TC - Item 3B - Request for Red CUrb at 2702 Del Mar AvenueROSEMEAD TRAFFIC COMMISSION
STAFF REPORT
TO: TRAFFIC COMMISSION
FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR
DATE: JULY 8, 2010
SUBJECT: REQUEST FOR RED CURB AT 2702 DEL MAR AVENUE
SUMMARY
City staff received a letter requesting that red curbing (designating parking restrictions) be
added at 2702 Del Mar Avenue. Staff spoke with the property owner, Juan Nunez,
regarding traffic conditions at this location. Mr. Nunez indicates that parked cars in front of
his property reduce visibility and create an unsafe driving condition. He is requesting the
installation of red curb to improve visibility.
Staff Recommendation
It is staffs recommendation that the Traffic Commission recommend to the City Council
that approximately 15 feet of red curbing be installed at 2702 Del Mar Avenue.
ANALYSIS
Del Mar Avenue is approximately 50 feet wide with one traffic lane for both northbound and
southbound traffic. Opposing lanes of traffic are separated by a double yellow centerline
marking. The posted speed limit on Del Mar Avenue (from Garvey Avenue to Graves
Avenue) is 35 mph.
Field observations were made at the vicinity of 2702 Del Mar Avenue in late morning and
late afternoon hours of a regular weekday. On street parking in this area is moderate to
heavy on both the east and west side of Del Mar Avenue. Most sections of on-street
parking are located in long curb and gutter stretches (over 25 feet) in between driveway
approaches.
There is approximately 15 feet of curb and gutter in between the driveway approaches at
2702 Del Mar and 2696 Del Mar. Staff spoke with Mr. Nunez and his family regarding the
request for parking restrictions. Mr. Nunez indicated that vehicles routinely block a portion
of adjacent driveway approaches and make ingress and egress from his driveway difficult.
Mr. Nunez further maintained that vehicles parked in this location create a visibility
impediment and make it challenging to exit his driveway. As a result, he is requesting that
red curbing be installed at this location.
Photographs of the existing street conditions are included in your packet for further review.
There is existing red curbing adjacent to the property at 2712 Del Mar Avenue. This stretch

To Whom it May Concern:
Please accept this as our official request to have the curb outside our parent's residence, located at
2702 Del Mar Avenue, in Rosemead, converted to a no parking zone.
This request is being submitted based on the following conditions:
1. Area is insufficient parking for (1) vehicle.
2. Causes blocked view and unsafe egress.
3. Area not available for trash cans for collection.
4. The curb outside residence located at 2712 was converted to a no parking zone for similar
reason(s).
Due to this space being insufficient for parking, we have had vehicles parked in this space which have
blocked their driveway and also block the line of vision for a safe exiting of driveway. There have also
been numerous vehicles sideswiped due to the close proximity to vehicles making left hand turns onto
Newmark Avenue. In addition, for the past 40 plus years our parents have used, this space to place their
trash cans out for collection. However, this space is rarely available for their cans, and it is almost -
impossible to get individuals to relocate their vehicles. (Note: Cans left on sidewalk are not collected)
The curb outside the residence at 2712 was converted to a no parking zone for parking issues similar to
those of our parents. This curb measures 16 feet, while the curb outside our parents residents only
measures 13 feet.
Therefore, we would like to thank the Traffic Commission and the City Council Members for their time
and consideration of this important matter.
If you have any questions, please feel free to contact Christina Nunez at (626) 233-4453; or Cecilia
Cabrinha at(626)756-6955.
Very truly yours,
Christina Nunez and Cecilia Cabrinha, Daughters of Juan and Lucy Nunez
