A. REQUEST TO INSTALL RED CURB, 7500 BLOCK OF GRAVES AVE.
A request from Mr. Ronald Jones for the City to install red curb or no parking
restrictions on the north side of the street between Jackson and New Avenues.
RECOMMENDATION: Speed Enforcement plus Review Geometric Conditions.
B. MARSHALL STREET EAST OF WALNUT GROVE - CONGESTION.
This was a request from Commissioner Knapp to investigate the congestion
occurring on Marshall Street in conjunction with Jansen School and neighboring
Church.
RECOMMENDATION: Receive and File Report. .

ROSEMEAD TRAFFIC COMMISSION MINUTES
SEPTEMBER 7, 1995
The regular meeting of the Rosemead Traffic Commission was called to order
by Chairman Tirre, at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead, California 91770.

CALL TO ORDER
The Pledge of Allegiance was led by Commissioner Larson
The Invocation was delivered by Commissioner Knapp
I. APPROVAL OF MINUTES
It was moved by Commissioner Alarcon, seconded by Commissioner
Knapp, and carried unanimously to approve the minutes for August
3, 1995.

IV. NEW BUSINESS
A. REQUEST FOR GREEN CURB AT 2525 SAN GABRIEL BOULEVARD
Deputy Traffic Engineer Itagaki presented the staff report
regarding a letter received from Mr. Issa Farah requesting the
installation of green curb in front of his business at 2525 San
Gabriel Boulevard. Mr. Farah indicates the auto repair shop next
door often parks cars for long periods of time in front of his
business. Mr. Farah feels his business is greatly impacted by
this practice.
It was recommended that 112 Hour Parking, 7:00 a.m. to 6:00 p.m.,
Except Saturdays and Sundays" signs be posted on the west side of
San Gabriel Boulevard from Garvalia Avenue to Fern Avenue.
Administrative Aide Troyer stated that this business has a good
track record, and appears to be one of the cleanest liquor stores
in the City, and is well maintained.
It was moved by Commissioner Larson, seconded by Commissioner
Knapp, and carried unanimously to approve the Traffic Engineer's
recommendation.
B. REQUEST FOR "NO RIGHT TURN ON RED" SIGN AT ROSEMEAD
BOULEVARD AND LOWER AZUSA ROAD
Deputy Traffic Engineer Itagaki presented the staff report
regarding a requested from Councilman Imperial to investigate the
need for a "No Right Turn on Red" restriction for northbound
traffic on Rosemead Boulevard at Lower Azusa Road. Councilman
Imperial indicates there have been a number of accidents at this
location involving southbound left turns and northbound right
turns. Deputy Traffic Engineer Itagaki also stated that she
conferred with Caltrans regarding this location and they agreed
with the data and or recommendation.
It was recommended that the intersection of Rosemead Boulevard
and Lower Azusa road retain the existing level of traffic
control. The installation of a "No Right Turn on Red" sign was
not recommended.

It was moved by Commissioner Knapp, seconded by Commissioner
Larson, and carried unanimously to approve the Traffic Engineer's
recommendation.
C. REQUEST FOR ADDITIONAL TRAFFIC CONTROLS FOR CURVES IN THE
3600 BLOCK OF MUSCATEL AVENUE SOUTH OF MARSHALL STREET
Deputy Traffic Engineer Itagaki presented the staff report
regarding a request received from Mr. Malak Mohammad, 3622
Muscatel Avenue, for additional traffic controls in the vicinity
of the curves on Muscatel Avenue south of Marshall Street. Mr.
Mohammed indicates that STOP signs or speed humps are needed
because of the "dangerous curves". He also indicates this route
is used for cut-through traffic.
It was recommended that:
Westbound to Northbound Direction
1. Relocate W3 (Rt) and W6 (20) 95 feet westerly (closer to
the Curve 1).
2. Install W3 (Rt) and W6 (20) 60 feet from Driveway A
(easterly direction).
3. Remove W57 and Type N from the "head-on" position of Curve
1.
4. Install W81 in the "head-on" position of Curve 1.
Southbound to Eastbound Direction
1. Relocate W3 (Lt-Mod) from Curve 1 to 15 feet from Driveway
A (easterly direction).
2. Install W81 in the "head-on" position of Curve 1.
Commissioner Knapp inquired if on the guardrail we could put
reflective arrow markings with white reflective tape.
Deputy Traffic Engineer Itagaki stated that this is not a
standard procedure anymore.

Mr. Mohammad stated that he would like to see the speed bumps
installed to reduce speeds at this location.
Chairman Tirre stated that staff will contact the Sheriff's
Department and have them put up the radar trailer at this
location when it becomes available.
It was moved by Commissioner Larson, seconded by Commissioner
Knapp, and carried unanimously to approve the Traffic Engineer's
recommendation.
V. STAFF REPORTS
Administrative Aide Troyer stated that the City Council Actions
of August 22, 1995, are to be received and filed.
Administrative Aide Troyer also stated that the minutes for the
West San Gabriel Valley Traffic Forum Meeting were attached, and
are to be received and filed.
Commissioner Alarcon asked Deputy Traffic Engineer Itagaki to
explain what the West San Gabriel Valley Traffic Forum does.
Deputy Traffic Engineer Itagaki explained a little about what the
forum does and when it meets.

Commissioner Larson made a comment regarding the flags on Garvey
Avenue.
VII.
There being no other business to come before the Commission, the
meeting was adjourned at 7:35 p.m. The next meeting will take
place on October 5, 1995.

RE: 7500 BLOCK OF GRAVES AVENUE - EXCESSIVE SPEEDS AND
VISIBILITY FROM DRIVEWAYS
REQUEST
A request has been received from Mr. Ronald Jones, 7517 Graves Avenue, regarding
the vehicles traveling on Graves Avenue. Mr. Jones indicated the vehicles are
traveling on Graves Avenue at excessive speeds and that exiting the residential
driveways on the north side of the street is "very dangerous". Mr. Jones has
requested the installation of red curb in front of his residence and to the east to
increase visibility from his driveway.
CONDITIONS
Graves Avenue is a 56 foot wide east/west roadway striped by one lane of traffic in
each direction separated by a two-way left turn lane. Parking is allowed on both sides
of the roadway. The fronting uses on the north side of Graves Avenue is residential
and on the south side is primarily the Maryvale School. There is a horizontal curve
that starts near New Avenue and rises towards Jackson Avenue. The posted speed
limit is 35 mph.
DATA
The reported accident history from January 1, 1992 through March 31, 1995 was
reviewed for Graves Avenue between New Avenue and Jackson Avenue. There were
three intersection accidents reported at Stevens Avenue, Jackson Avenue and New
Avenue (one at each location). There were two mid-block accidents reported. These
accidents are summarized below:

DISCUSSION
During the field review of Graves Avenue, it was noted that few vehicles were parking
on the north side of the roadway. This was during the late afternoon and may not be
when the majority of vehicles park on the street. The speeds on Graves Avenue were
also observed. Most vehicles appeared to be exceeding the 35 mph speed limit.
Mr. Jones' concern is speeding vehicles on Graves Avenue and the associated
problem with exiting driveways. The favorable accident history does not identify a
problem with vehicles exiting driveways. This would indicate vehicles are traveling
with due caution on Graves Avenue and while exiting the driveways.
RECOMMENDATION
Due to the speeds observed on Graves Avenue, it is recommended the radar speed
trailer be stationed on Graves Avenue at the next possible opportunity. This should
be followed-up with selective enforcement by the Sheriff's Department.
In addition, staff will review the geometric conditions on Graves Avenue with the
Deputy City Engineer. This review will determine if a change is possible to improve
visibility. Staff will report the findings to the Traffic Commission when completed.

RE: MARSHALL STREET EAST OF WALNUT GROVE AVENUE - TRAFFIC
CONGESTION
REQUEST
Commissioner Knapp requested staff to review the location of Marshall Street east of
Walnut Grove Avenue due to the traffic congestion occurring especially in the morning
peak hour. During this period, traffic from Janson School, commuter traffic and traffic
associated with the First Evangelical Church of the San Gabriel Valley (Church) cause
congestion and confusion on Marshall Street.
CONDITIONS
Marshall Street is a 40 foot wide east/west roadway striped for one lane of traffic in
each direction. Opposing lanes of traffic are separated by a single yellow skip stripe.
Marshall Street at Walnut Grove Avenue is a signalized intersection. The posted
speed limit on Marshall Street is 30 mph.
Janson School is on the south side of Marshall Street. There is limited on-site parking
for the School. Marshall Street is used as the primary pick-up and drop-off for
students. School begins at 8:00 am for all grades and K - 3rd releases at 1:30 pm
and 4th - 6th releases at 2:00 pm.
The Church is on the southeast corner of Marshall Street and Walnut Grove Avenue.
There are approximately 30 parking spaces on the south and east sides of the Church.
The Church also has a parking lot on the north side of Marshall Street with access on
Marshall Street and Walnut Grove Avenue.
The El Monte/Rosemead Adult School District uses the Church for an ESL education
class. Classes begin at 8:00 am and release at 4:00 pm. There are approximately 50
students attending class. Students use the parking on the Church site and the parking
lot on the north side of Marshall Street. Primary access for the north parking lot is
from Marshall Street. There is an access on Walnut Grove Avenue north of Marshall
Street that was closed during field review.

DATA
The reported accident history from January 1, 1992 through March 31, 1995 was
reviewed for the vicinity on Marshall Street east of Walnut Grove Avenue. There were
no reported accidents associated with vehicles turning left from Marshall Street in to
the north parking lot of the Church. In addition, the reported accident history for the
vicinity of Walnut Grove Avenue north of Marshall Street was reviewed. This review
did not identify any reported accidents in the vicinity of the north parking lot
driveway.
DISCUSSION
Staff reviewed the location during starting and ending times of Janson School. The
morning peak was identified as the most congested. This is due to the beginning
times of Janson School being the same as the Adult School as well as commuter
traffic traveling on Marshall Street.
Students of the Adult school are turning left from Marshall Street to access the north
parking lot. Vehicles traveling westbound on Marshall Street are controlled by the
traffic signal at Walnut Grove Avenue. This causes congestion, confusion and
frustration in both directions of Marshall Street.
Staff contacted the Church and was informed the school was being conducted by the
El Monte/Rosemead Adult School District. Staff contacted Mrs. A. Navarro of the
District to discuss our concerns.
Mrs. A. Navarro then spoke with her teachers at the Church. She indicated the
teachers will open the gate on Walnut Grove Avenue and keep the gate closed on
Marshall Street during the morning peak. The Walnut Grove Avenue gate will be
closed by the last student arriving for class. The Marshall Street gate will be opened
later in the morning.
One concern of Mrs. A. Navarro was the safety of the vehicles in the north parking
lot with the Walnut Grove Avenue gate opened. The Adult school has had problems
with cars being vandalized. They hoped the closing of the gate with the arrival of the
last student will reduce the chances of this happening. Mrs. A. Navarro indicated if
they find there is a problem she will contact City staff.
RECOMMENDATION
It is recommended the Commission receive and file this report. Staff will notify the
Commission of any complaints arising from the actions described in this report.
