PC - 1976-13 - Recommending revisions with amendments to teh P-O, Professional Office ZonePC RESOLUTION 76-13 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD RECOMMENDING A REVISION WITH AMENDMENTS TO THE P-0, PROFESSIONAL OFFICE ZONE OF THE.ROSEMEAD MUNICIPAL CODE. THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: - Section 1.' that a publicT hearing Council Chambers of t Rosemead, California, place, and purpose of to law. The was ie R and the Planning Commission fonds and determines duly donducted on June,7, 1976, in the Dsemead City Hall, 8838 Valley Boulevard, that notice of the time, date, and aforesaid hearing was given according Section 2.' The Planning Commission finds that a Negative Declaration was prepared and that no significant adverse environmental effects were identified or associated with the proposed revision of the P-O,.Professional Office Zone. The Planning Commission further finds that the Negative Declaration was prepared in compliance-with the California Environmental Quality Act (CEQA) and the Guidelines for the,Implementation of CEQA, and Rosemead Resolution 75-28. Section' 3. The Planning Commission further finds that the proposed amendments to the-P-0 Zone will not have a significant adverse effect on the environment:; as: a. The revision will enhance efficiency in enforcing the P-0 Zone requirements. b. The revisions will define more clearly the development standards of the P-0 Zone. C. The revisions will provide for additional uses in the P-0 Zone, which would provide additional services for the public conven- ience.in the surrounding community. d. The amendments are of a minor nature. Section 4. The Secretary shall certify to the adoption of this 'Resolution and transmit copies-thereof to the City Clerk of the City of Rosemead. The following regulations small apply in the P-0 Professional Office Zone unless otherwise provided in this Chapter. 401. 9-9-75 9108.1 Uses Permitted: A. Any use permitted in the R-3 Zone. 401 9-9-75 B. Professional offices for the following uses only: accountants, architects, attorneys-at-law,. chiropractors, chiropodists,-dentists, professional engineers, insurance agents, opticians, optometrists, osteopaths, physicians, surgeons, land appraisers and surveyors, stock brokers, real estate offices, employment agencies, travel agencies, and.teleohone- answering service,.and other professional offices or related uses which in the opinion of the Planning commission are similar in character. C. The assessory buildings necessary or incidental to such use located.or_ the same lot or parcel of land. D. Accessory commercial use of the following type provided there are no exterior advertising and the total combined square footage of such use does not exceed 20% of the gross floor area of .the building: i Pharmacies 9108.2 Building.Heiaht Maximum. Fifty (50) Feet. Except when proposed for single family residentiaL;'height shall comply with Section 9104.2. 9108.3 Front Yard Minimum. Ten (10) feet. Except when proposed ror single amily residential, front yard minimum shall comply faith Section 9104.3. 9108.4 Side Yard Minimum. None , except.all buildings used.. exclusively for dwelling purposes shall comply with the provisions of the R-3 Zone. 401 9-9-75 9108.5 Pear Yard Minimum. T:aenty.,(20) feet. Where there is an alley at the rear of the lot, such rear yard maybe measured to the center of said alley. --.9108.6: Lot Area Minimum. None, except all buildings used exclusively for dwelling purposes shall comply with the provisions of the R-3 Zone. 9108.7 Parking Requirements. For all professional offices not lessrking space shall be provided on the same site as there is floor space in the office buildings. For all other buildings, the parking requirements shall be as provided in Part XXII. 9108.8 Landscape & Irrigation Plans. Landscape and irrigation plans, including the type and location of plant materials to be used, shall be provided and subject to the approval of the Planning Director. 401 9-9-75 A. Parking Lot Landscaping. A minimum of one tree per 1500 square feet of parking area is required. Said trees may be. located in groupings or in regular inter- vals or in such a.manner as to enhance the appearance of the parking lot. All landscaped areas shall be provided with.a permanent irrigation system installed below grade except for sprinkler heads. 9108.9 Signs. Content and location; any exterior sign displayed shall pertain only to the nam'e' and address or use conducted within the building,. shall be attached flat against a wall of the building and parallel with its horizontal dimension and shall front on the principal street,'a parking area in the rear, or,. in the case of a corner building, that portion of the si,2e street within fifty (50) feet of the principal street. In no case shall a sign project above the roof line, have moving parts, flashing lights or, animated lighting. The total area of such signs shall not exceed one, (1) square, foot of sign area for each two (2) linear feet of building frontage... The square footage of a sign made up of letters, words, or symbols.within a frame shall be determined from the outside edge of the frame itself. The square footage of a sign.composed of only letters, words, or symbols shall be determined from imaginary straight lines drawn around the entire copy or grouping of such letters, words, or symbols. Only those portions of the construction elements that are an integral part of the sign itself shall be considered in the allocation of square footage allowed. An obvious border designed as an integral part of a sign. shall be calculated in the total square footage allowed. 9108.10 Fences. when any PO zoned lot has a common side or rear lot line with any R zoned property, a six (6) foot solid masonry wall shall be constructed and maintained along all such common side or rear lot lines, and a row of closely spaced trees shall be planted adjacent to the wall subject to the approval of the Planning Director. -2- J 9108.11 Trash. Each lot shall be provided with facilities for the storage, and collection of trash as follows: - Trash area shall be enclosed by a five foot high, solid masonry, brick or concrete wall except for access way which shall be-enclosed with solid decorative gates of the same height. Adequate vehicular access to and from.such trash area shall be provided. Trash areas shall be maintained in a closed manner at all times to prohibit visibility from public rights- of-way or adjacent property. 4
