Valley Blvd., Rosemead, CA 91770 ROSEMEAD TRAFFIC COMMISSION OCTOBER 1. 1998 A regular meeting of the Rosemead Traffic Commission was called to order by Chairman Tirre, at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead. ROLL CALL Present: Chairman Tirre Commissioners: Knapp, Ruiz & Quintanilla Absent: Commissioner Baffo Ex Officio: Administrative Aide: Jessica Wilkinson Deputy Traffic Engineer: Joanne Itagaki CALL TO ORDER The Pledge of Allegiance was led by Chairman Tirre The Invocation was led by Commissioner Knapp I. APPROVAL OF MINUTES It was moved by Commissioner Knapp, seconded by Commissioner Quintanilla and carried unanimously to approve the minutes for September 3, 1998, with the following amendments: a. Commissioner Ruiz would like his abstained vote to reflect this concerns over the high cost of red curb maintenance. b. Deputy Traffic Engineer Itagaki stated that Monica Suter's last name was misspelled. H. ORAL COMMUNICATIONS FROM THE AUDIENCE - NONE M. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST FOR REMOVAL OF RED CURB AT 1216 WALNUT GROVE AVENUE Deputy Traffic Engineer Itagaki stated that this request was received from Mr. Howard Tong for the removal of red curb in front of his residence at 1216 Walnut Grove Avenue. Mr. Tong is requesting the removal of red curb to provide additional parking for his residents and guests. Mr. Tong has requested consideration of allowing evening and weekend parking on Walnut Grove Avenue. Walnut Grove Avenue is a 64-foot wide north/south roadway with a posted speed limit of 45 mph. There are two lanes of travel in each direction separated by a two-way left turn lane. The northbound curb lane is 14 feet in width. This width does not provide for a travel lane and parking. Therefore, the east side of the roadway is posted with "No Stopping Any Time" signs and red curb. The southbound curb lane is 18 feet in width. This width allows for a travel lane and parking. Therefore, the west side does allow parking certain areas. Those areas where parking is prohibited are posted with "No Stopping Any Time" signs and red curb. In front of 1216 Walnut Grove Avenue, there is a portion of unpainted curb which allows parking. This is the only portion of curb in this vicinity pot restricted by parking signs or red curb markings. The curb lane width remains 14-feet at this location. Staff has contacted Mr. Tong by phone and indicated to him the curb lane is too narrow to allow parking in front of his property. The lack of red curb in front of 1216 Walnut Grove Avenue may have occurred during sidewalk repairs. Often times sidewalks are repaired due to cracks or lifting of the sidewalk that can cause tripping hazards. When the repairs are made, replacement of the curb paint in sometimes overlooked. Mr. Tong has also requested the consideration of allowing weekend and evening parking on Walnut Grove Avenue. This type of parking is sometimes found on roadways experiencing heavy commuter-type traffic. Parking is allowed during non-peak commuter hours and weekends. This would increase on-street parking availability benefiting residents along Walnut Grove Avenue. Staff, however, believes there would also be an increase in accident potential. Staff anticipates an increase in the following type of accidents: Rear-end accidents: Northbound vehicles traveling in the curb lane would need to transition to the number 1 lane when vehicles are parked along the curb. If the northbound vehicles are unable to transition, a rear-end type accident could occur with the parked vehicles. Sideswipe accidents: If the northbound vehicles are unable to transition, they may try to avoid the parked vehicle and thus sideswipe an adjacent northbound vehicle. Broadside accidents: With vehicles being allowed to park on the east side, the visibility of vehicles from driveways entering traffic is affected. Entering vehicles will "creep" into traffic lanes and may cause or be involved in accidents. Overall, the benefit of parking for residents along Walnut Grove Avenue does not outweieh the increased accident potential. RECOMMENDATION: It was recommended that the no oarkine condition on the east side of Walnut Grove Avenue be retained due to the 14 foot curb lane width. In addition, it is recommended the red curb be replaced in front of 1216 Walnut Grove Avenue. The installation of weekend and evening parking on Walnut Grove Avenue is not recommended. Prior to the meeting a letter from Mr. Tong was passed around to the Traffic Commissioners. Commissioner Ruiz stated that he supports the no weekend parking and that his concern is with the increase in vandalism, and does not feel the request will help the situation. Commissioner Knapp pointed out that in the past, parking created problems in the subject area. The red curb was installed to alleviate such problems. Chairman Tirre addressed concerns regarding trash bins that are left out on Walnut Grove Avenue during trash collection days. Administrative Aide Wilkinson stated that she will contact Consolidated Disposal to look into this matter. It was moved by Commissioner Ruiz, seconded by Commissioner Quintanilla and carried unanimously to approve the Traffic Engineer's recommendation. V. STAFF REPORTS Del Mar/Hellman - Commissioner inquired as to when this will be taken to the City Council. Deputy Traffic Engineer Itagaki stated that as soon as it is scheduled, she will notify the Commission. San Gabriel Boulevard/Graves Avenue - Commissioner Knapp stated that the crosswalk is utilized mostly by children. Commissioner Ruiz stated that the median striping on Garvey Avenue is in bad condition He indicated that this includes all intersections on Garvey Avenue. He specified that all reflective tape is in need of repair. He suggested that a letter complimenting the work by Jimmy, one of the Traffic Operations technicians be sent. VI. COMMISSIONER REPORTS Commissioner Knapp informed the Commission that Councilman Imperial will be speaking at the Rosemead Community Center on Sunday, October 11th at 12:30 p.m. Commissioner Quintanilla asked staff to look into the signal timing at Temple City and Valley Boulevard. Northbound and southbound traffic on Temple City Boulevard. Commissioner Ruiz also stated that the left turn signal for the same site (Temple City Boulevard and Valley) caused a lot of traffic. Sgt. Robles informed the Commission that there will be 3 DUI checkpoints in the City between now and December, 1999. The first DUI (Driving Under The Influence) checkpoint in the City will be on December 18, 1998. V11. TO: HONORABLE VICE-CHAIRPERSON KNAPP AND MEMBERS ROSEMEAD TRAFFIC COMMISSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: NOVEMBER 23, 1998 SUBJECT: ENGINEERING AND TRAFFIC SURVEY FOR 1998 DISCUSSION As discussed at a previous Traffic Commission meeting, the City of Rosemead is currently surveying the prevailing speeds on various City streets. Attached is a list of the streets to be surveyed. Due to the construction work on Valley Boulevard, three streets will not be surveyed until construction is complete. These streets are Valley Boulevard, Mission Drive and De Adelena Street. With,the construction, altered traffic flow is anticipated on these streets and would not represent normal traffic conditions. An Engineering and Traffic Survey (E & T Survey) is intended to be the basis for the establishment, revision, and enforcement of speed limits for selected streets within the City. The E & T Survey enables the Sheriffs Department to utilize radar for speed enforcement. The California Vehicle Code (CVC) Sections 40801 and 40802 requires E & T Surveys be conducted before enforcement by radar is applied. The CVC also specifies the surveys must be conducted every 5 years. Elements of an Engineering and Traffic Survey include the measurement of prevailing speeds, reported accident history, and roadway characteristics not readily apparent to the motorist. The measurement of prevailing speeds is collected with the use of a hand held traffic radar. The speeds for a minimum of 50 vehicles in each direction, or a total of 2 hours, are observed and recorded. The surveys are conducted in good weather conditions and during off peak periods. The Statewide Integrated Traffic Records System (SWITRS) reports are used to determine the number of reported accidents on a given street segment. This information is then translated to an accident rate (accidents per million vehicle miles) and compared to average, or anticipated, accident rates on similar roadways. Page 2 Roadway characteristics not readily apparent to the motorist can include proximity to schools, uniformity with existing speed zones in adjacent jurisdictions, and pedestrian activity. They do not include width, curvature, grade or surface conditions of a roadway. A determination is made whether any roadway characteristics not readily apparent to the motorist are significant to warrant a change in the speed limit.
