PC - Mintues 02-2-76CITY OF ROSEMEAD PLANNING COMMISSION MINUTES February 2,1976 A Study Session of the Rosemead Planning Commission was called to order by Chairman DeTora at 6:00 p.m. in the Council Chambers of the Rosemead City Hall. The Pledge of Allegiance was led by Commissioner Higuchi. The Invocation was delivered by Commissioner Revelles. Chairman DeTora stated that since the study session was informal in nature that the meeting be adjourned to the Conference Room. The meeting adjourned and reconviened in the Conference Room. Discussion followed on the Circulation Element of the General Plan. Isis. Sonju reviewed the staff report of January 5, 1976. Mr. Gary Taylor presented a petition to the Chairman for the Commission to review during the study session. The petition consisted of signatures of the property owners in the area of Marshall Street opposed to the Extension of Harshall Street. Commissioner Lowrey called a point of order to-return to the Council Chambers for legal taping of the study session. The Chairman adjourned the study session; it reconviened in the Council Chambers. %1s. Sonju further explained the amendments of the Circulation Element that were under consideration. Discussion by the Commission.. Addressing the Commission from the audience: Mr. Mervin Kennedy, discussed the Bart Street extension. Mr. Gary Taylor, discussed the [Marshall Street extension; and the extensions effect on school children in the Savannah School area. Discussion followed regarding the means of publication of the hearings on the General Plan Amendments to the Circulation Element. It was moved by Commissioner Ritchie, second by Commissioner Revelles to request from the City Council specific direction on how to provide public notices on deletion of the Hart Street extension and the Marshall Street extension from the General Plan ; also direction on procedures for future noticing of public hearings. The aforementioned motion was withdrawn with the consent of the second. Mr. Durham informed the Commission that the Council at this time was undertaking a study into additional means of noticing public hearings. I . PC Minutes Page 2 2/2/76 It was moved by Commissioner Revelles, second by Commissioner Ritchie to send a memo to the City Council stating that the Planning Commission supports and encourages methods of better publicizing these notices of public hearings and that the concern is urgent and requests immediate attention. The foregoing motion was withdrawn with the consent of the second. Chairman DeTora recessed the Study Session to reconviene in 5 minutes for the Regular Meeting of the Commission. Recess The Regular meeting of the Rosemead Planning Commission was called to order at 7:30 p.m. by Chairman DeTora in the Council Chambers of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, CA. CALL TO ORDER: Chairman DeTora introduced the new City Attorney: Mr. Ed Dilkes. 2. ROLL CALL 3. C011,1ISSIONERS: DeTora, Lowrey, Higuchi, Revelles, Ritchie Absent: None Ex officio: Durham, Sonju, Christianson, Dilkes APPROVAL OF MINUTES - January 19, 1976 - Regular Meeting It was moved by Commissioner Lowrey, second by Commissioner Ritchie and carried to postpone approval of the minutes to the following meeting. 4. PUBLIC HEARINGS NtENDMENT TO THE CIRCULATION ELE14ENT OF THE GENERAL PLAN - (Continued from the Study Session) Addressing the Commission: iir. Mervin Kennedy, 9139 Marshall Street presented a petition from the property owners in the area of the proposed Hart Street extension, i4r. Older Youngblood, 9141 DeAdalena questioned how long the hearing on amending the Circulation Element could be continued. It was moved by Commissioner Revelles, second by Commissioner Ritchie to eliminate the extension of Hart Street from the General Plan. Commissioner Lowrey stated he would abstain from voting because he felt there was inadequate notification of the public hearing in the amendment. The aforementioned motion was withdrawn with the consent of the second. It was moved by Commissioner Ritchie that the extension of Hart Street be deleted from the General Plan Circulation Element. Motion died for lack of a second. It was moved by Commissioner Lowrey, second by Commissioner Higuchi that the public hearing on the Circulation Element be deferred to the first Planning Commission meeting in ^iarch. Because of the Commissions concern over noticing the residents in the area of the amendments to the General Plan Pls. Sonju suggested sending a notice to all residents in the area affected by the extension of Marshall Street and Hart Street. It was moved by Commissioner Revelles, second by Commissioner Lowrey and carried to continue the hearing to February 17, 1976 and direct the Planning Department to notify by mail all residents in the area bounded by Valley Boulevard on the north, the San Bernardino Freeway on the South, Temple City Boulevard on the east and Ivar Avenue on the west, re-advertise, and re-post in the public places. Sonju recommended that if there were no objections by the Commission; because of additional advertising of the amendments that this matter be continued to the March 1, 1976 meeting of the Commission. NEGATIVE DECLARATION - Amendment to the Land Use Element for the area bounded by the north city limits, on the south by the San Bernardino Freeway, the east city limits and on the west by Walnut Grove Avenue. iis. Sonju presented the memorandum to the Commission stating that this Negative Declaration was not heard by the Commission at the last meeting and was before the Commission for approval. It was moved by Commissioner Ritchie, second by Commissioner Lowrey and carried to approve the Negative Declaration on Amendments to the Land Use Element. ROLL CALL VOTE: AYES: Higuchi, DeTora,'Lowrey, Ritchie NOES: None ABSENT: None ABSTAIN: Revelles Commissioner Revelles abstained from voting due to his absence at the last meeting. 7. RESOLUTION 76-1.. AMENDMENT TO THE LAND USE ELE;IENT OF THE GENERAL PLAN. This Resolution was approved at the last meeting of the Planning Commission on January 19, 1976 and was presented to the Commission this evening for approval of its content. Addressing the Commission; Mr. Larry Dinovitz, Builder It was moved by Commissioner Revelles, second by Commissioner Higuchi and carried to adopt a Resolution approving.the additional.canditions of approval for Tentative Tract 32079. ROLL CALL VOTE: AYES: Revelles, Higuchi, DeTora, Lowrey NOES: None ABSENT: None ABSTAIN: Ritchie Commissioner Ritchie abstained from voting because he was not present when the Tract was initially approved. ALLEY VACATION - Vacation of the alley north of Garvey Avenue between Jackson Avenue and Isabel Avenue. It was moved by Commissioner Lowrey, second by Commissioner that the vacation of the alley is in conformance with the General Plan. motion carried and will be reported to the City Council for action. ORAL COMMUNICATIONS FROM THE AUDIENCE - None. MATTERS FROM CITY OFFICIALS AND STAFF a. Commission was polled on their attendance at the West San Gabriel Valley Planning Council b. Relocation Committee set a meeting on Plonday, 2/9/76 at 10:00 a.m. c. Commissioner Ritchie asked for an update report on the shopping cart situation by the Ptarch 15, 1976 meeting of the Commission. 12. ADJOURNMENT - It was moved by Commissioner Lowrey, second by Commissioner Higuchi to adjourn. Chairman DeTora adjourned the meeting at 9:35 a.m.
