MINUTES
1. CALL TO ORDER -The regular meeting of the Rosemead
arming ommission was called to order by Chairman DeTora
at 7:30 p.m. in the Council Chambers of Rosemead City Hall,
8838 Valley Boulevard, Rosemead, California.,
Pledge of Allegiance was led by Commissioner Lowrey.
Invocation was delivered by City Attorney; Dilkes

3. APPROVAL OF MINUTES
A. Regular Meeting August 1, 1977
It was moved by Commissioner Lowry, second by Commissioner Tury
to approve the minutes of August 1, 1977 as printed.

4. ORAL COMMUNICATIONS FROM THE AUDIENCE -
S_. PARCEL MAP 8578 - Minor Land Division requested by Bade
Construction or property located at 8937 - 8945 Emerson Place,
Rosemead.
Mr. Sullivan presented the staff report.

Discussion ensued regarding placement of homes on Lots 2 $ S
It was moved by Commissioner Ritchie, second by Commissioner
Lowrey, to approve Parcel Map 8578, and the Negative Declaration
subject to the following conditions:
I. Development shall be in accordance with all conditions
as-Set forth by the County Engineers and County Faire Department,
(excepting those modified.)
2. The proposed residences shall be developed in accordance with
the approved plot plan.
3. Drainage from Lots 2,3,4,5, will be to the driveway and then
to Emerson Place.
4. Driveway apron will be 6" concrete with curb drain as approved
by the County Engineer.
5. Install a six :inch AC curb along the Piest side of driveway for
full length of Lot 1.
6. Install six inch AC curb along the west side of driveway for
full length of Lot 6, unless a block is installed.
7. Pavement standard for driveway will be 2" AC (pavement) over
3" base (crushed rock.)

8. Block wall to be repaired and/or replaced.
9. Rolled curbs on Lots 2 F, 5 for additional drainage.
10. Garage placement be on the South side of Lot 2.

Discussion by Commission
Commissioner Lowrey questioned the City Attorney on possible'
conflict of interest.
Chairman DeTora requested that the following matters be taken
care of in regard to the subject Parcel Map 8637:
1. Deep Freeze in garage be removed or secured. .
2. Drain the swimming pool in backyard.
3. Remove debris and rubbish in backyard of Earle home.
It was moved by Commissioner Tury, second by Commissioner Lowrey
to approve Parcel Map 8637 and Negative Declaration, subject to
the conditions in the staff report.

7. DESIGN.REVIEW - Consideration of design for proposed Naugle's
Drive- n Restaurant on the N/W corner of Valley Boulevard and
Muscatel Avenue in the City.

Chairman DeTora opposed 24 hour service.
Discussion regarding placement of order boards, signs on structure
and lighting.
RECESS -Commission called recess at 8:22; Commission reconvened
at 8:30.
City Attorney Di.lkes discussed Moratorium on Valley Boulevard
in reference to Ordinance 444.
Mr. Fish consented to D-Overlay hearing prior to enactment of
D-Overlay adoption by the City Council.
It was moved by Commissioner Lowrey, second by Commissioner Clevelam
to approve Design Overlay for Naugle's Restaurant at the N/W corner
of valley Fj Muscatel,, subject to staff conditions; not to take
effect until. Design Overlay for Valley boulevard is formally adopted
by the City Council; designate the Planning Director to approve
signs when submitted; and consideration be given to restricted
operating hours (i.e., Monday to Thursday: 6 a.m. -12 p.m.;
Friday 6 Saturday: 6 a.m. -2.a.m.)

8. PC RESOLUTION 77-27 - A Resolution of the Planning Commission
o tie City o Rosemead recommending to the City Council of the
City of Rosemead an addition: A Design Overlay, for properties
located on both sides of Valley Boulevard from Muscatel Avenue
on the East, to Walnut Grove Avenue on the West.
City Attorney Dilkes presented the Resolution by Title only.
It was moved by Commissioner fury, second by Commissioner Ritchie
to waive further reading and adopt

10. ORAL COMMUNCIATFONS FROM THE AUDIENCE:
Rose Liberatore, 4102 N. Bartlett Avenue, Rosemead stated that
she agreed that the.hours for Naugle's Restaurant be restricted
as shown above.
11. MATTERS FROM CITY OFFICIALS AND STAFF
A. Clarification of date for next Planning Commission Meeting:
Tuesday, September 6, 1977.
B. City Attorney Dilkes discussed problems regarding evaluation
of projects and would render his opinions to the Commission
j- on Conditional Zoning.
C. Second request for abatement of weed problem for Stop-N-Go
Market on Garvey Boulevard.
D. Ritchie:
1. Requested cancellation of San Francisco conference.
2. Suggested consideration be given to setting Study
Sessions for bringing General Plan and Zoning into
conformance.
E. Lowrey:
Commissioner Lowrey moved a Study Session be set in the
near future for consideration of review or reramping of
the Central Business District...
Motion Withdrawn
12. ADJOURNMENT - There being no further business to come before
the Commission, it was moved to adjourn.
Chairman DeTora adjourned the meeting at 9:15 p.m.
