SPECIAL STUDY SESSION
OCTOBER 24, 1977
MINUTES
1. CALL TO ORDER - 7:37 p.m., in the lounge room of the
Rosemead Community Center, 3936 Muscatel Avenue, Rosemead.
2. ROLL CALL:
Present: DeTora, Cleveland, Ritchie, Lowrey, Tury
Ex officio: Sullivan,,Christianson
3. BUSINESS
Mr. Sullivan announced this was a regularly scheduled
study session, therefore permitting public comment.
Wishing to address the Commission:
Mr. Don Henderson, 3115 N. Isabel, Rosemead
regarding property at 7843 Garvey., Rosemead.
Mr. Henderson referred to a pending zoning violation on his
property at 7843 Garvey, whereby the zoning is C-3 commercial
and was being utilized for clothing manufacturing, a use
permitted in M-1-
Mr. Henderson asked the Commission for a determination
of how he could legally utilize his property for manufac-
turing. . . this being the use most suited for the,building
and location.
Mr. Sullivan informed all that the C-3 ordinance provides
for such a use subject to certain restrictions as to the
number of employees and percent of floor area used for
retail sale and manufacturing.
Discussion ensued regarding C-3 zoning and appropriate
uses and the realization that Mr. Henderson's situation
is prevalent throughout the City.
It was the Commission determination to study this matter
in a study session and at present recommended to Mr.
Henderson to apply for a conditional use.permit to
allow manufacturing in a commercial zone.

Commission reflected on the growing need for a zoning
enforcement officer.-. . .
Second Draft of D-Design Overlay Ordinance:
Appeal section was discussed and modified.
Mr. Sullivan informed the Commission the D-Design Overlay
ordinance would be drafted.in final form, reviewed by the
City Attorney and resubmitted to the Commission before
setting a public hearing to consider adoption. . .
Commission set November 2, 1977 for the next study session
on storage in yards. . . to be held in the Council Chambers
at 7:30 p.m.
Commission adjourned at 9:10 p.m.
