PLANNING COMMISSION MINUTES
MARCH 21, 1977
STUDY SESSION
1. CALL TO ORDER - 6:30 p.m., in Council Chambers
2. STUDY SESSION - Ordinance on "Storage in Yards."
Chairman DeTora called a 5-minute recess so audience could study
photos taken at random throughout the City of various types of
storage in yards. When the study session was recalled to order,
Chairman DeTora asked the audience for their comments.
Addressing Kenneth Jones
Commission: 2504 Falling Leaf
Mr. Jones said he felt the Ordinance as written was a good one,
Addressing Harry Allen
Commission: 2528 N. Denton
Mr. Allen stated that lie felt no length limits should be imposed
in the ordinance, or at least not less than 35 feet.
Addressing Glen Clanton
Commission: 3244 Leyburn Dr.
Mr. Clanton stated he felt city should maintain discipline for
keeping front'yard clean. He commented that a camper may not,be
an eyesore to the owner, but may be to his neighbor.
Addressing Ed Peterson
Commission: 3437 N. Gaydon
Mr. Peterson commented how important hobbies (such as recreational
vehicles) were to retired persons, and he hoped that the City would
not make it difficult for such hobbies to be maintained.
Addressing Ellen Lundquist
Commission: 2518 Denton
Mrs. Lundquist inquired how new ordinance might effect parking on
a vacant lot.
Discussion ensued by Commission regarding the proposed ordinance.
It was the consensus of the Commission that there was much work to
be done, specifically separating the ordinance to distinguish
storage of trash, rubbish, etc., from wheeled vehicles. Commission
debated continuing the study session to another date or after this
evening's meeting.
Addressing Kenneth Jones

Mr. Jones stated that many members of the Good Sam Club could not
attend the study session this evening, and would prefer having it
another night.
Addressing Mervin Kennedy
Commission: 9139 Marshall
Mr. Kennedy suggested the next Monday evening as a good time.
It was moved by Commissioner Lowrey, seconded by Commissioner
Cianciola and carried to continue discussion of the Ordinance until
Monday, March 28, 1977, 7:30 p.m., at the Community Center.

3. APPROVAL OF MINUTES
Commissioner Cianciola requested the following change be made in
the minutes of March 7, 1977:
Item #7,, fifth paragraph, to read:
"Commissioner Cianciola stated that he felt the homes
could be brought up to Code and be made into nice
residences and would be worth money. He also stated
that he felt homes were more desirable than a vacant lot"
It was moved by Commissioner Ritchie, seconded by Commissioner Lowrey,
and carried to approve the minutes of rlarch 7, 1977, as corrected.

Public Hearings
5. ZONE CHANGE 77-84 - Consideration of a request by Arakelian Investments
City of Rosemead for a change of zone from A-1 Agricultural to R-1
Single Family Residential for property located southwest of Intersection
of Pomona Freeway and San Gabriel Boulevard.
Mr. Sullivan presented the Staff Report.
Chairman DeTora opened the Public Hearing at 7:53 p.m. Oath was
administered.
Proponent: Mike Wagner, Lockman $ Assoc., representing Applicant
249 E. Pomona Blvd., Monterey Park
Mr. Wagner commented that Applicant and Lockman and Assoc. were
anxious to have Zone Change approved.
There being no further proponents or opponents, Chairman DeTora closed
the Public Hearing at 7:54 p.m.
Discussion by Commission, including noise attenuation measures.
It was moved by Commissioner Tury, seconded by Commissioner Ritchie,
and carried to approve Zone Change 77-84.

6. ZONE VARIANCE 77-82 - Consideration of a request by Arakelian
Investments for a variance of front yard setback for garage and
house for property located southwest of intersection of Pomona
Freeway and San Gabriel Boulevard. .
Mr. Sullivan presented the Staff Report.
Chairman DeTora opened the Public Hearing at 8:03 p.m. Oath was
administered.
Addressing Glen Clanton
Commission: 3244 Leyburn Drive
Mr. Clanton advised caution in granting setbacks of less than 20
feet.
Proponent: Mike Wagner, Lockman & Assoc., representing Applicant
249 E. Pomona Blvd., Monterey Park
Mr. Wagner stated he believed all requirements for approval of the
variance were met.
There being no further opponents or proponents, Chairman DeTora
closed the Public Hearing at 8:06.p.m.
Discussion by Commission.

It was moved by Commissioner Cianciola, seconded by Commissioner Tury,
and carried to approve Zone Variance 77-82, changing the setbacks on
Lots 3, 4, 12, 19, and 22 to twenty feet; and directing Staff to
prepare a Resolution.

Commissioner Lowrey explained his reason for voting no as follows
(verbatim):
"We ask for 25 foot setbacks. We've given variances
to 20 feet. Now we're back to 18 feet. We just had
a study session tonight worried about parking, storage
in yards, and it wasn't the storage of recreational
vehicles, it was storage, period, in yards; and that
was my reason. You're getting to 18 feet, and the
next one's going to be 17 feet. If you're going to
set a rule, you've got to follow it somewhere. I mean,
you keep giving variances all the way down the line -
20 feet in some and here you have seven locations that
want 18 feet, eight of them down to 20 feet. The 20
feet I can go along with, but 18 feet is just too much.
There are just too many homes and too small of property
as far as I can see."
Attorney Dilkes stated that as developer was anxious for progress on
these matters, Resolutions could be Prepared by the next meeting.
7. PARCEL MAP 7922 - Consideration of a request to subdivide two lots
from one existing parcel of land (8926 Emerson Place).
Mr. Sullivan presented the Staff Report.
Addressing Fred Pausch, representing Applicant
Commission: 850 Arcadia Avenue, Arcadia
Mr. Pausch commented the Applicant was anxious to build and was
hopeful of Commission approval of Parcel Map.

Addressing Mrs. Gladys Reed
Commission: 8945 Emerson Place
Carl Canzano

Both Mrs. Reed and Mr. Canzano commented that they had no objection
to approval of the Parcel Map. They stated they both would like to
subdivide their own property.
Addressing Manuel Alvarez
Commission: 8936 Emerson Place
Mrs. Juanita Mashmeyer
8946 Emerson Place
Mr. Alvarez and Mrs. Mashmeyer stated they did not want approval of
the Parcel Map as there was already too much traffic on their dead-
end street.
Addressing Bob Cook
Commission: 8922 Emerson Place.
Paul Hausler
8929 Emerson Place
Mr. Cook and Mr. Hausler stated they did not want a cul-de-sac to
be constructed on Emerson Place.
Mr. Sullivan stated there would be'no construction of a cul-de-sac.
It was moved by Commissioner Lowrey, seconded by Commissioner
Cianciola, and carried to approve Parcel Map 7922 and the Negative
Declaration.

8. RESOLUTION 77-6 - AMENDMENT OF GENERAL PLAN FOR AREA BOUNDED BY
VALLEY BOULEVARD, GUESS STREET, ROSEMEAD BOULEVARD,
TEMPLE CITY BOULEVARD AND ELLIS LANE.
It was moved by Commissioner Ritchie, seconded by Commissioner Lowrey,
and carried to approve Resolution 77-6.
ROLL CALL VOTE:
AYES: Lowrey, Cianciola, DeTora, Ritchie
NOES: None
ABSTAIN: Tury
Commissioner Tury explained his abstention as being due to the fact
that he was not on the Commission at the time this amendment was
passed.
.9% MATTERS FROM CITY OFFICIALS AND STAFF
a. Commission and Staff were .polled regarding attendance at the
West San Gabriel Valley Planning Council Meeting on .3/24/77.
b. Commissioner Lowrey asked Staff for status of truck business on
Pitkin Avenue, and was advised that business had been given 30
days to abate.
c. Commissioner Cianciola suggested Commission consider requiring
smoke detectors be installed in new construction.
d. Commissioner Ritchie asked about a block wall for the 7-11 Store
on Mission and Muscatel. Ms. Christianson stated it would
probably take official action by Commission to do this, as 7-11
is not required to put up a block wall.

Regarding the same 7-11, Commissioner Tury questioned whether
landscaping was going to be kept maintained. Ms. Christianson
stated 7-11 hired someone to maintain the grounds.
e. Commissioner Ritchie asked City Attorney whether there' was any
way to make the p'ronosed location of domes on-approved Parcel
'taps permanent. Attorney ')il'<es stated he would investigate.
f. Commissioner Ritchie commented on preparation of minutes.
g. Commissioner Cianciola commented on improved appearance of Valle
Inn. Commissioner Lowrey concurred.
h. Commissioner Tury requested that Commission be sent a copy of
public hearing notices at the time they are posted.
i. Commissioner Tury stated his opinion that Commission should
hold a study session prior to a public hearing for any change
in the Zoning Ordinance. Commissioner Ritchie concurred.
j. Mr. Sullivan brought to the Commission's attention the symposium
on Neighborhood preservation and Rehabilitation in California
Communities. Commission will be polled at next meeting regarding
attendance.
k. Chairman DeTora asked that Staff investigate the burned garage
on the corner of Mission and Muscatel.
10. ORAL COMMUNICATIONS FROM THE AUDIENCE

Mr. Kennedy had further comments to make regarding the Storage in Yards
Ordinance.
11. ADJOURNMENT
Chairman DeTora adjourned the meeting at 9:35 p.m. to Monday, March 28,
1977, at 7:30 p.m. in the Community Center..
