NOVEMBER 7, 1977
MINUTES
1. CALL TO ORDER- The regular meeting of the Rosemead Planning
Commission was called to order by Chairman DeTora at 7:30
p.m., in the Council. Chambers of Rosemead City Hall, 8838
Valley Boulevard, Rosemead, California.
Pledge of Allegiance was led by Chairman DeTora
Invocation was delivered by Commissioner Ritchie
2. ROLL CALL- Present: Tury, Ritchie, DeTora, Lowrey
Absent: Cleveland (excused)
Ex officio: Sullivan, Burns, Dickey
3. APPROVAL OF MINUTES: It was moved by Commissioner Ritchie,
second by Commissioner Tury to approve the Minutes as
printed, of the following meetings:-
1. Regular Planning Commission Meeting, October 17, 1977
2. Study Session Meetings: October 10, 1977

4. ORAL COMMUNICATIONS FROM TIME AUDIENCE .
Fir. Donald Henderson, 3115 N. Isabel, Rosemead-Mr. Henderson
discussed the ongoing problem of renting his property at
7843 Garvey Avenue for a nonconforming use.
Mr. Henderson was informed by the Commission and the City
Attorney as before, that a Conditional Use Permit would
be required.'
5. PUBLIC HEARING
ZONE CHANGE 77-95- A request from Elias and Angelita Rodriguez
to change the R-1 Zone on the rear of their lot to R-3, to
bring the lot under one zone.
Mr. Sullivan presented the Staff Report and showed slides
of area in question.
Chairman DeTora opened the Public Hearing at 7:50 p.m., and
the oath was administered accordingly.
The following Proponents addressed the Commission:
1. Mr. Elias Rodriguez, 5608 Willard Avenue, Rosemead, the
son of the owner of the property located at 8451 East
Mission Drive, Rosemead, stated that at the time the
property was purchased it was thought to be R-3. Ho
feels that if the property were rezoned to R-3, it would
be easier to sell.
2. Mary Croft, 8463 Mission Drive, Rosemead, owner of three
lots to the east of said property, also stated that she
would like her property zoned R-3.

Conditions (cont'd)
3. The applicant will dedicate five ft. for roadway purposes
.and install full street improvements.
4. The applicant shall submit to the Planning Department, a
certified report from a licensed Termite Company indicating
the structures are free of termites and/or dry rot.
5. The applicant shall submit to the Planning Department either
a cash or security bond in the amount of $10,000.
6. All exterior doors shall comply with the Security Ordinance
of the Los Angeles County Building Code. .
7. The driveway shall be constructed of 2" of AC pavement over
a 3" base crushed rock.
8. Smoke Detectors to be installed in both the homes.
9. Within ten days of approval by the Planning Commission, the
applicant shall file with the Planning Department, a notarized
affidavit of "Acceptance of Conditions."
Chairman DeTora closed the Public Hearing at 8:17 p.m.
7. OTHER BUSINESS
PARCEL MAP 8968- A request by Paul Taylor to subdivide a 5'
acre parcel of land, thereby creating two parcels, located
at 2649 Stingle Avenue, Rosesiead.
Mr. Sullivan presented the Staff Report
Addressing the Commission: Mr. Paul Taylor, owner of said
property.
Discussion by the Commission
Discussion ensued regarding a thirty (30) ft. turn-around for
trucks. Also, a letter be sent to the Traffic Commission
notifying them of said.turn-around.
It was moved by Commissioner Lowrey and second by Commissioner
Ritchie to approve Parcel Map 8968 and the Negative Declar-
ation subject to the following Conditions:

1. The applicants shall comply with all the conditions set
forth by the County/City Engineer except for Conditions
3, 4 and 5 listed under "Mapping."
(3) Additional right of way will not be required, 60 ft.

2. The applicant shall comply with all the Conditions as set
forth by the County Fire Department.
