11 MAID RITE CATERING - APPROVAL OF CUP CC-B RESOLUTION 76-12 W. E S. PRODUCE - DENIAL OF CUP CC-C RESOLUTION 76-13 Recommendation of Revision of P-0 Zone It was moved by Commissioner Lowrey, second by Commissioner Ritchie and carried to approve CC-A, CC-B, and CC-C as recommended. ROLL CALL VOTE: AYES: Revelles, Cianciola, DeTora, Lowrey, Ritchie NOES: None ABSENT:.None 12. ORAL COMMUNICATIONS FROM THE AUDIENCE - None 13. MATTERS FROM CITY OFFICIALS AND STAFF a. Polling of the Commission for the So. Cal..Planning Congress.meeting. b. Mr. Sullivan asked that the Commissioners retain the D Overlay staff report for the next meeting. c. Commissioner Ritchie stated his concern over the relocation of units into the City without the City being aware of the move-ins. After discussion with the Commission,staff was directed to prepare a report incorporating procedures and possibly more stringent regulations in regards to relocations.. d. Commissioner Ritchie and Commissioner Lowrey exchanged positions on the Move - In Committee and the Lot Split Committee. PC Minutes Page 5 7/6/76 e. Commissioner Lowrey requested a leave of absence at the July 19, 1976 meeting of the Commission due to his vacation. Chairman DeTora stated that he was excused. f. Commissioner Lowrey moved to suggest to the City Council they consider outlawing fireworks stands in the future in the City of Rosemead. Motion died for lack of a second. g. Commissioner Cianciola reported the move in of a mobile home with occupants and chicken's being, raised at 3737 Bartlett Street. 14. ADJOURNMENT There being no further business to come before the Commission, it was moved by Commissioner Revelles, second by Commissioner Cianciola and carried to adjourn. Chairman DeTora adjourned the meeting at 10:45 p.m.
