REQUEST
Traffic Commissioner Ruiz requested staff to review the intersection of Rio
Hondo Avenue and Marshall Street for the installation of STOP signs. A similar
request was reviewed by the Traffic Commission in May and June of 1994. At
that time, the staff did not recommend the installation of STOP signs due to the
traffic volumes not satisfying Caltrans guidelines.
CONDITIONS
Rio Hondo Avenue is a 40-foot wide north/south roadway with residential uses
fronting the street. A yellow skip stripe exists on the centerline of the roadway.
The posted speed limit is 30 mph. However, Savannah Elementary School is
located on the east side of Rio Hondo Avenue and therefore, the speed limit,
when children are present, is 25 mph. Rio Hondo Avenue is posted with the 25-
mph signs when children are present.
Marshall Street is a 40-foot wide east/west roadway with residential uses fronting
the street. A yellow skip stripe exists on the centerline of the roadway. The
posted speed limit is 35 mph.
The eastern terminus of Marshall Street intersects Rio Hondo Avenue forming a
T-intersection. Marshall Street is STOP controlled at the intersection. There is a
yellow crosswalk on the north leg of the intersection. Advance school crosswalk
signs and pavement legends are on Rio Hondo Avenue prior to Marshall Street
in each direction.
Figure 1 depicts existing conditions at the intersection of Rio Hondo Avenue and
Marshall Street.
DATA
A review of the City's reported accident records from January 1, 1996 through
June 30, 1998 was conducted. During this period, two accidents were reported

at the intersection of Rio Hondo Avenue and Marshall Street. These accidents
are summarized below:

Traffic count data was collected at the intersection during a normal school day.
Pedestrian counts were also collected at the intersection between 7:15-8:30 a.m.
and 1:45-3:00 p.m. The following is a summary of these counts

DISCUSSION
The Caltrans Traffic Manual outlines the guidelines for the installation of multi-
way STOP signs. These guidelines analyze the intersection's accident history,
traffic volumes, pedestrian volumes and delay experienced by the side street.
Attached is a summary sheet revealing the specific guidelines from the Caltrans
Traffic Manual and determining the need for STOP signs at the intersection of
Rio Hondo Avenue and Marshall Street.
For the intersection of Rio Hondo Avenue and Marshall Street, the summary
sheet reveals the accident guideline is not satisfied with only one correctable
accident occurring in the 2-1/2 years reviewed. The minimum traffic volume
guidelines are satisfied with the total vehicular volume entering the intersection
averaging greater than 500 vehicles per hour and the minor street volume
(vehicles and pedestrians) averaging greater than 200 units per hour.
RECOMMENDATION
Based on the analysis of the intersection, the installation of STOP signs on Rio
Hondo Avenue at Marshall Street is recommended. It is further recommended
that the appropriate advance warning signs for the proposed STOP signs be
installed. Figure 1 depicts the recommendations of this report.

The installation of multi-way STOP signs are based on the following:
1. Where traffic signals are warranted and urgently needed, the multi-way
STOP may be an interim measure that can be installed quickly to control
traffic while arrangements are being made for the signal installation.

a 12 month period of a type susceptible to correction by a multi-way STOP
installation. Such accidents include right- and left-turn collisions as well as

unanimously to approve the minutes for January 7, 1999.

A. OATH OF ALLEGIANCE FOR PUBLIC OFFICE
The secretary administered the "Oath of Allegiance for Public Office " to Diana Herrera,
for the position of Traffic Commissioner.
The Commission welcomed Diana Herrera on board as the new Traffic Commissioner.
B. REQUEST FOR STOP SIGNS ON HELLMAN AVENUE AT JACKSON
AVENUE.
Deputy Traffic Engineer Itagaki stated that a letter was received from Ms. Vonda
Dessaint, 7565 E. Columbia Street, for a four-way STOP at Hellman Avenue and Jackson
Avenue. Ms. Dessaint is concerned about the pedestrians crossing at this intersection.
Hellman Avenue is a 40-foot wide east/west roadway with a double yellow centerline.
There is one lane of traffic in each direction. Parking is allowed on both sides of the
roadway. The fronting land uses along Hellman Avenue is residential. The posted speed
limit on Hellman Avenue is 35 mph.
Jackson Avenue is a 36-foot wide north/south roadway with no striping on the street.
Jackson Avenue is STOP controlled at its intersection with Hellman Avenue. Parking is
allowed on both sides of Jackson Avenue. The prima facie speed limit is 25 mph.
A yellow school crosswalk exists on the west leg of the intersection of Hellman Avenue
and Jackson Avenue. A crossing guard controls this crosswalk during school hours.
There are advance pavement markings and signs alerting motorists of this crossing.
Pedestrian counts were estimated at the intersection based on field review. It is estimated
that 20 pedestrians cross this intersection during the two peak school crossing hours.
The warrant analysis indicates that two warrants (warrants 1 and 8), are satisfied.
Warrant 1 indicates the vehicular volume of the intersection meets the Caltrans guidelines.
Warrant 8 is a combination warrant that considers if Warrant I and Warrant 2 is 80%
satisfied.
The satisfaction of 2 of the 11 warrants indicates a need for traffic signal control at this
intersection.
RECOMMENDATION:
The installation of a traffic signal at Hellman Avenue and Jackson Avenue is recommended
to improve traffic flow and clarify vehicular right-of-way.
With the installation of a traffic signal at this intersection, the crossing guard is no longer
required for the safe movement of school aged pedestrians. It is recommended the
crossing guard be temporarily retained for 4 months after the installation of the traffic
signal. During this period, the crossing guard will assist in educating the school-aged
pedestrians on the pedestrian traffic signal indication ("Red Hand" & "Walking Person").
Staff will provide flyers to be distributed to the pedestrians and surrounding
neighborhood.
Commissioner Quintanilla inquired if the signal will be on a tight loop sensor.
Deputy Traffic Engineer Itagaki stated that the distance is at least 1000 ft. between them,
and won't interrupt the progressive movement of traffic. It will be green on Hellman
Avenue unless cars are stopped at Jackson Avenue for more than 10 seconds.
It was moved by Commissioner Ruiz, seconded by Commissioner Baffo, and carried
unanimously to approve the Traffic Commissioner's recommendation, with the addition of
triggering the signal north and south on Jackson Avenue. Commissioner Herrera
abstained her vote due to the fact that she was just present at the last meeting.
V. SILALF REPORTS
A. CITY-WIDE ENGINEERING AND TRAFFIC STUDY - UPDATE
Deputy Traffic Engineer Itagaki stated that a traffic study comes out every 5 years, and
has already been approved by the Council two (2) weeks ago. The only change was the
increase in speed limit on San Gabriel and Delta. The primary reason for the increase was
because south of this area (county) the speed limit is posted for 50 mph, and the 85% tile
in area was right near 45 mph. There will be three (3) streets that will be surveyed
(DeAdalena, Valley and Mission) at a later date.
B. INTERVIEWS FOR TRAFFIC OMMfS IONER - UPDATE
Administrative Aide Wilkinson stated that this past Tuesday, the City Council interviewed
9 applicants for the vacancy of Traffic Commissioner, and have appointed Diana Herrera,
as the new Commissioner.
Chairperson Knapp asked Diana Herrera to tell them a little about herself.
Commissioner Herrera stated that she works in Temple City for Coldwell Bankers Real
Estate Company, she has children who have gone to the schools in Rosemead and has
been a Rosemead resident most of her life.
VI. COMMISSIONER REPORT
Commissioner Baffa inquired as to a study that was going to be done on Landiswiew and
Walnut Grove.
Deputy Traffic Engineer Itagaki stated that everything should be working as it is
programmed to.
Commissioner Ruiz stated that on the north/west corner of Encinita Avenue and Mission
across from Rosemead Park, there's a "Mother's Cookies" truck that parks right 'on the
comer where the curb should be painted red.
Commissioner Ruiz stated that all the traffic signals on Valley, Mission and Rio Hondo,
they are staying red for approximately 7 seconds, all of them, all at once.
Commissioner Ruiz stated that on Temple City Boulevard, just north of Loftus, there are
"No Parking Anytime" signs and cars are parking there for 2-3 days. He feels the signs
should be re-posted where they are more visible.
Chairperson Knapp was happy to report that they are working on the left turn pocket at
Del Mar Avenue and Hellman and the traffic signal was fixed at Graves and Del Mar.
Chairperson Knapp stated that she was talking to the employees of Cal-Fed Bank at
Rosemead Boulevard and Valley, who informed her that their customers were getting
ticketed because of the signing during the construction process.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:25 p.m. The next scheduled meeting will be on April 1, 1999.
