The Traffic Commission took the following action:
A. EASTBOUND TRAFFIC LANES ON MARSHALL STREET AT TEMPLE CITY
BOULEVARD. This was a request from Ms. Dolly Leong to review the
circulation pattern at this location. She was interested to reconfigure the lane
restrictions to allow for increased movement of vehicles to turn right (south)
onto Temple City Boulevard. The Commission voted 5-0 to receive the report
with no action recommended.
Therefore, there will be no follow up to this meeting.

APRIL 6. 1995
A regular meeting of the Rosemead Traffic Commission was called to order
by Chairman Tirre, at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, California 91770.

I. APPROVAL OF MINUTES
It was moved by Commissioner Knapp, seconded by
commissioner Larson, and carried unanimously to approve
the minutes for March 2, 1995.

III. OLD BUSINESS
A. PARKING RESTRICTIONS IN FRONT OF WILLIAMS SCHOOL
(2444 NORTH DEL MAR AVENUE)
Deputy Traffic Engineer Itagaki stated that staff met with
Mr. Frank Busigin, principal of Williams School. This
meeting took place on March 22, 1995, with Commissioner
Larson also in attendance.
The release times of the school were observed, it was then
suggested to relocate the bus loading zone north of its
present location.
Mr. Busigin was concerned with having the students, wait
for the bus at the proposed location. However, there
would not be a change to the students current location to
wait for the bus. Students will still wait for the bus in
the large grassy area in front of the school.
Mr. Busigin was in favor of moving the bus zone in front
of the school's parking lot.
RECOMMENDATION:
Based on the discussions with Mr. Busigin and the past
agenda reports on this subject, the following
recommendations were made:
1. Extend the existing yellow curb northerly to the
proposed red curb and remove the "Bus Zone"
designation of the existing yellow curb.
2. Remove the "No Parking 7:00 a.m. -"5:00 p.m. Days"
restriction in front of the Williams School.
3. Remove the green curb in front of the parking lot of
Williams school and install 60 feet of yellow curb
designated "Bus Zone" in its place with 20 feet of
red curb adjacent to the "exit" driveway of the
parking lot.
4. Extend existing red curb north of "entrance" driveway
southerly to the "entrance" driveway (10 feet).

Commissioner Knapp commended Commissioner Larson and
Joanne for going out there and working with the Principal.
Vice-Chairman Alarcon recommended that we notify the
school, so-they have an opportunity to inform the parents
of the changes that are forthcoming.
It was moved by Commissioner Knapp, seconded by
commissioner Larson, and carried unanimously to approve
the Traffic Engineer's recommendation.
B. GUARDRAIL ON TEMPLE CITY BOULEVARD AT OLNEY STREET
Deputy Traffic Engineer Itagaki stated that at the request
of Commissioner Knapp, this request for guardrail on
Temple City Boulevard at Olney Street is being
re-evaluated.
This request was first brought to
on September 1, 1994. After this
follow-up items on the subject we
and November, 1994 meetings. The
discussions was the denial of the
guardrail by a 4 to 1 vote by the
the Traffic Commission
initial review,
re placed on the October
final outcome of these
placement of the
Commissioners.
The conditions set forth in the September, 1994, agenda
item are unchanged. Three additional accidents have been
recorded in the City's accident history since the last
analysis.
The additional accident history identified in this report
does not identify a consistent problem of "run-off-road"
or "hit fixed object" accidents.' These types of accidents
might reveal the need for guardrail.
The intersection of Temple City Boulevard and Olney Street
does not meet the guidelines set forth by the Caltrans'
Traffic Manual for the installation of a guardrail.
However, these are only guidelines and they may not be an
appropriate evaluation for this location.
Staff has reconsidered the installation of a guardrail at
this location based on the following points:
1. The off-ramp from the westbound I-10 freeway is at a
right-angle and guardrail exists on the curve with a
20 mph curve warning sign. Vehicle speeds from this
ramp are estimated between 25 and 40 mph.
2. There are no similar ramp configurations in this
City. Most ramps have full access (on/off and
eastbound/westbound) to the freeway. There are other
streets that cul-de-sac within an off-ramp; however,
these streets are generally located away from the
curve of the ramp.
3. This off-ramp leads directly into a residential
area. Other locations access onto a wider roadway or
commercial area.
4. There have been documented instances of vehicles
"running-off" Temple City Boulevard onto Olney Street
and into the yards of the adjacent residents.
RECOMMENDATION:
Based on these points, the installation of a guardrail on
the westside of Temple City Boulevard at Olney Street was
recommended.

Commissioner Larson inquired as to the cost of a
guardrail.
Deputy Traffic Engineer Itagaki stated that she was not
sure of the price.
Commissioner Larson feels Caltrans should donate some
money towards the cost of the guardrail.
Commissioner Knapp stated she is in favor of this
recommendation, and was wondering if we could look into
going back to the Caltrans and ask them about the trash
buckets with sand in them to off-set the speed.

Mr. Ruiz stated he would appreciate a guardrail being
installed at this location.
It was moved by Commissioner Knapp, seconded by
Vice-Chairman Alarcon, to approve the Traffic Engineer's
recommendation, with direction to work with Caltrans.
VOTE RESULTS:
YES: Tirre, Beezley, Knapp, and Alarcon
NOES: Larson
ABSTAIN: None
ABSENT: None
Commissioner Larson stated that he wanted his "No" vote to
reflect that he feels this might create further and or
another problem.
IV. NEW BUSINESS
A. INSTALL A 4-WAY STOP AT THE INTERSECTION OF MARSHALL
STREET AND ELLIS LANE
Deputy Traffic Engineer Itagaki stated that this request
was received from Councilman Taylor to evaluate the
intersection of Marshall Street and Ellis Lane.
Councilman Taylor is requesting the installation of a
4-way STOP at this location.
A request for the installation of a 4-way STOP at the
intersection of Marshall Street and Ellis Lane has been
brought before the Traffic Commission in the past. It was
the recommendation of the Deputy Traffic Engineer and
moved by the Traffic Commission to deny the request for
the installation of a 4-way STOP.
Marshall Street is a 40 foot wide east/west local
residential street. The prima facie speed limit is 25
mph.
Ellis Lane is a 40 foot wide north/south local residential
roadway. The posted speed limit on Ellis Lane is 30 mph.
A 24-hour traffic volume count was conducted on the
approaches to the intersection of Marshall Street and
Ellis Lane.
Pedestrians were not specifically counted at this
intersection. However, it is noted that this is a school
crossing location. The 1990 agenda item on this
intersection identified up to 37 pedestrians crossing
Ellis Lane during the peak period.

The accident history at this intersection was reviewed for
the period from January 1, 1989 through September 30,
1994. This review revealed one reported accident during
that period.
The visibility on the approaches to this intersection was
reviewed. An existing wooden fence on the northeast
corner of the intersection limits visibility for
southbound and westbound motorists. Other approaches to
the intersection provide adequate visibility.
Marshall Street and Ellis Lane revealed "No Parking Street
Sweeping" posted for both roadways. In addition, a street
light exists at the intersection
The intersection of Marshall Street and Ellis Lane does
not meet the requirements for the installation of a
traffic signal.
The recent accident history of this intersection
identifies one right-angle accident occurring in 1990.
The total traffic volume entering the intersection of
Marshall Street and Ellis Lane is approximately 2,800
vehicles per day. The peak hour traffic volumes are
significantly less than the 500 vehicles per hour for any
8 hours.
The purpose of STOP controls is to assign right-of-way.
The basic STOP control is typically assigned to the street
with the least volume of traffic. At one time, that was
probably the case at Marshall Street and Ellis Lane.
However, traffic conditions have changed and the traffic
volumes on both streets are almost equal - 56% on Ellis
Lane and 44% on Marshall Street.
With the traffic volumes being nearly equal, a 4-way STOP
control is necessary at the intersection of Marshall
Street and Ellis Lane for the rotation of right-of-way.
This is further supported by field observations which
indicate there is some hesitation in northbound and
southbound traffic approaching the intersection.
Motorists may be assuming there is a STOP associated with
the existing yellow crosswalk on the north leg of Ellis
Lane and thus slow down or stop causing confusion at the
intersection.
RECOMMENDATION:
Based on the nearly equal traffic volumes on Marshall
Street and Ellis Lane and the limited visibility for
southbound and westbound motorists, the following
recommendations were made:
1. Install STOP signs on Ellis Lane at Marshall Street
with appropriated limit lines and pavement markings.
2. Remove the two "SLOW SCHOOL XING" pavement markings
and attendant signs on Ellis Lane north and south of
Marshall Street.
It was moved by Commissioner Knapp, seconded by
commissioner Larson, and carried unanimously to approve
the Traffic Engineer's recommendation. With the addition
to replace with "Stop Ahead" pavement markings on the
north and south directions on Ellis Lane.
B. REVIEW TRUCK PARKING RESTRICTIONS ON GARVEY AVENUE
Deputy Traffic Engineer Itagaki stated that this request
was received from Ms. Barnett of 8659 Garvey Avenue. Ms.
Barnett indicates trucks are parking overnight on Garvey
Avenue. These trucks often start their engines early in
the morning disturbing the neighborhood.

Truck parking on Garvey Avenue seems to be a continuing
complaint. It is often associated with the many
automobile dealerships fronting the street. However, Ms.
Barnett's specific complaint is with regards to truck
parking overnight and starting their engines in the early
morning hours.
Currently, there are two basic parking restrictions on
Garvey Avenue. In general, these restrictions are no
parking during street sweeping and two hour parking during
business hours. There is no posted restrictions on
parking overnight on Garvey Avenue.
Parking control officers are continually used on Garvey
Avenue. These officers occasionally target trucks due to
the number of complaints received.
Rosemead Municipal Code (RMC) section 3313 does provide
the City the means of prohibiting parking of wide vehicles
on designated streets. This code is written as follows:
"3313. PARKING OF WIDE VEHICLES - PROHIBITED ON
DESIGNATED STREETS"
A. Whenever the City Council, upon recommendation of the
Traffic Commission, determines that traffic safety
requires the prohibition of the parking of wide
vehicles, no person shall park or leave standing any
vehicle having a maximum width in excess of eighty
(80) inches upon any street, except when necessary
for the purpose of making pick-ups and deliveries of
goods, wares and merchandise from or to any building
or structure fronting upon any street, or for the
delivery of building materials to a building site
fronting on any street, only while actual loading or'
unloading operations are in progress.
Due to the nature of the request of Ms. Barnett, staff has
no recommendation at this time. The options available to
the Traffic Commission were:
1. Receive and file this agenda item; or
2. Provide specific direction to staff regarding
additional study of truck parking on Garvey Avenue;
or
3. Make a recommendation regarding this request.

We're located between Burton and Bartlett. The frontage
of the property is actually a mini-storage property, we
live on the premises. The frontage of the property is
approximately 250 feet in length, about half-way down
there is a fire hydrant. The trucks that come have to
come in the westerly direction, and of course they see the
fire hydrant and park to the west of the fire hydrant.
This park zone is immediately in front of our property,
they also like to park there, because being with the
residents they feel safer with the truck.

Now, let me just put it to you what happened to the
drivers. Number #1 they leave and they will go and eat at
one of the restaurants, one will go east, one west.
Sometimes they sit there and watch the ball games on T.V.,
could be for hours, sometimes with the truck running. It
isn't just the starting of the engines that's the problem,
the main problem is the refrigeration units that are on
these vehicles. They make a tremendous noise, our bedroom
windows are approximately 12 feet from the curb, these
refrigeration units literally rattle the windows.
We have called the police out on numerous occasions as
they gentleman may be able to verify. We cannot get
through the gate if we go out very often, we cannot not
get back onto the property without vehicles. We cannot
sleep, these vehicles will be there for hours and hours
with these refrigeration units belching fumes into our
bedroom.
We took numbers off the truck, telephone numbers and
called the owners of the vehicle, we've been very, very
nice with these people, and ask would you please ask the
driver to park somewhere else, because of the noise, the
choking fumes. The answer is, what choke? This is not
the kind of answer we expect, we expect a little bit of
cooperation from these people.
A number of things have happened, the final straw was last
week, or probably the week before. When a truck with a
refrigeration unit was parked in front of our property for
approximately 6 hours, we could not sleep, we called, we
called the police again, we realize the police have better
things to do than continue to deal with traffic problems,
we are told by the police that their hands are tied, there
is not much they can do about it. At that point, six (6)
hours after the truck was parked there, the driver returns
to his truck, we explain the problem in a civilized
manner. 'His answer was, he didn't disturb me, I've been
to the motel sleeping for the night. At that point,
luckily, nobody lost their temper, however, this man then
exposed himself in front of my wife and urinated through
our fence.
This has been going on for a number of years, we've just
reached the limit of our patience regarding these trucks.
I know they have to park somewhere, we've now got the
problem that they've decided that in front of our property
it is now okay to unload the cars. Why at 3:00 in the
morning in front of our property. I am going to ask a
question to all of you, these vehicles when they park
there and when there is no noise coming from them, when
they turn the engine off, when the driver comes back he
always makes an early start at 3:00 or 4:00 o'clock in the
morning.
Has anybody ever seen a truck driver get into the truck,
start the engine, put it in gear and drive off? They
don't do that, they never do, watch them. They sit there
for 30 minutes with their engine running doing what they
have to do before they leave. We've just reached the end
of our patience. We respectfully ask that you recommend
no parking on Garvey Avenue during the night periods.

Administrative Assistant Holm stated that the Commission
could send a recommendation to the Council with your
interpretation of this code and requesting enforcement, to
see if they want to authorize traffic units to be cited
trucks during the night.
If this ordinance is not written the way you want it to
be, then we could draft an ordinance in a different
language to take to the Council.
Chairman Tirre suggested that Mr. Barnett's dialogue be
written verbatim and presented to the Council.
Commissioner Knapp asked Mr. Barnett who are his next door
neighbors.
Mr. Barnett stated that to the west there is a marble
workshop, to the east there is a small restaurant.

Mrs. Barnett asked if the fire hydrant that is
approximately 125 feet from their front gate, is it
possible to make that a red curb.
Commissioner Knapp suggested painting the curb red for an
extension of 4 or 5 feet either way.
It was moved by Commissioner Knapp, seconded by Chairman
Tirre, and carried unanimously to post signs in the
appropriate locations throughout the City for vehicles 80
inches wide not parking overnight, and to paint the curb
red in front of the fire hydrant and on the driveway of
their property, 8659 Garvey Avenue.

A. City Council Actions
Administrative Assistant Holm stated that the City Council
took action on the following items:
1. The red curb on the corner of Valley Boulevard and
Temple City Boulevard near the Union 76 Station was
approved and implemented.
2. The red curb on San Gabriel Boulevard near the
shopping center at New and San Gabriel was also
approved.
B. Commissioner Workshop
Administrative Assistant Holm informed the Commission of a
Workshop on Saturday, April 22, 1995, at the Rosemead
Sheraton, starting at 8:00 a.m. Anyone interested needs
to let Carl know by Tuesday.
VI. COMMISSIONER REPORTS
Sheriff Liaison Miller gave an update as to the study on
Garvey Avenue and River.

REQUEST
A request was made by Ms. Dolly Leong, 9554 Ralph Street, at the
March 2, 1995 Traffic Commission meeting. Ms. Leong indicated the
eastbound traffic lanes of Marshall Street at Temple City Boulevard
are not being efficiently used. She stated that car'q travelling
straight delay the vehicles wanting to turn right. She felt this
was an excessive delay because the majority of vehicles turn right.
CONDITIONS
Marshall Street is a 40 foot wide east/west local residential
street. The intersection of Marshall Street and Temple City
Boulevard is controlled by a traffic signal. Marshall Street is
striped for one left turn lane and one through/right turn lane in
the eastbound direction at Temple City Boulevard. The prima facie
speed limit is 25 mph.
Temple City Boulevard is a 63 foot wide north/south secondary
arterial. It is striped for two lanes of traffic in each direction
with left turn lanes at Marshall Street. The posted speed limit is
40 mph.
Figure 1 depicts existing conditions.
DATA
The accident history at this intersection was reviewed for the
period between January 1, 1991 and September 30, 1994. This review
was specifically for accidents involving eastbound vehicles. The
reported accident history revealed two accidents involving
eastbound vehicles. These accidents are summarized below:

Turning movement counts were taken in 1992 at this intersection
during the AM and PM peak periods. This count was taken prior to
the 1993 installation of the traffic signal. A summary of these
counts is found in Figure 2 and the detailed counts are attached.
A one hour count of eastbound traffic on Marshall Street at Temple
City Boulevard from 8:00 - 9:00 AM was taken on March 22, 1995.
This count revealed the following:

DISCUSSION
Field review of the intersection of Marshall Street and Temple City
Boulevard was made during the AM peak period. This review and the
traffic counts confirm a higher volume of eastbound right turns on
Marshall Street than through traffic. However, analysis of the
1995 counts reveals 7 vehicles travelling eastbound through the
intersection during one hour. Translating this count to the
highest 1992 through volume equals approximately 42 eastbound
through vehicles during one hour. This is less than one vehicle
arriving at the intersection per minute.
With less than one eastbound through vehicle per minute arriving at
the intersection, a significant delay to the right turning vehicles
is not experienced. There may be times when the right turning
vehicles queue, or line-up, behind the through vehicle. This
delay, however, should be approximately 90 seconds (the cycle
length of the traffic signal).
It is recommended that no changes be made to the traffic lanes on
Marshall Street at Temple City Boulevard.
