ROSEMEAD TRAFFIC COMMISSION
A regular meeting of the Rosemead Traffic Commission was called to order
by Chairman Tirre, at 7:05 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

I. APPROVAL OF MINUTES
It was moved by Commissioner Baffo, seconded by Commissioner
Ruiz, and carried unanimously to approve the minutes for February 5,
1998,

Ms. Gunther thanked the Commission for installing the reflectors on
Marshall and Muscatel.

IV. NEW BUSINESS
A. BUS STOP LOCATION - EMERSON SCHOOL
Deputy Traffic Engineer Itagaki stated that Mr. Rolland Boceta,
Assistant Superintendent, Garvey School District has requested a bus
zone red curb for Emerson School. Mr. Boceta is requesting a bus zone
red curb be installed on Emerson Place at the corner of Jackson Avenue.
Mr. Glenn Clanton, substitute crossing guard has requested additional
red curb in the vicinity of the crosswalk on Emerson Place at Prospect
Avenue.
RECOMMENDATION:
It was recommended that 125 feet of red curb with "No Stopping Bus
Zone" stenciled in white be painted on the south side of Emerson Place
from Jackson Avenue westerly. It was further recommended that the
school district buses be directed to park as westerly as possible in the
red curb area to provide visibility at the crosswalk at Emerson Place and
Jackson Avenue.
It was also recommended that 20 feet of red curb be painted on the
north side of Emerson Place from Prospect Avenue westerly.
Commissioner Knapp had a concern with the length of the red curb, and
feels it will restrict parents from picking up and dropping off their
children.
Deputy Traffic Engineer Itagaki stated that the buses that arrive at this
location, are the large buses, leaving approximately 1000 ft for the
parents.
It was moved by Commissioner Knapp, seconded by Commissioner
Quintanilla and carried unanimously to approve the Traffic Engineer's
recommendation.
Commissioner Knapp thanked Mr. Glenn Clanton for bringing this item
to the Commission.
Mr. Glenn Clanton explained the situation that led him to bring this item
to the Traffic Commission.

B. TRAFFIC STRIPING ON SAN GABRIEL BOULEVARD
NORTH OF GARVEY AVENUE - BURGER KING
Deputy Traffic Engineer Itagaki stated that Commissioner Knapp
requested staff review the access of the Burger King development on the
north west corner of San Gabriel Boulevard and Garvey Avenue. In
addition, this development was conditioned to install additional traffic
controls to limit access of the site from San Gabriel Boulevard. Staff
agreed to review the required traffic controls after the development was
completed.
San Gabriel Boulevard is a 75 -foot wide north/south arterial roadway.
There are two lanes of travel in each direction separated by a double
yellow centerline. The posted speed limit is 35 mph north of Garvey
Avenue and 40 mph south of Garvey Avenue.
Garvey Avenue is a 76 -foot wide east /west arterial roadway. There are
two lanes of travel in each direction generally separated by a raised
median. The posted speed limit is 35 mph.
There are two access points to the site; one on San Gabriel Boulevard
and one on Garvey Avenue.
Staff did review preliminary site plans of the Burger King development.
At that time, staff determined the need to restrict access into the site
from San Gabriel Boulevard due to the lack of a turn lane to get vehicles
out of the through lanes of travel. In contrast, the access on Garvey
Avenue can occur from the left turn lane for the intersection of Garvey
Avenue and San Gabriel Boulevard.
Field review of the location indicated the southbound left turn lane is 11
feet wide. This width is not adequate to paint a double yellow median
and continue to provide a minimum lane width. Therefore, to comply
with the conditions of approval for the Burger King project and restrict
the northbound left turns from San Gabriel Boulevard into the site, the
installation of large botts dots is recommended. In addition, the
installation of a "No Left Turn" symbol sign is recommended to
supplement the large botts dots installation. These two recommendation
are similar to the installation at the Diamond Square entrance on Garvey
Avenue.
Commissioner Knapp was also concerned with the location of the
southbound right turn arrow in front of the driveway of the Burger King
site. Staff believes motorists will not be influenced by the right turn
arrow if they are intending to turn at Garvey Avenue.

Staff does not identify a significant problem with the driveway access on
Garvey Avenue. Vehicles turning left into the Burger King site are in
the left turn lane and out of the through travel lanes. Vehicles turning
left out of the site may find it more difficult but there are gaps in traffic
that allow access to the eastbound traffic flow.
RECOMMENDATION:
The installation of 60 feet of large botts dots and a "No Left Turn"
symbol sign is recommended on San Gabriel Boulevard north of Garvey
Avenue.
It was moved by Commissioner Baffo, seconded by Commissioner
Ruiz, and carried unanimously to approve the Traffic Engineer's
recommendation.
V. STAFF REPORTS
VI. COMMISSIONER REPORTS
Commissioner Knapp reminded the Commissioners of the Prayer
Breakfast to be held on Saturday, May 9th at the Rosemead Community
Center at 8:30 a.m.
Commissioner Knapp also reminded the Commissioners of the
Chamber Mixer at the Rosemead Community Center on Thursday,
March 12th, and feels all should attend.
Commissioner Baffo asked who would be responsible for a large hole in
the street on San Gabriel Boulevard across the street from McDonalds.
Commissioner Ruiz gave Commissioner Baffo the phone number to the
County that he could report this problem to.
Commissioner Ruiz wished Assistant City Manager Wagner a good trip
to Washington, D.C.
Commissioner Knapp asked if the intersection of Rush and San Gabriel
Boulevard was within our jurisdiction. She stated that the light seems to
stay on longer on Rush than on San Gabriel Boulevard.
Commissioner Ruiz stated that he would report this problem to the
County for Commissioner Knapp.
Sgt. Robles stated that the Sheriffs Department will be setting up a

Sobriety Check -Point on Friday, May 1, 1998.
Commissioner Tirre stated that he noticed someone knocked down all
the trees on the median on Garvey Avenue.
VII. ADJOURNMENT
There being no further business to come before the Commission, the
meeting was adjourned at 7:32 p.m.
The next meeting will be held Thursday, April 2, 1998.

RE: REQUEST FOR RED CURB IN THE VICINITY OF STEVENS
AVENUE AND HELLMAN AVENUE
REQUEST
Attached is a letter /petition from the residents of the 3200 and 3300 block of
Stevens Avenue. The residents are requesting the installation of red curb in the
vicinity of the intersection of Stevens Avenue and Hellman Avenue. They state
they are having difficulty turning into and out of Stevens Avenue with the on- street
parking allowed at the intersection. The letter /petition also included pictures of the
intersection which are attached.
CONDITIONS
Stevens Avenue is a 32 -foot wide north /south roadway which intersects Hellman
Avenue to form a "T" intersection. Parking is allowed on both sides of Stevens
Avenue except during street sweeping periods. There are no traffic stripes painted
on the roadway. The prima facie speed limit on Stevens Avenue is 25 mph.
Hellman Avenue is a 40 -foot wide east/west roadway with fronting residential
properties on both sides of the street. Parking is allowed on both sides of the
roadway. A double yellow stripe separates opposing lanes of traffic. The posted
speed limit on Hellman Avenue is 30 mph.
Figure 1 depicts these conditions.
DATA
The reported accident history at the intersection of Hellman Avenue and Stevens
Avenue was reviewed for the period from January 1, 1995 through February 28,
1998. This review indicated one reported accident in the vicinity of the
intersection. The accident occurred on Thursday, June 22, 1995, 10:20 a. m. The
accident involved a westbound vehicle proceeding straight broadsided an
eastbound vehicle making a U -turn. The primary collision factor was "unsafe
speed ".

DISCUSSION
Field review of the intersection did identify vehicles parked in the vicinity. It
appeared that the majority of the vehicles were parked for long periods of time.
Parking did occur up to the curb returns of both Hellman Avenue and Stevens
Avenue. The density of the parking on Stevens Avenue lessened as you traveled
south from Hellman Avenue.
The favorable accident history indicates vehicles are accessing /traveling the
intersection in a prudent manner. If there were accidents involving parked
vehicles, a correlation between the volume and location of parked vehicles might
be made.
Currently, Ingleside Hospital is responsible for cleaning the gutters on the east side
of Stevens Avenue from Hellman Avenue to their south property line. This was
approved at the request of the Hospital by City staff to accommodate the parking
needs of the facility.
The installation of red curb at the intersection will improve ingress and egress at
Stevens Avenue and Hellman Avenue. However, staff did identify red curb existing
on the south side of Hellman Avenue both east and west of Stevens Avenue. No
additional red curb, therefore, is recommended on Hellman Avenue.
RECOMMENDATION
The installation of 50 feet of red curb on the east and west sides of Stevens
Avenue at Hellman Avenue is recommended as depicted in Figure 1.

Re: Parking situation on Stevens Avenue
Madam, Gentlemen of the Rosemead Traffic Commission:
Problem: We, the residents of North Stevens Avenue, are experiencing great
difficulties in making left and right turns onto Hellman Avenue from Stevens Avenue or
onto Stevens Avenue going south due to vehicles parked on the very end of the street
on Stevens Avenue intersecting Hellman Avenue and Hellman Avenue intersecting
Stevens Avenue.
Solution: Paint the curbs red on both sides of Stevens Avenue (intersecting
Heilman Avenue), to the south for at least fifty feet or more and including Hellman
Avenue to the west and east. This will give the residents and others a much safer
ingress and egress. If possible, a white line in the center of Stevens from Hellman
south to just past the hospital parking lot exit would greatly help to keep moving
vehicles on the proper side of the street.

REQUEST
Vice - chairperson Knapp requested staff to investigate the possibility of installing a
southbound right turn only lane on Del Mar Avenue at Garvey Avenue. Vice - chairperson
Knapp indicated the lane appears wide enough to accommodate this movement. This is
based on experience with vehicles passing on the right of vehicles waiting at the signal.
CONDITIONS
Figure 1 depicts the southbound lanes on Del Mar Avenue north of Garvey Avenue.
DISCUSSION
Field review of the location identified the southbound curb lane as being 15 feet wide.
There is also a "Through Traffic Merge Left" sign approximately 200 feet north of the
intersection. This sign notifies motorists that the curb lane will merge with the adjacent
through lane. The curb lane merges south of the intersection.
Although the existing curb lane can be wide enough for some vehicles to pass on the
right, the 15 foot width is not adequate to stripe a separate right turn lane. Generally, the
minimum curb lane width, without parking, is 13 feet. This width will generally
accommodate vehicle travel on the street (11 feet) with an "extra" width of 2 feet in the
gutter area.
Therefore, a separate southbound right turn only lane on Del Mar Avenue at Garvey
Avenue is not recommended at this time.
