Commissioners Present: DeTora, Lowrey Ex officio: Sonju, Sullivan, Christianson, Wallin A Study Session of the Rosemead Planning Commission was called to order at 6:30 p.m. Commissioners Present: Revelles, DeTora, Lowrey, Ritchie Ex officio: Sonju, Sullivan, Christianson, Wallin a. Study Session/Continuation of public hearing on adoption of a new P-D Ordinance. Mr. Sullivan presented the P-D Ordinance in full. Discussion by the Commission followed and modifications to the Ordinance were introduced into the draft. Chairman DeTora recessed the study session at 7:20 to reconvene after the Regular Meeting of the Planning Commission. REGULAR AGENDA A Regular Meeting of the Rosemead Planning Commission was called to order by Chairman DeTora at 7:30 p.m. in the Council Chambers of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. 1. CALL TO ORDER 2 3 The Pledge of Allegiance was led by Commissioner Lowrey The Invocation was delivered by Commissioner Ritchie. ROLL CALL Commissioners: Present: DeTora, Revelles, Lowrey, Ritchie Absent: None Ex officio: Sullivan, Sonju, Wallin, Christianson, Hannah APPROVAL OF MINUTES - Regular Meeting, April 5, 1976 Revisions: No. 5a motion should read 6:00 p.m, not 6:30 p.m. No. 10 motion should read April 19th, not 16th. It was moved by Commissioner Lowrey, second by Commissioner Ritchie and carried to approve the minutes as amended. ROLL CALL VOTE: AYES: DeTora, Lowrey, Ritchie NOES: None ABSENT: None ABSTAIN:. Revelles Commissioner Revelles abstained from voting due to his absence at the April 5, 1976.meeting. • 0 PC Minutes Page 2 4.19.76 4. PARCEL MAP 6695 - MODIFICATION TO CONDITIONAL USE PERMIT 75-101. Consideration of.amending a 15 unit apartment project to a development of four separate parcels of land for single-family development. Mr. Sullivan presented the staff report. It was determined by the City Attorney that the modification to the Conditional Use Permit 75-101 was not minor in nature and could not be modified, therefore the City Attorney remarked that appropriate action would be to act on the Parcel-Map, it being in conformance with the General Plan, and then receive application from the applicant for a Zone Change. Addressing the Commission: Mr. George Mejia, Engineer, 7466 Beverly Blvd, L.A. Mr. Mejia stated he was in agreement with applying for a zone change however he questioned the additional costs involved in application for a zone change. Mr. Hannah stated to Mr. Mejia that the Planning Commission could not waive the fee for a zone change however Mr. Mejia could request a waiver of the fee from the City Council. Sarah Kauffman, applicant; Mrs. Kauffman commented on the economical reasons for now developing single- family residential units as opposed to high density residential. Discussion by the Commission. Commissioner DeTora called for a five minute recess at 8:06 p.m. Commission reconvened at 8:10 p.m. The City Attorney made the finding that the environmental effects of the apartment project and'the single,family development are similar enough to warrant the same treatment in the Negative Declaration and that the Negative Declaration previously prepared will adequately cover the impacts of the proposed project. It was moved by Commissioner Ritchie, second by Commissioner Lowrey to approve the Negative Declaration with the finding of the City Attorney and approve Parcel Map 6695 subject to the findings and recommendations in the staff report. The aforementioned motion was withdrawn with the consent of . the second. It was moved by Commissioner Ritchie, second by Commissioner Lowrey and carried to approve the Negative Declaration with the finding of the City-Attorney and approve Parcel Map . 6695 subject to conditions 1, 2, 3, 4, & 5 of the staff report. ROLL CALL VOTE: AYES: Revelles,. DeTora, Lowrey, Ritchie NOES: None ABSENT: None 5. ORAL COMMUNICATIONS FROM THE AUDIENCE Gary Taylor, 9541 E. Marshall, Rosemead; Mr. Taylor commended the Planning Director for the work she has done for the City. Mr. Taylor also discussed Planning Commission Resolutions and suggested procedures be changed in that Resolutions be prepared and reviewed before final approval. PC Meeting Page 3 4.19.76 CONTINUATION OF STUDY SESSION Discussion by the commission regarding changes to the P-D Zone Ordinance. It was moved by Commissioner Lowrey, second by Commissioner Ritchie and carried to continue the public hearing of the adoption of the new P-D Ordinance to the May 3, 1976. meeting of the Planning Commission, and study session at 6:30 p.m. b. Study Session on the amendments to the P-O Zone. Mr. Sullivan presented the P-O Zone amendments in Draft form. The Commission discussed and made changes to the amendments. It was moved by Commissioner Ritchie, second by Commissioner Lowrey and carried to draft a revised PD Zone Ordinance and revise the amendments to the PO Zone incorporating all the changes resulting from the study session and bring these before the Commission for review at a study session set for May 3, 1976 at 6:30 p.m. ROLL CALL VOTE: AYES: Revelles, DeTora, Lowrey, Ritchie NOES : Nine ABSENT: None. c. Minute Memorandum - Procedures on minute taking Discussion by the Commission. The Commission recommended improvements to be incorporated in future minutes. REGULAR AGENDA CONTINUED. . . 6. MATTERS FROM CITY OFFICIALS AND STAFF Shopping Cart Abatement Program - Mr. Hannah presented his staff report. Discussion by the Cbmmission. The Commission directed the City Attorney to investigate liability to the City relating to.the abatement and storage of the shopping carts and draft a form letter notifying stores of their recovered carts. Ms. Sonju, retiring Planning Director, stated her pleasure working with the Commission - The Commission wished Ms. Sonju well in her future endeavors. 7. ORAL COMMUNICATIONS FROM THE AUDIENCE a. Mr. Mervin Kennedy, 9139 Marshall Street, stated his pleasure in receiving a copy of the Traffic Commission minutes in which he addressed the Commission; his suggestion was that the Planning Commission also do this courtesy for people who:addrees 'the Planning Commission. It was moved by Commissioner Ritchie, second by Commissioner Lowrey and carried to send copies of minutes to anyone who addresses the Commission. ADJOURNMENT There being no further business to come before the Commission it was moved by Commissioner Lowrey, second by Commissioner Ritchie and carried to adjourn to the May 3, 1976 meeting of the Commission in Study Session at 6:30 p.m. Chairman DeTora adjourned the meeting at 10:15 p.m. Please note that the recording tape was-found to be faulty and only approximately minutes of the study session had been recorded.\--~?--.
