MINUTES
June 21, 1976
A Regular Meeting of the Rosemead Planning Commission was
called to order at 6:30 p.m. in the Council Chambers of
the Rosemead City Hall, 8838 Valley Boulevard, Rosemead
California.
1. CALL TO ORDER
The Pledge of Allegiance was led by Commissioner Cianciola.
The Invocation was delivered by Commissioner Lowrey.
2. ROLL CALL
COMMISSIONERS: Present: Cianciola, DeTora, Lowrey
Absent: Revelles, Ritchie (arrived later)
Ex officio: Dilkes, Dickey, Sullivan, Christianson
3. APPROVAL OF THE MINUTES - June 7, 1976- REGULAR MEETING
It was moved by Commissioner Lowrey, second by Commissioner
Cianciola and carried in approve the minutes of June 7, 1976
as printed.

4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None
5. CONTINUATION OF TENTATIVE TRACT 31238 - Proposed project was
first considered at the June 7, 1976 meeting, and continued
to tonight for further consideration.
Mr. Sullivan presented the addendum staff report for the
Tentative Tract.
Recess was called at 6:40 p.m. to allow time for Commissioners
Ritchie and Revelles to arrive.
Commission reconvened at 7:00 p.m.

Addressing the Commission:
W.J. Lockman, Representing Operating Industries
assured the Commission that the homes to be
constructed in this Tract will be of
excellent quality.
Question/Answer period between Commission and developer.
Carol Watanabe, 8526 Silver Ridge Drive commented
on the loudness of the freeway.
John Mitsuuchi, 8509 Pueblo Drive, regarding the
extension of Silver Ridge Drive.
City Attorney Dilkes presented a letter submitted with
56 signatures in opposition of the extension of Silver
Ridge Drive.
R. Buchanan, Engineer from Temple City Office of
the County Engineer, discussed alternative types of
sound attenuation walls.

H.M. Scott, President Scott & Asso., referred to a
matter in the EIR regarding Cal Trans.
Mr. Lockman stated the applicant did not wish to participate in the
construction of the wall, and would grant an extension of time for
consideration of alternatives to the recommended wall.
was move by Commissioner Revelles, second by Commissioner
Cianciola to defer decision to August 2, 1976 to allow
additional time to consider alternatives to the'recommended
sound attenuation wall and instruct the Chairman to prepare
a letter to the City Council asking if they would intervene
and provide support in this matter.

PUBLIC HEARINGS
6. CONDITIONAL USE PERMIT 76-4 - W. & S. Produce Company, Inc.
request a CUP to grow strawberries on a 38 acre parcel of
land leased from the So. Calif. Edison Company, zoned
R-3 and C-3.
Mr. Sullivan presented the staff report.
Chairman DeTora opened the public hearing at 8:00.p.m.
OPPONENTS: Rolf Treu, 1827 N. Delta, discussed problems
regarding fertilization, noise, traffic.
Mr. Comby, 1849 N. Delta, concerned over
problems that may arise.
Mr. R. Ferguson, 8342 Rush
Glen Clanton, 3244 Leyburn, stated farming
operation will produce noise.
PROPONENTS: Iwao Watanabe, representing W. & S. Produce
746 So. Central, Los Angeles answered questions
of residents and gave a description of the work
that would be done on the parcel of land.
Chairman DeTora closed the public hearing at 9:05 p.m.
Discussion by the Commission.
It was moved by Commissioner Lowrey, second by Commissioner
Ritchie and carried to deny Conditional Use Permit 76-4.

Commission DeTora called a recess at 9:10 p.m.
Commission reconvened at 9:20 p.m.
7. CONDITIONAL 76-3 - Maid Rite Catering Service requests a
Conditional Use Permit for expansion of their facilities.
Mr. Sullivan presented the staff report.
Chairman DeTora opened the public hearing at 9:30 p.m.
PROPONENTS: Harry Young, 8127 Graves, Rosemead, commented
on height of wall adjacent to his property.

OPPONENTS: None
Public hearing closed.
Discussion by the Commission.
It was moved by Commissioner Ritchie, second by Commissioner
Lowrey and carried to approve the Negative Declaration for
CUP 76-3.
ROLL CALL VOTE:

NOES: None
ABSENT: None
It was moved by Commissioner Ritchie, second by Commissioner
Revelles and carried to approve Conditional Use Permit No.
76-3 subject to the following conditions:
1. Landscaping to be according to plot plan and have
permanent irrigation systems.
2.. The development to be in conformance with the
plot plan as submitted.
3. Existing block wall on the west property line
will be extended south between the R-2 and C-3
Zone.
4. The billboard at the southeast corner of the
property to be removed.
5. Security lights will be directed away from
residential area.
6. Fencing along San Gabriel Boulevard and Graves
Avenue to be approved by-the Planning Director.
7. Sign affidavit'agreeing to all conditions.
8. Parking agreement copy to be filed with the
Planning Department for employee parking.
9. Conditional Use Permit approved for three
years.

Discussion by the Commission.
It was moved by Commissioner Cianciola, second by Commissioner
Ritchie and carried to postpone decision on this matter to
the next meeting of the Commission.

9. RELOCATION REPORT - Request to relocate a single family and
duplex structure to 3240 Walnut Grove Avenue in the City of
Rosemead.
Addressing the Commission: Mr. Paul Adragna, applicant
Discussion by the Commission.
It was moved by Commissioner Lowrey, second by Commissioner
Ritchie and carried to approve the Relocation subject to the
conditions of the staff report.

July 6, 1976 meeting and inform the applicant to be present.

amendments. Staff commented it was being
investigated to find to what extent the General
Plan and Zoning Map must conform.

14. ADJOURNMENT
There being no futther business to come before the Commission
it was moved and second to adjourn.
Chairman DeTora adjourned the meeting at 11:20 p.m.
