ROLL CALL Present: Commissioners Cianciola, DeTora, Ritchie, Tury Ex Officio: Dickey, Dilkes, Sullivan, Herman, S. Young Absent: Commissioner Lowrey 3. STUDY SESSION - Final Draft of Relocation Ordinance 4. ADJOURNMENT - 7:20 p.m. REGULAR MEETING 1. CALL TO ORDER - 7:30 p.m. Pledge of Allegiance was led by Commissioner Tury. Invocation was delivered by Commissioner Lowrey. 2. ROLL CALL Present: Commissioners Cianciola, DeTora, Ritchie, Lowrey, Tury Absent: None Ex officio: Dickey, Dilkes, Sullivan, Herman, S. Young 3. APPROVAL OF MINUTES It was moved by Commissioner Tury, seconded by Commissioner Cianciola, and carried to approve the minutes of February 22, 1977, as written. ROLL CALL VOTE: 4 AYES: Lowrey, Cianciola, DeTora, Ritchie, Tury NOES: None ORAL COMMUNICATIONS FROM THE AUDIENCE - None Public Hearin 5 AMENDMENT TO ZONING ORDINANCE - Consideration of Amendment to Zoning Ordinance Section 9121.18 regarding Storage in Yards. Mr. Sullivan presented the Memorandum. Chairman DeTora opened the Public Hearing at 7:40 p.m. Addressing Tom Charneley Commission: 8814 E. Fern Mr. Charneley questioned whether the wording of the proposed amendment meant the use of driveways. Mr. Sullivan answered affirmatively. Addressing Carl Peterson Commission: 7502 Columbia Mr. Peterson asked for clarification of the proposed amendment. Attorney Dilkes addressed the audience, stating that the purpose of the public hearing was to allow citizens to participate and to voice their opinions. Planning Commission Minutes Page 2 March 7, 1977 Addressing Wallace Jackman Commission: 3423 Delta Mr. Jackman wished a definition of "storage" and "parking." Addressing Harry Allen Commission: 2528 N. Denton Mr. Allen was concerned with "vagueness" of the proposed amendment. He recommended clarification. Opponent: Ed Milane 2609 N. Bartlett Mr. Milane stated his opinion and opposition to the manner in which the Commission was trying to alleviate the problem of rubbish, etc., in front yards. He felt it was discriminatory against recreational vehicle owners. Opponent: Howard Andrews 2439 La Presa Mr. Andrews stated his opinion that Commission was "trying to take away his rights as an American Citizen." Addressing Lloyd Alexander Commission: 4403 N. Muscatel Mr. Alexander asked that if the new amendment were approved, would his neighbors have to build new garages to accommodate their recreational vehicles. Addressing Greta Gardner Commission: 2617 La Presa Mrs. Gardner asked Commission to consider different wording of the amendment in question. She said she agreed with what the Commission was trying to accomplish, but that it unjustly affected recreational vehicle o-.mers. She submitted a proposed amendment. Opponent: Marcus Dorn 3820 Delta Mr. Dorn warned Commission not to "step on the toes" of recreational vehicle owners. Chairman DeTora called a recess at 8:10 p.m. Commission reconvened at 8:18 p.m. Addressing Robert Pedigo Commission: 9341 Glendon Way Mr. Pedigo recommended clarification of amendment to indicate "unlicensed vehicles", "junked cars", etc. Addressing Kenneth Jones Commission: 2504 Falling Leaf Mr. Jones stated he agreed with the intent of the proposed amendment, but recreational vehicle owners should be exempt. He stated that RV owners will move from the City. Mr. Jones recommended changing the wording of the proposed amendment. Rebuttal: Howard Andrews 2439 La Presa Mr. Andrews has antique cars which are unlicensed. He feels that they should also be exempt from any proposed amendment. He feels he should be able to park whatever he wants on his property. Planning Commission Minutes Page 3 March 7, 1977 In discussion, Commission agreed that the proposed amendment should be clarified and further defined. Commission also agreed to accommodate the recreational vehicle owner if possible. It was moved by Commissioner Ritchie, seconded by Commissioner Lowrey, and carried to continue the matter to a Study Session prior to the March 21, 1977, meeting, and to continue the Public Hearing to April 4, 1977. ROLL CALL VOTE: AYES: Lowrey, Cianciola, DeTora, Ritchie, Tury NOES: None Commission directed Staff to have copies of the re-written ordinance available for the public at the next meeting. Mr. John Binard, 1401 S. Delta, San Gabriel, offered to the Commission a legislative kit provided by the Good Sam Club, which regarded recreational vehicles. 6. PARCEL MAP 7187 - A request to subdivide three lots from one existing parcel of land (Highcliff F, Jackson). Mr. Sullivan presented the Staff Report. Addressing Ted Chrisman, representing Applicant Commission: 860 Motro Drive, Mnnterey Park CA Discussion by Commission. It was moved by Commissioner Tury, seconded by Commissioner Lowrey, and carried to deny approval of Parcel Map 7187 because of illegal lot lines and setbacks. Commission recommended Applicant submit a new, clarified parcel map. ROLL CALL VOTE: AYES: Lowrey, Cianciola, DeTora, Ritchie, Tury NOES: None 7. RELOCATION - Consideration of a request to relocate three structures to property located.between 7626 and 7634 E. Highcliff. Mr. Sullivan presented the Relocation Committee Report. Discussion by Commission. It was moved by Commissioner Tury, and seconded by Commissioner Ritchie to deny the Relocation, as recommended by Staff. Commissioner Cianciola stated that he felt the homes, no matter what shape they were in, could be made into nice residences and would be worth money. He also stated that he felt. homes were more desirable than a vacant lot. ROLL CALL VOTE: AYES: Lowrey, DeTora, Ritchie, Tury NOES: Cianciola 8. MATTERS FROM CITY OFFICIALS AND STAFF a. Unsightly properties at 8915 and 8836 Glendon Way. Mr. Sullivan presented the Memorandum. Commissioner Ritchie asked what alternatives were open to the City to abate the problems. Planning Commission Minutes Page 4 March 7, 1977 Attorney Dilkes stated procedures to be taken. Commissioner Tury commented that City should pursue the owner of the property at 8836 Glendon Way rather than the renter. It was moved by Commissioner Lowrey, seconded by Commissioner Tury, and carried to refer the matter to the City Council if the unsightly conditions were not abated within 30 days. ROLL CALL VOTE: AYES: Lowrey, Cianciola, DeTora, Ritchie, Tury NOES: None b. Commission was polled regarding attendance at the Southern California Planning Congress on March 10, 1977. 1 c. Commissioner Tury inquired what steps had been taken regarding the illegal trucking business on Pitkin. Mr. Dickey stated that the matter had been referred to Zoning Enforcement. d. Commissioner Ritchie stated that the sidewalk in front of 3250 Jackson had been buckled by tree'roots. He recommended abatement of the problem. Mr. Dickey stated that it was City policy to remove the tree, and owner would have to repair the sidewalk. Commissioner Ritchie questioned whether City would be liable if someone should be hurt due to buckled sidewalk. Attorney Dilkes stated that now that City had been noticed of of the problem, the City indeed was liable. e. Chairman DeTora asked what could be done regarding the burned Doughboy's building. Mr. Sullivan recommended referral to Rehab. f. Commissioner Lowrey requested Staff to direct a letter to the Stop N Go Market at Walnut Grove and Garvey, commenting on their improved appearance. g. Commissioner Tury commented that the 7-Eleven Store on Mission Drive looked very unsightly. Mr. Sullivan stated that owner indicated he would put up a block wall fence. 9. ORAL COMMUNICATIONS FROM THE AUDIENCE - None 10. ADJOURNMENT It was moved by Commissioner Lowrey, seconded by Commissioner Ritchie and carried to adjourn the meeting until 6:30 p.m., March 21, 1977. Chairman DeTora adjourned the meeting at 9:30 p.m.
