A RESOLUTION OF THE PLANNING COMMISSION-
OF THE CITY OF ROSEMEAD RECOMMENDING
AMENDMENT OF SECTION 9106'.1.'OF'JTHE
ROSEMEAD MUNICIPAL CODE
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES RESOLVE THAT:
Section 11. The Planning Commission hereby finds that a
public hearing was duly'set for March 15, 1976, -at 7:30 p.m., in
the Council Chambers of the Rosemead City. Hall, at 8838 Valley
Boulevard, Rosemead, California, and that a notice of the time,
date, and place of such hearing was duly given, and that such
hearing was duly held at the aforementioned time and place.
Section 2. Rosemead Municipal Code Section 9106.1, as
presently in.T force, is the municipal code section which states the
uses permitted in.the R-3 (multiple residential) zone. As presently.
drafted, said section is noncumulative in nature and does not permit
R-1 (single family) and R-2 (duplex) uses as a matter of right.
Section 3. The Planning Commission finds that the high
cost of apartment construction coupled with a desire for a reduction'
in the general level of density within the city makes the inclusion
of single family and low density residential uses a ,desirable addi-
tion to the R-3 zone.
Section 4. The Planning Commission further finds and deter-
mines that a negative declaration was prepared on the proposed amend-
ment to Section 9106.1 of the Rosemead Municipal Code and that no
significant adverse environmental effects were identified as stemming
from the proposed amendment.' The Planning Commission further finds-
that the negative declaration was prepared in compliance with the
California Environmental Quality Act (CEQA), the guidelines-for the
implementation of CEQA, and Rosemead Resolution 75-28.
Section 5. The Plan ning.Commission•further finds that
Rosemead Municipal.Code Section 9106.1.should be amended to add
sub-section E as follows: !
Any use permitted in the R-1 and R-2 Zones."
Section 6. The Planning Commission further finds that such.
ani amendment would permi-t .the, owners. of; vacant property, currently
zoned R-3, to construct either single family or duplex 'living,quarters,
and further finds that such an amendment would be consistent with the
Land Use Element of the Rosemead General Plan.
Section 7. The Planning Commission hereby recommends to
the City Council'that the City Council of the City of. Rosemead adopt
an ordinance amending Section •9106.1 of the Rosemead.Municipal Code,
to include, as uses,permitted in.the R-3 zone, all uses which are
permitted in the R-1 and R-2 zones.

Section 8. The Secretary of the Planning Commission shall
certify to the adoption of this Resolution and transmit copies thereof
to the Rosemead City Clerk.
