MINUTES
Z. CALL TO ORDER - The regular meeting of the Rosemead
Planning Commission was called to order by Chairman DeTora
at 7:30 p.m. in the Council Chambers or Rosemead City HaZZ,
8838 Valley Boulevard, Rosemead, California.
Pledge of Allegiance was Zed by'Commissioner Tury
invocation was delivered by Commissioner DeTora

3. APPROVAL 'OF MINUTES
A. Revised Minutes of July 5, 1977 - Regular Meeting
it was moved by Commissioner Tury, second by Commissioner
Cleveland to approve the minutes of July 5, 1977 as revised.

It was moved by Commissioner Cleveland, second by
Commissioner Tury to approve the minutes of July 18, 1917,
as printed.

C. Minutes of Study Session - July 25, Z977 (D-OverZay)
It was moved by Commissioner Cleveland, second by Commissioner
Tury to approve the minutes of the study session as printed.

4. ORAL COMMUNICATIONS FROM THE AUDIENCE - On matters not on the
Agenda - None
PUBLIC HEARINGS
5. ZONE CHANGE 7?-93- Consideration of a D-OverZay for Design
purposes along both sides of Valley Boulevard between Muscatel
Avenue and Walnut Grove Avenue.
Mr. SuZZivan presented the staff report.
Public hearing opened at 7:45 p.m. and the-oath was administered
accordingly.

Proponents: Mr. Glenn Clanton, 3244 Leyburn Drive Mr. Clanton
felt the design overlay was an 'important factor in
trying to give some kind of design control over
this City.
Opponents: Mr. Paul Schymos, 8555 Marshall, representing
Rosemead Masonic Lodge Building Association.
Mr. Schumos stated that in his opinion putting a
D-Overlay on already developed property is improper
planning because of the difficulty in creating criteria
on which to base conformity.
Public hearing closed 8:07 p.m.
Discussion by the Commission
It was moved by Commissioner Cleveland, second by Commissioner
Tury to approve Zone Change 77-93, the Negative Declaration,.
and direct 1;he City Attorney to prepare the necessary Pesolution.

ABSENT: Ritchie (excused)
It was moved by Commissioner Lowrey that any improvements over
a $500 limit should come before the Commission for consideration.
Motion died for lack of a second.
6. ZONE CHANGE 77-91 - 4521 - 4527 Muscatel - Consideration of
final approval (ParceZ.Map 8001)
Mr. Sullivan presented the staff report.
Addressing the Commission: Gorman WaZZace,4622 Muscatel, Rosemead
Mr. Wallace questiond the type of structures R-3 zoning allowed.
Staff clarified what would be permitted on the property in question.
It was moved by Commissioner Tury, second by Commissioner Lowrey
to approve Zone Change 77-91 , the Negative Declaration and direct
the City Attorney to prepare the Appropriate Resolution.

7. DESIGN REVIEW - Thira Construction 8921,27 Glendon Way, Rosemead
Construction of 20 apartment units.
Mr. Sullivan presented the revised, renderings depicting the required
patios and landscaping that would meet the required 200 square feet
of open space.

and carried to approve the design for the apartment project.

ROSEMF,AD A CHANCE OF 'LONE FROM R-1, SINGLE FAMILY, TO H-3, MULTIPLE
RESIDENTIAL FOR PPOPERTY LOCATED AT 4229 WALNUT GROVE AVENUE AND
VACANT PARCEL 50' SOUTH, (ZONE CHANGE 77-92).
It was moved by Commissioner Lowrey, second by Commissioner Tury
to waive further reading and„adopt.

It was moved by Commissioner Tury, second by Commissioner
Lowrey to extend CUP 73 for a period of one year.

MODIFICATION OF SECTION 8ZZ0 Waiver requested at 8856 Turpin
Addressing the Commission: Mr. George McHose, 8856 Turpin
It was the concensus of the Commission. . . policy being that
if sidewalks are in on the street they should be constructed
accordance with Section 8110, The cul-de-sac on Turpin
has szdowaZks in. on two properties, therefore . . .
It was moved by Commissioner Tury, second by Commissioner Lowrey
to deny the request for a,modification to Section 8ZZ0 of the
Rosemead Municipal Code.

ORAL COMMUNICATIONS FROM THE AUDIEN
Paul Schymos, 8555 Marshall, Rosemead, Mr. Schymos stated
that in reference to Zone Change 77-93 (Item No. 5), he was
not on the Planning Commission when the D-Overlay Zone was
adopted and incorporated into the Municipal Code.

MATTERS FROM CITY OFFICIALS AND STAFF
A. City Attorney DiZkes. . . The City Council, in adopting the
Subdivision ordinance, requested that the Planning Commission
reconsider and rediscuss the possibility, use or benefit, of
Quimby fees, dedication fees for park purposes at the time
subdivisions, or parcel maps are approved. (No schedule was
set for response to Councils request)
B. Assistant City Manager Dickey. . . .At the Zest meeting
of the RRA, the Agency requested, that the Planning Commission
consider a zone change for Project AREA I from R-?, and C-3 to
C-3.
There was concensus among the Commission to direct the staff
to 'proceed.
C. Assistant City Manager Dickey . Stated the Mayor had
requested that the Planning Commission be invited to the
California Contract Cities Meeting, at the Peter J. Pitchess
Equestrian Center for August 13, 1977.
Commission was polled for attendance.
D. Commissioner Tury . . . discussed possibility of setting a
study session for the D-OverZay zoning (concensus was to
set study session sometime within the next few months)
E. Commissioner Tury. Would staff please check into the
landscaping for the Stop-No-Go market on the corner of
Walnut Grove and Garvey as the landscaping is presently
unmaintained and overgrown.
F. Commissioner Tury. . . May be absent at next meeting

G. Commissioner Lowrey. RE: Suzuki Dealership on Valley
Boulevard. . . Under their Conditional Use Permit they were
conditioned to keep the trash container in the rear of the
property and enclosed however the container is still in the
front of the property.' . . Also the motorcycles are being
displayed on the sidewalk . . .
Chairman DeTora requested that staff inspect and report back
to the Commission at the next meeting.
H. Commissioner Cleveland . Questioned if in the future
they could impose a condition to require all future plot
plans to show any changes in ground elevation necessary
for a proposed project, in an attempt to eliminate problems
re: drainage, retaining walls and fences.
Mr. Sullivan commented that you could require any type
of information i.e., topography, grading, elevations,
provid;'ing it is reasonable.
1. Commissioner Cleveland . . . Bridal Trail that comes up along
Walnut Grove Avenue appears-to be dangerous and questioned
possible rerouting. . .
Commissioner Cleveland was informed that this was in the
county unincorprated area and not under the City's
,jurisdiction. . . Staff was requested to check into
this. matter.
13. ADJOURNMENT - There being no further business, to come before
the Commission, it was adjourned.
Chairman DeTora adjourned the meeting at 9:25 p.m.
