ROSEMEAD TRAFFIC COMMISSION MEETING
January 14, 2010
The Regular meeting of the Rosemead Traffic Commission was called to order by Chairman
Masuda at 7:03 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

Commissioner Lewin, Commissioner Hall

Itagaki, and Administrative Assistant Llamas
1. PUBLIC COMMENTS FROM THE AUDIENCE
Howard Kyi would like the Traffic Commission to do some traffic improvements at Walnut Grove
Ave. /Mission Dr., southbound left turn pocket at Walnut Grove/Ramona Blvd. and improve visibility
issues along Muscatel Ave. /Ramona Blvd.
In response to Mr. Kyi's comments, Commissioner Lewin clarified the improvements recommended
and specific locations.
Steven Ly briefed the Traffic Commission that the City has been affected by state budget
problems. In response to these problems, he informed the Commission about the 100/100 pledge.
This effort is aimed at protecting local resources dedicated to fixing street, public transportation,
public safety, traffic improvements and emergency response programs.
2. CONSENT CALENDAR
December 3, 2009 minutes were removed from the Consent Calendar for minor corrections.
After discussing corrections, Commissioner Lewin made a motion, seconded by Commissioner Hall
to approve the minutes of the December 3, 2009 Traffic Commission Meeting. Votes resulted in:

3. OLD BUSINESS
A. NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM - TOOLBOX OF TRAFFIC
CALMING MEASURES
Staff showed the Traffic Commissioners a PowerPoint on the Neighborhood Traffic Management
Program-Toolbox of Traffic Calming Measures. She also gave the Commissioners some
recommendations on some do's and don'ts that the City should consider.
Commissioner Deary commented that he would've preferred more examples of programs used in
smaller-sized cities.
Commissioner Lewin asked for some clarification on some of the items that staff had suggested.
He would still like to have speed humps and speed tables included in the toolbox.
Vice Chairwoman Russell concurs with Commissioner Lewin to have speed bumps and humps
included in the toolbox. She also informed the Commissioners that they installed the dividers on
Angelus Avenue and discussed their appearance.
Commissioner Hall concurs with Vice Chairwoman Russell and Commissioner Lewin and would
also like to have the speed bumps and speed humps included in the toolbox. Commissioner Hall
would also like to have signs put up that encourage drivers to slow down.
Commissioner Lewin would like to have the Toolbox Measures advertised in the city newsletter.
Chairman Masuda discussed establishing criteria for different toolbox measures and the public
outreach process involved prior to installing traffic calming devices.
4. STAFF REPORTS
Staff reviewed monthly,updates items to look focin next months-meeting, and approved items by
the Council
5. COMMISSIONER REPORTS
Commission Hall gave kudos to the Public Works Department for all the work that they've done.
Commissioner Hall would also like to have something done in regards to bike riders riding on the
wrong side of the street and sidewalks. She would like staff to post up signs prohibiting bike riders
from riding on the sidewalks, especially in busy areas.
Vice Chairwoman Russell thinks the dividers installed on Angelus Avenue were a good idea to
slow people down, but expressed concerns about parking conditions in the area.

Commissioner Lewin concurred with Commissioner Hall in regard to putting up signs for bike riders
in obeying traffic rules. Commissioner Lewin would also like staff to agendize the Pilot Program for
protected/ permissive turn signals so the Traffic Commission can also give their opinions and any
input they may have.
Chairman Masuda seconded Commissioner Hall's comments and thanked Public Works for all the
work they've done.
6. ADJOURNMENT
The meeting adjourned at 8:38 p.m. The next Traffic Commission meeting is scheduled for
February 4, 2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council
Chambers, 8838 East Valley Boulevard.
