REGULAR MEETING
OCTOBER 17, 1977
MINUTES
1. CALL TO ORDER- The regular meeting of the Rosemead Planning
Commission was called to order by Chairman DeTora at 7:30
p.m., in the Council Chambers of Rosemead City Hall, 8838
Valley Boulevard, Rosemead, California.
Pledge of Allegiance was led by Commissioner Ritchie
Invocation was delivered by Commissioner Tury
2. ROLL CALL: Present; Cleveland, DeTora, Tury, Ritchie, Lowrey
Absent: None
Ex officio: Dickey, Dilkes, Sullivan, Burns
3. APPROVAL OF MINUTES: It was moved by Commissioner Cleveland,
second by Commissioner Ritchie, to approve the Minutes of
the regular meeting of the Planning Commission of October
3, 1977, as printed.
ROLL CALL VOTE: AYES: Tury, Ritchie, DeTora, Cleveland
NOES: None
ABSTAIN: Lowrey (on vacation)
4. ORAL COMMUNICATIONS FROM THE AUDIENCE- None
5. PUBLIC HEARING
CONDITIONAL USE PER14IT 77-119- Request from Southern Calif-
ornia Edison Company to establish a "Heliport" adjacent to
their Regional Office in Rosemead.
Mr. Sullivan presented the Staff Report
Chairman DeTora opened the Public Hearing at 7:37 p.m., and
the Oath was administered accordingly.
The following Proponents addressed the Commission:
1. Mr. Don Bailey, Area Planager for SCE, requested clari-
fication of Conditions 2,6 and 7.
2. Mr. Robert McGuire, Manager of Aircraft Operations, and
also the pilot, discussed the approach and departure
patterns from the Helipad.
Chairman DeTora closed the Public Hearing and reopened it
accordingly for further discussion.
Addressing the Commission: Mr. Jim DuBois, Senior Engineer
for SCE discussed the Noise Study that he prepared for the
Commission.
Chairman DeTora closed the Public Hearing at 8:04 p.m.
Discussion by the Commission
MOTION: It was moved by Commisbioner Lowrey, second by
Commissioner Cleveland to approve CUP 77-119, and
the Negative' Declaration, with the following
Conditions.

CONDITIONS:
1. SCE will obtain all Federal, State or county permits required
for this use.
2. SCE will sign an agreement with City of Rosemead indemnifying
City and holding City harmless from any hazards, accidents or
damages, (includig but not limited to damages in inverse
condemnation), resulting from operation of the facility.
3. ai chain link fence along the western and southern boundary,
and the access gate will be so constructed to secure the
site from any unauthorized persons.
4. The chain link fence on the southern boundary will be insulated
with wood slats.
5. Notwithstanding the Plot Plan, the parking area and dust sup-
pression area shall be treated in such a manner as to prevent
dust, (oil surfaced with crushed rock, surfaced with asphalt
or combinations thereof.)
6. Within ten days of approval and receipt of this Conditional
Use Permit, and confirmation letter, the applicant shall file
with the Planning Department, a notarized affidavit agreeing
to the above conditions or the Conditional Use Permit will
not become effective.
7. Facility to be operated only between 7:a.m. and sunset, except
for emergency or extraordinary operations.
8. Decorative planting to be installed to minimize dust and noise.

9. Conditional Use Permit to run and remain in effect for a period
of twenty five years.
FINDINGS: As listed in the Staff Report
6. OTHER BUSINESS
CONDITIONAL USE PERMIT 77-120- Request for consideration of the
CUP granted for the new owners of Punchy's Bar, located at 7900
Garvey Avenue.
Mr. Sullivan presented the Staff Report
Addressing the Commission: Mr. Paul Vasquez, prospective owner
Mr. Harry Herron, previous owner of
Punchy's Bar.
Discussion by the Commission
Discussion ensued regarding the parking faciliites not available
at said Bar.
It was moved by Commissioner Ritchie and second by Commissioner
Lowrey to continue this CUP until the next Planning Commission
Meeting to be held on November 7, 1977.
Recess: 9p.m.,'Commission reconvened at 9:10 p.m.
7. ORAL COMMUNICATIONS FROM THE AUDIENCE- None
8. MATTERS FROM CITY OFFICIALS AND STAFF
A. Commission was polled for attendance of west San Gabriel
Valley Planning Council luncheon.
B. Mr. Sullivan presented his memorandum regarding La Victoria
Foods, Inc., and their agreement with the City of Rosemead.

/ It was moved by Commissioner Tury, second by Commissioner Ritchie,
to submit a letter drawn up by City Attorney, to the City'Council,
for possible solutions to violations of agreement between La
Victoria Foods, Inc., and the City of Rosemead.
