PLANNING COMMISSION
MINUTES
June 7, 1976
A Regular Meeting of the Rosemead Planning Commission was
called to order at 7:30 p.m. in the Council Chambers of
the Rosemead City Hall, 8838 Valley Boulevard, Rosemead
California.
1. CALL TO ORDER
The Pledge of Allegiance was led by Commissioner Cianciola
The Invocation was delivered by Chairman DeTora.
2. ROLL CALL:

3. APPROVAL OF MINUTES - May 17, 1976 , Regular Meeting
Commissioner Cianciola asked that under item 9d,
Insurance Man be deleted from the verbatim statement
inasmuch as he was not an insurance man.
It was moved by Commissioner Ritchie, second by Commissioner
Revelles and carried to approve the minutes of May 17, 1976`
as corrected.

4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None
Chairman DeTora stated that because of the public concern
over Item #7, TT 31238, he would like to have the Commission
consider hearing this matter prior to #'s 5 & 6.
It was moved by Commissioner Revelles; second by Commissioner
Cianciola and carried to hear Item #7 prior to #'s 5 & 6. .

7. TENTATIVE TRACT 31238 - CONSIDERATION OF ENVIRONMENTAL
IMPACT REPORT. Proposed project is a 22 lot residential
subdivision to be located on 5.5 acres southwest of the
intersection of the Pomona Freeway and San Gabriel Boulevard.
Mr. Sullivan presented the staff report.
Chairman DeTora requested Mr. Dilkes to poll the Commission
as to their reading the EIR.
The Commission was polled.

Chairman DeTora requested Mr. H.M. Scott to read selected
paragraphs on pages 6, 7 and 12 of the EIR for Tentative
Tract 31238 for clarification.
Mr. Scott did so.
Addressing the Commission:
Mr. Atsuyoshi Hosokawa, 8522 Silver Ridge Dr. Mr. Hosokawa
stated he represented residents on Silver Ridge Drive who
wished to register their opposition to the opening of Silver
Ridge Drive into Tentative Tract 31238 reasons being; (1) They
would like to avoid any increase in traffic volume and; (2)
Cul-de-sacs eliminate transient traffic and are a crime
deterrent.
Mr. Mike Galitzen,-8529 Silver Ridge Drive. Mr. Galitzen
stated there were over 20 children on Silver Ridge drive
and by extending the road through it would tend to increase
traffic speed.
Chairman DeTora asked the aforementioned gentlemen if they
were in fact opposed to the development or just Silver
Ridge Drive being extended and they both stated they were
not opposed to the development of the 22 homes just the
extension of their street.
Mr. Willie Lockman, Representative of Lockman 8 Asso,
249 Pomona, Monterey Park, California
Mr. Lockman summarized on the progress of Tentative Tract
31238 from its initial filing to the present and gave
his views on the recommendations of staff and the County
Engineer.
Discussion followed.
Mr. Ed Daley, Environmentalist, 249 Pomona Blvd., Monterey
Park, discussed noise dba's along the freeway.
Mr. Bill Takeuchi, 8522 Villa Park Drive told of his
experience living in such close proximity to the freeway.
Recess was called at 9:05 p.m. Commission reconvened at 9:20.
Commissioner Lowrey abstained from voting due to the personal
relationship he had with the owners of subject property.
Discussion followed and it was the consensus of the Commission.
to have more information submitted regarding dba contours
and further investigation on lead and noise pollution.
In accordance with Section 66452.1 (b) of the Subdivision
Map Act, the Commission requested a time extension from the
applicant for consideration of the Tentative Map.
Mr. Lockman granted the Commission's request.
It was moved by Commissioner Revelles, second by Commissioner
Cianciola and carried to continue approval of TT 31238 to
the July 21, 1976 meeting of the Commission at 6:30 p.m.

PUBLIC HEARINGS
5. REVISION OF THE P-0, PROFESSIONAL OFFICE ZONE. The proposed,
amendments to the zone constitutes additional professional
uses and provides provisions for landscaping, signs, parking
and trash.
Mr. Sullivan presented the staff report.
Chairman DeTora opened the public hearing at 9:45 p.m.
There being no opponents or proponents the hearing closed
accordingly..
Discussion by the Commission.
It was moved by Commissioner Ritchie, second by Commissioner
Cianciola to amend Section 9108.10.

It was moved by Commissioner Lowrey, second by Commissioner
Revelles and carried to incorporate the City Attorney's
additions to.Sections 9108.2 and 9108.3.

Chairman DeTora called a five minute recess at 10:05.
The Commission' reconvened.
It was moved by Commissioner Lowrey, second by Commissioner
Ritchie and carried to approve the Negative Declaration for
the Revision of the P-0 Zone.

It was moved by Commissioner Lowrey, second by Commissioner
Cianciola and carried to instruct the City Attorney to draft
a Resolution recommending to the City Council approval of
the Revised P-0 Ordinance.

6. ALLEY VACATION . Consideration of vacating the alley
located approximately 500` north of Garvey Boulevard
between Jackson Avenue and Isabel Avenue.
Mr. Sullivan presented the staff report
Chairman DeTora opened the public hearing at 10:20 p.m.
PROPONENTS:, None
OPPONENTS:
Ted Blondell, 3059 Isabel,.suggested a hump in the
alley to slow traffic down.
Carl Herald, 3055 Isabel, stated concern over speed
in alley
Armando Sienz, 3048 Jackson, felt vandalism would
increase.
Chairman DeTora closed the public hearing at 10:30 p.m.
Discussion by Commission.
It was moved by Commissioner Lowrey, second by Commissioner
Cianciola to deny vacation of the alley and instruct the
City Attorney to draft a Resolution recommending to the
City Council denial of the vacation and in addition recommend
the Traffic Commission study feasibility of traffic control
in this alley.

11. MATTERS FROM CITY OFFICIALS AND STAFF
a. Mr. Sullivan requested an extension on the report
regarding alternate uses in commercial zones.
It was moved by Commissioner Revelles, s--cond
by Commissioner Lowrey and carried to defer
this matter to the last meeting of July.

b. Commissioner Lowrey questioned status of signs on
produce stands in the City.
Mr. Dickey stated information would be submitted to
the Commission as far as the City's action on this

C. Commissioner Cianciola stated that he was in no way
involved or connected with the Tentative Tract 31238
development.
12. ADJOURNMENT
There being no further business to come before the Commission
it was moved by Commissioner Lowrey,second by Commissioner
Cianciola to adjourn the meeting in memory of Francine
Trujillo, Mrs. Bob Govella, and Mrs. Walter Lowrey.
Chairman DeTora adjourned the meeting at 11:00 p.m.
