1. CALL TO ORDER - 7:30 p.m.
Pledge of Allegiance. was led by Commissioner Lowrey.
Invocation was delivered by Commissioner Tury.

3, APPROVAL OF MINUTES - Regular 1eeting - April 4, 1977
It was moved by Commissioner Ritchie, seconded by Commissioner
Cianciola, and carried to approve the minutes of the April 4, 1977,
meeting as written.

4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None
Public Hearings
Chairman DeTora requested all persons who wished to speak regarding
either of the public hearing to stand. Oath was administered.
5. ZONE CHANGE 77-86 Consideration of a request for a change of zone
from P Parking to M-1 Light "lanufacturing for property located at
2743 and 2749 Willard.
tr. Sullivan presented the Staff Report.
Chairman DeTora opened the public hearing at 7:36 p.m.
Proponent: Donald R. Nick, Applicant

Mr. Nick requested Commission to approve the Zone Change,
Addressing Ralph Lopez
Commission: 2713 N. Willard
Mr. Lopez stated that he felt the property owners along the length
of Willard from Garvey to Fern should be notified of the zone change
as they will be using the street. Also, Mr. Lopez was concerned
with traffic hazards on Willard at the zone change site
Rebuttal: F. Bernard Dennis, Applicant

Mr. Dennis commented that his Company, ?fission Fence, seldom, if ever,
would use the driveway approach off Willard, therefore a traffic
hazard from their vehicles would be negated.
Chairman DeTora closed the public hearing at 8:49 p.m.
Discussion by,Commission.
It was moved by Commissioner Lowrey, seconded by Commissioner Cianciola,
and carried to approve Zone Change 77-86 and the Negative Declaration,
and to direct Staff to prepare a resolution. Also, Staff is to

apprise Traffic Commission of problem on Willard Avenue south of
Garvey.

6. CONDITIONAL USE PERMIT 77-112 - Consideration of a request to
operate an establishment selling alcoholic beverages within 200
feet of a residential zone for property located at 3219 San Gabriel
Boulevard. (Veterans of Foreign Wars)
Chairman DeTora opened the public hearing at 8:06 p.m.
Proponent: Donald Reddig, representing Applicant
2482 New Avenue
Air. Reddig requested that Commission approve the CUP. lie also
emphasized that the proposed use would be a private club, not open
to the general public.
Proponent: Mr. Fausnet
9128 Collette, Downey
Mr. Fausent is a property owner in the area of the proposed use. He
also owns a similar operation to the one proposed in Downey. He
stated that VFW was a responsible organization and would benefit the
community.
Proponent: Paul Robert (present owner of proposed use site)
7826 Graves
Mr. Robert commented that the building in question is built for just
such a purpose and hoped Commission would approve the CUP.
Opponent: Michael Coghlan, Attorney representing adjacent property
11358 Valley Blvd., E1 Monte owners.
Mr. Coghlan cited problems and complaints as a result of former
tenants of site in question, and urged Commission to deny CUP.

Opponent: Dr. Adolph Perlmutter, adjacent property owner

Much discussion ensued between opponents, proponents and Commission
regarding past experiences with site, VFW standards, future practices,
etc.
Chairman DeTora closed the public hearing at 8:37 p.m.
Discussion by Commission.
It was moved by Commissioner Cianciola, seconded by Commissioner Tury
(who withdrew his second after discussion), again seconded by Chairman
DeTora, and carried to grant the Conditional Use Permit 77-112 subject
to the findings and conditions as stated in the Staff Report, plus
additional conditions as listed following, and direct Staff to prepare
a Resolution.
9. (add to condition) "Top shall be affixed to walls surrounding
trash receptacle."

18. Applicant shall not rent out facilities or allow facilities to
be used for functions where alcoholic beverages will be served,
strictly other than functions of VFW Post #1930.
19. Side entrance to building shall be equipped with "panic bar" and
be used as emergency exit only.
20. Hours of operation shall be 12 noon to 12 midnight.

7. RESOLUTION 77-13 - Recommending a change of zone from C-3 ^1edium
Commercial and P Parking to R-3 Medium "tultiple Residential for
property located at 3048 Del Mar Avenue.
It was moved by Commissioner Tury, seconded by Commissioner Cianciola,
and carried to approve Resolution 77-13.

8. RESOLUTION 77-14 - Recommending granting a Conditional Use Permit to
operate an antique store in the CBD Zone by Eldon D. Beezley and
Barbara D. Beezley at 8940 Valley Boulevard.
It was moved by Commissioner Lowrey, seconded by Commissioner
Cianciola, and carried to approve Resolution 77-14.

9. MATTERS FROM CITY OFFICIALS AND STAFF
a. Commission was polled regarding attendance at California Contract
Cities Assn. seminar in Palm Springs held on May 12 - 15.
b. Commission and Staff were polled regarding attendance at West
San Gabriel Valley Planning Council meeting on April 28, 1977.
c. It was moved by Commissioner Lowrey, seconded by Commissioner
Ritchie, and carried to recommend to City Council to extend the
moratorium on sale of beer and wine in gasoline service stations.

d. It was moved by Commissioner Lowrey, seconded by Commissioner Tury,
and carried to direct Staff to call for inspection of unsightly/
dangerous conditions at 2742-2744 Willard Avenue and 7600 block
of Fern, and to report back to Commission.

e. Commissioner Cianciola recommended that some method be adopted to
require builders and developers to give an "awareness package" to
prospective buyers within the City regarding zoning, etc. Staff
was directed to investigate existing ordinances, Chamber of Commerce,
etc., regarding methods.

f. Commissioner.Tury inquired regarding status of Wheelers Auto
Dismantling. Staff will check.
