CALL TO ORDER - 7:37 p.m. Pledge of Allegiance was led by Commissioner Tury Invocation was delivered by Commissioner Lowrey 2. ROLL CALL Present: DeTora, Lowrey, Ritchie, Tury Absent: Cianciola (excused) Ex officio: Dickey, Dilkes, Sullivan, Young 3, APPROVAL OF MINUTES It was moved by Commissioner Tury, seconded by Commissioner Lowrey, and carried to approve the minutes of the Regular Meeting of May 2, 1977, as written. ROLL CALL VOTE: AYES: Lowrey, DeTora, Ritchie, Tury NOES: None ABSENT: Cianciola 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None Public Hearings Oath was administered to those wishing to participate in the public hearings. 5. ZONE CHANGE 77-87 - Consideration. of a request for a change of zone from C-3 (Medium Commercial) to R-2 (Light Multiple Residential) for. property located at 3247 Del Mar. Chairman DeTora opened the public hearing at 7:48 p.m. Proponent: Don DuPerron, Applicant 637 S. Baldwin Avenue, Arcadia Charles Chila 717 Arcadia Avenue, Arcadia Messrs. DuPerron and Chila sought the Commission's approval of the zone change for construction of a single-family home. Opponent: Mary Planick 204 W. Chestnut Avenue, San Gabriel Ms. Planick is owner of property at 3251 Del Mar, and was opposed to a house being built due to narrowness of alley, and problems with street cleaning, trash pickup, etc. Chairman DeTora closed the public hearing at 8:07 p.m. Discussion by Commission ensued, with much debate over whether the access alley was a public.right-of-way, a sewer easement, or other than City-owned. ZONE CHANGE 77-88 - Consideration of a request for a change of zone from P (Parking) to C-3 Medium Commercial for property located on the rear portion of 8711 Valley Boulevard (northwest corner of Valley Boulevard and Bartlett Avenue). Chairman DeTora opened the public hearing at 8:25 p.m. Proponent: Hari Alipuria, Applicant 8711 Valley Boulevard Mr. Alipuria discussed his proposed construction. Addressing Rose Liberatore Commission: 4102 Bartlett Ave. Ms. Liberatore had questions concerning the proposed development. Chairman DeTora closed the public hearing at 8:53 p.m. Discussion by Commission concerning the proposed development and controls the City might require over the project. Commission recessed at 9:02 p.m and reconvened at 9:10 p.m. It was moved by Commissioner Tury, seconded by Commissioner Lowrey, and carried to approve Zone Change 77-88, to put a design overlay over the entire property, and approve the Negative Declaration. ROLL CALL VOTE: AYES: Lowrey, DeTora, Tury NOES: Ritchie ABSENT: Cianciola Mr. Ritchie stated that his negative vote was due to his disapproval of what he considers "Spot Zoning." 7. PARCEL MAP 8112 - Consideration of a request to subdivide four lots from an existing parcel of land on property located at 9317 Ramona Boulevard. Mr. Sullivan presented the Staff Report. Addressing Forrest Lundstrom, Applicant Commission: 217 Ilene Dr.,. Arcadia W. Schultz 4100 Rio Hondo Ave. Messrs. Lundstrom and Schultz discussed the proposed development and, their alternatives to sound attenuation measures suggested by Staff. Commissioner Lowrey moved to approve Parcel Map 8112 and the Negative Declaration. Motion died for lack of a second. Discussion by Commission. It was moved by Commissioner Ritchie, seconded by Commissioner Tury, and carried to postpone the matter until June 20, 1977, to give Applicant opportunity to investigate methods of sound attenuation. RESOLUTION 77-17 - Granting Conditional Use Permit 77-115 to Interaction Design F, Construction Co., et al., to construct a Senior Citizen Retirement Hotel. It was moved by Commissioner Lowrey, seconded by Commissioner Ritchie, and carried to approve Resolution 77-17. ROLL CALL VOTE: AYES: Lowrey, DeTora, Ritchie, Tury NOES: None ABSENT: Cianciola 9. RESOLUTION 77-18 - Granting Conditional Use Permit 77-114 to Violet and Robert Baws to operate a dog grooming and breeding facility at 9743-47 Abilene Street. It was moved by Commissioner Ritchie, seconded by Commissioner Tury, and carried to approve Resolution 77-18. ROLL CALL VOTE: AYES: Lowrey, DeTora, Ritchie, Tury NOES: None ABSENT: Cianciola 10. RESOLUTION 77-19 - Granting variance to front and rear yard setbacks, lot areas and lot widths for Tentative Tract 33478 (34 single family homes subdivision) to The McMichael Co. It was moved by Commissioner Tury, seconded by Commissioner Lowrey, and carried to approve Resolution 77-19. ROLL CALL VOTE: AYES: Lowrey, DeTora, Ritchie, Tury NOES: None ABSENT: -Ritchie C-iQviC,ola- 11. MATTERS FROM CITY OFFICIALS AND STAFF a. Commission was polled regarding attendance at West San Gabriel Valley Planning Council meeting to be held at Pasadena`s Gamble House. Heritage [louse Committee will also be notified, b. Commissioner Lowrey commented on Tors. Phyllis Tury's being selected to participate in question session with President Carter, C. It was moved by Commissioner Tury, and seconded, to direct the City Attorney and Staff, with all deliberate speed, to investi- gate a moratorium ordinance on Occupancy Permits and Building Permits on.Valley Boulevard between Muscatel and Bartlett Avenues, while the Planning Commission discusses used and design overlay for that area and all the area from Muscatel to Walnut Grove; and that any use approved with a design overlay be exempted from the operation of the moratorium. Commissioner Ritchie inquired as to progress on studies Staff was making on various project for the Commission. Mr. Sullivan explained lack of Staff available for this work. e. Chairman DeTora stated his wish that on the Agenda "Oral Communi- cations from the Audience" precede "Matters from City Officials and Staff.." It was moved by Commissioner Ritchie, seconded by Commissioner Tury, and carried to adopt this policy.
