ROLL CALL Present: Cleveland, De"Cora, Ritchie, Tury Absent: Lowrey (excused for vacation) Ex officio: Christianson, Dickey, Sullivan, Dilkes 3. APPROVAL OF MINUTES - Regular Meeting - July S, 1977 Commissioner Tury requested revision of several sections of the minutes because they were not completely accurate. It was moved by Commissioner Tury to rewrite and resubmit the minutes of July S, 1977.' . . Motion died for lack of a second 4 Commission discussed that the minutes were not recorded as is.normal procedure because of machinery problems; therefore questioning if a revision and resubmittal is proper. City Attorney Dilkes suggested deferral of minutes and suggested staff prepare in summary, action minutes as to what the Commission actually did. suggestion. Mr. Juan Nunoz, 2704 Del Mar, Rosemead . . . re: guidelines to be set forth by City Council for installation of street improvements. Mr. Sullivan commented this matter was to be studied by City Council to set policy PUBLIC HEARINGS S . ZONE CHANGE 77-92. Consideration of a change of zone for property located at 4229 Walnut Grove Avenue, Lots 30 F, 31, in the City of. Rosemead. Mr. Sullivan presented the staff report. Commissioner DeTora moved that the property have a D- Overlay. . Motion died for lack of a second. . . 6 Attorney Dilkes stated that.the imposing a D-Overlay on the one parcel would constitute spot zoning, if the Commission wishes to consider the D-Overlay for the entire portion of Walnut Grove that is General Planned for R-3 that would be a perfectly permissable excercise for your discretion, but to single out one parcel for a D-Overlay is the clearest example of spot zoning that I can imagine. PARCEL MAP 8345 - Continued from last meeting for submission of additional ata. Consideration of subdivision of property located at 3122 and 3128 Muscatel Avenue, Rosemead. Discussion by Commission It was moved by Commissioner Ritchie, second by Commissioner Tury to approve Parcel Map 834S, the Negative Declaration, subject to the following conditions: 1. Compliance with the conditions of the County Engineer. 2. Lots 2 and 3 to have 71z foot access strips to Muscatel. 3. Reciprocal easements for use of Lot 2 and 3 for ingress and egress. 4. The applicant will :install full street improvements along Muscatel. 5. Carport.or garage to be installed on Lots 1 and 4. 6. Structure on Lot 1 to be either brought up to Code or demolished. 7. Housing units on Lots 2 and 3 are to face each other. 7 8 ROLL CALL VOTE: AYES: DeTora, Cleveland, Tury, Ritchie NOES: None ABSENT: Lowrey (excused) RESOLUTION 77-25- A RESOLUTION OF THE. PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL ADOPTION OF AN ORDINANCE AMENDING SECTION 9121.4(J) OF THE ROSEMEAD MUNICIPAL CODE. It was moved by Commissioner Tury, second by Commissioner Cleveland to waive further reading and adopt. ROLL CALL VOTE: AYES: Cleveland, DeTora, Tury, Ritchie NOES: None ABSENT: Lowrey ( Excused) PARCEL MAP 7027 - EXTENSION OF TIME PERIOD TO FILE THE FINAL MAP - Mr. Sullivan presented the staff memorandum which stated that the Subdivision Map Act requires that the parcel map be filed within one year from the (late of approval. ORAL COMMUNICATIONS FROM THE AUDIENCE - None 11. MATTERS FROM CITY OFFICIALS AND STAFF A. Mr. Sullivan asked the Commission to set a study session to consider the upcoming D-Overlay zone change for Valley Boulevard, suggesting that it may be beneficial to meet with property owners of the subject area. Commission se t the study session for July 25, Monday night, 7:30 p.m. in the Community Center. Notices were to be sent to the property owners of the meeting. B. Mr. Sullivan informed the Commission that the business at 8752 Valley (Pizza Parlor) is now within the requirements of the sign ordinance. C. Commissioner fury suggested that sign violations be made a priority matter when the code enforcement officer is available. D. Mr. Dickey that the rehabilitation inspector reviewed the property at 4521 Muscatel and ;found it not to be substand; the property was progressing and the paved driveway was installed. E. Commissioner "fury inquired as to Doughboys wharehouse burnout and what the status was . . . staff informed of the matter being under rehab. F. Chairman DeTora appointed Commissioner Cleveland to the Relocation Committee along with Commissioner Tury, and to the Parking Committee and Business Committee. G. Commissioner Tury thanked the City Attorney for providing the full disclosure ordinance. PC Minutes Page 5 July 18, 1977 ORAL.COMMUNICATIONS FROM THE AUDIENCE Mr. Doug Crittendon,1101 Stevenson, Colton , RE: 2632 Muscatel requested extension Mr. Crittendon assured the Commission the property would be maintained until all problems are cleared up and title clears. It was moved by Commissioner Tury, second by Commissioner Ritchie and carried to grant the last 90 day extension to begin on July 5, 1977. Chairman DeTora adjourned the meeting at 9:45 p.m.
