1. CALL TO ORDER - 7:02 p.m.
2. ROLL CALL
Present: Commissioners Cianciola, DeTora, Lowrey, Ritchie, Tury
Ex officio: Dickey, Sullivan, Merman, Christianson, S. Young
Chairman DeTora -introduced Mr. Kennedy and Mr. Clanton.
3. STUDY SESSION - Relocation Ordinance
Commissioner Ritchie recommended that under "Filing Fee" section
of the newly-drafted ordinance, the following be added:
NOTE: This is a fee, not a permit. The filing fee
is not refundable.
Commissioner Cianciola recommended that the words "not refundable"
be placed in brackets after the title "Filing Fee".
It was moved by Commissioner Tury, seconded by Commissioner
Cianciola and unanimously carried to adopt Section 16.40.090 of
the Monterey Park ordinance into the new Rosemead Ordinance (as
modified by Staff), regarding "Default in Performance."
It was moved by Commissioner Tury, seconded by Commissioner
Cianciola and unanimously carried to adopt Section 16.40.100 of
the Monterey Park ordinance into the new Rosemead Ordi.nance(as
modified by Staff), regarding "Entry on Premises."
It was recommended by Commission that Section 16.40.120 of the
Monterey Park ordinance (as modified by Staff) be incorporated
into the new Rosemead Ordinance, regarding "Appeal."
Discussion was held regarding size of sign to be posted regarding
public hearing on relocations. 18" X 22" was approved size, but
further study will be made.
Regarding Condition 5 of the proposed ordinance, Commissioner
Ritchie recommended wording be changed to the following:
The Applicant shall, within,one business clay of receipt
of a Los Angeles County Road Department Moving Permit,
submit a copy of the permit to the Director of Planning
of the City of Rosemead.
Discussion ensued regarding various sections of the proposed
ordinance.
It was moved by Commissioner fury, seconded by Commissioner Ritchie
and carried to approve the minutes of the meeting of January 19, 1977.
(Commissioner Lowrey abstained from voting clue to his absence at that
meeting
A recess was called at 7:S2 p.m. Commission reconvened at 7:S8 p.m.
4. STUDY SESSION - Block Wall Amendment to Ordinance
Commissioner Tury stated his belief that the modification clause
as set forth by Staff would be best added to the proposed amendment.
Discussion followed regarding the separation by- block wall of
"zones" as opposed to "uses."

Commission discussed Manufacturing Zone as opposed to
Commercial Zone.
Commissioner Ritchie stated his recommendation that Commission
adopt ''policies" regarding block walls.
Commissioner Lowrey recommended the use of the mitigation measures
provided in Environmental Impact Reports to require construction
of block walls.
Commissioner Tury stated that he felt Commission should not be
"hard bound" to require a block wall between uses within zones.
It was moved by Commissioner Tury, seconded by Commissioner
Cianciola to adopt the proposed amendment, with modification clause.
Discussion ensued regarding the motion.
The motion was amended to adopt the proposed amendment for a
period of one year, as a trial, with a modification clause.
Motion was carried by the following vote:
AYES: Cianciola, DeTora, Lowrey, Tury
NOES: Ritchie
5.. ADJOURNMENT
Commission agreed upon Tuesday, February 15, 1977, as next
study-session date.
Chairman DeTora adjourned the meeting,at 9:05 p.m.
