JANUARY 17, 1977
A Regular Monthly Meeting of the Rosemead Planning Commission
was called to order by Chairman DeTora at 7:35 p.m. in the
Council Chambers of the Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
1. CALL TO ORDER
The Pledge of.Allegiance was led by Commissioner Cianciola.
The Invocation was delivered by Commissioner Ritchie.
2. ROLL CALL
Present - Commissioners Cianciola, DeTora, Lowrey, Ritchie, Tury
Absent - None
Ex.officio - Dickey, Sullivan, Christianson, Herman
3. APPROVAL OF MINUTES a. Regular Meeting, January 3, 1977
b. Adjourned Regular Meeting, January 12, 1977
It was moved by Commissioner Lowrey, second by Commissioner Tury
to approve the minutes of January 3, 1977 and January 12; 1977
as printed.
ROLL CALL VOTE:
AYES: Ritchie, Lowrey, DeTora; Cianciola, Tury.
NOES: None.
ABSENT: None
4. ORAL COMMUNICATIONS FROM THE AUDIENCE - None
5. CONDITIONAL USE PERMIT 73 - Consideration of a request for
extension of CUP 73 for sale of alcoholic. beverages within
200 feet of a residential zone (Valle Inn).
Mr. Sullivan presented the staff report.
Discussion by the Commission.
Commission DeTora added Condition #6 to the conditions of the
staff report to read as follows:
6. Heavy duty springs to be placed on front
doors to keep them closed during business
hours, subject to the approval of the
Building Inspector.
Commissioner Ritchie pointed out that under the CUP Ordinance
if the owner/permittee of a CUP did not comply with conditions
set forth it could render it void.
Mr. Sullivan stated this, was a valid point; non-compliance
could constitute grounds for revocation of a CUP.
It.was moved by Commissioner Cianciola to approve CUP 73 for a
period of 2 years.
Motion died for lack of a second.

It was moved by Commissioner Lowrey, second by Commissioner
Tury and carried to approve CUP 73 for a period of six (6)
months subject to the conditions of the staff report and
the additional condition to install heavy duty springs on
the front door (Condition N6).

ABSENT: None
It was moved by Commissioner Lowrey for the Chairman to appoint
two Commissioners to report on the status of compliance for
CUP 73 twice during the six month period it was extended.
Chairman DeTora appointed Commissioners Lowrey and Cianciola.
The aforegoing motion was seconded by Commissioner Tury.

Addressing the Commission: Mr. Herbert Finley, Owner re:
requirement to keep the front doors closed.
6. CONDITIONAL USE PERMIT 86 - Consideration of a request for
extension of CUP 86 for sale of alcoholic beverages within
200 feet of a residential zone (Lucky X Inn).
Mr. Sullivan presented the staff report.
Discussion by the Commission.
It was moved by Commissioner Ritchie, second by Commissioner Tury
to extend CUP 86 for a period of 5 years subject to the
conditions set forth in the original Resolution.

Chairman DeTora called a recess at 7:SS p.m. Commission
reconvened at 8:05 p.m.
7. AMENDMENT TO ZONING ORDINANCE - Consideration of amendment to
the Zoning Ordinance regarding block walls.
Mr. Sullivan presented the report and discussed a modification
clause that could be incorporated.
Discussion by the Commission.
It was moved by Commissioner DeTora, second by Commissioner
Cianciola that the consideration of amendment to the Zoning
Ordinance regarding block walls be continued to the January
19th Study Session for discussion time allows)

8. RESOLUTION 77-2 - A RESOLUTION OF THE PLANNING COMMISSION
RECOMMENDING TO THE CITY COUNCIL-APPROVAL OF
A CHANGE OF ZONE FROM.P-d TO R-1 FOR PROPERTY
LOCATED AT 3953 MUSCATEL STREET ( ZONE CHANGE
76-82).
It was moved by Commissioner Tury, second by Commissioner Cianciola
to adopt PC Resolution 77-2.
The Motion was withdrawn with the consent of the second.for
revision of the Resolution to include the condition that
Zone Change 76-82 was approved subject to the construction
of a six-foot block wall along the north property line
within one year.
Mr. Sullivan stated the Resolution would be revised and brought
before the Commission at the next regular meeting.
9, MATTERS FROM CITY OFFICIALS AND STAFF
A. Minor Modification to Amended CUP 62. Mr. Sullivan
presented a memorandum dated January 17, 1977 in which
the Council directed that CUP 62 be brought back before
the Commission to add the following condition:
5. The R-3 Zoned property owned by the Applicant
will not be used for the ingress or egress to.
the C-3 Zone, pursuant to Section 9121.3 of the
Rosemead Zoning Ordinance.
It was moved by Commissioner Lowrey, second by Commissioner
Cianciola and carried to incorporate Condition No. 5 in
Conditional Use Permit 62.

NOES: None
ABSENT: None
ABSTAIN: Ritchie
Commissioner Ritchie abstained from voting because of his
absence at the initial meeting when CUP 62 was approved.
B. Commission was polled for attendance at the IV.S,G,V.P,C.
Meeting, and the Planning Commissioner's Institute to
be held February 2-4, 1977 in Los Angeles.
C. Planning Commission Elections:
Chairman DeTora relinquished the gavel to the Secretary,
Pair. Dickey opened nominations for the Chairman of the
Planning Commission.
Commissioner Ritchie nominated Commissioner 'darvin Lowrey.
Commissioner Tury.nominated Commissioner DeTora.
Secretary Dickey entertained a motion to close nominations,

Mr. Dickey restored the gavel to Chairman DeTora and
congratulated him for his reappointment.
Chairman DeTora opened-..nominations for Vice-Chairman.
It was moved by Commissioner Cianciola, second by
Commissioner Tury and carried to nominate Commissioner
Marvin Lowrey for Vice-Chairman.

ABSTAIN: Lowrey
Commissioner Lowrey was appointed to Vice-Chairman of the
Planning Commission.
Chairman DeTora commented that he hoped in the future the
Commissioners would bring problems to him for discussion.
Vice-Chairman Lowrey expressed his hopes also that the
Commission would be closer knit in the future.
Commissioner Tury queried Staff as to the result of the
discussion with Mr. Denton, re: Trailer Parks.
Mr. Sullivan stated that Mr. Denton was informed of the
appropriate procedures, however the zone change was not
recommended.

ADJOURNMENT - There being no further business to-come
before the Commission it was moved and second to adjourn
to Wednesday, January 19, 1977 for a Study Session.
Chairman DeTora adjourned the meeting at 8:35 p.m.
