JUNE 3, 1999
A regular meeting of the Rosemead Traffic Commission was called to order by Chairperson
Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead.

1. APPROVAL OF MINUTES
It was moved by Commissioner Quintanilla, seconded by Commissioner Ruiz and carried
unanimously to approve the minutes for May 6, 1999.

IV. NEW BUSINESS
A. PARKING RESTRICTIONS ON GARVEY AVENUE BETWEEN SAN
GABRIEL BOULEVARD AND DEL MAR AVENUE
Deputy Traffic Engineer Itagaki stated that in August, 1998, the Traffic Commission
approved the distribution of a "post card survey" of businesses on Garvey Avenue
between San Gabriel Boulevard and Del Mar Avenue. The survey was conducted in
response to various concerns from businesses and a specific request from three business
owners on Garvey Avenue requesting a 15-minute parking zone in front of their
businesses.
After revising the survey based on the Traffic Commission's comments and gathering the
business and property owner information, the surveys were sent out to seventy-two
business owners and/or property owners. The City received 12 responses.
The responses indicated that 10 of the 12 respondents had on-site parking and 9 of 12 had
on-street parking. Only 4 of 12 indicated they would prefer a change in the existing
parking restrictions. These 4 requested 20-minute parking zones and loading/unloading
zones. Overall, the existing parking restrictions on Garvey Avenue between San Gabriel
Boulevard and Del Mar Avenue appear to be acceptable to the majority of
business/property owners.
As discussed in the August 1998 Commission report, the three specific business owners
requesting the 15-minute parking zone area an "island" surrounded by the LA Auto
Auction. They have no on-site parking and on-street parking is often occupied. There are
basically two options with regards to this request:
Retain the existing 2-hour parking restrictions.
This would not alleviate the parking concerns and problems expressed by the
businesses. However, it would be consistent with the parking restrictions
throughout Garvey Avenue.
2. Install a 20-minute green zone including signs.
The 20-minute zone is more of a standard than a 15-minute zone. This zone
would accommodate the request of the businesses. However, some parking of
vehicles associated with the Garvey Auto Auction would be affected. The Auto
Auction does have a significant amount of available on-street parking surrounding
this "island" area that would be able to accommodate any vehicles displaced by the
20-minute zone.
The enforcement of the 20-minute zone is more time consuming than a 2-hour
parking restriction. This may be minimized if the 20-minute zone is specified for
only certain days when the parking for the auto Auction is heavy. Example: "20-
minute parking Tuesdays and Fridays" with 2-hour parking Except Saturdays and
Sunday". If a combination of parking restrictions is proposed, the green curb
would not be installed.
RECOMMENDATION:
The situation of the three businesses surrounded by the Auto Auction is unique. There are
few options to assist the businesses in obtaining some on-street parking. Therefore, staff
recommends the installation of a 20-minute parking zone on the days when parking is at
its peak with the retention of the 2-hour parking restrictions on the other days.
Deputy Traffic Engineer Itagaki stated that staff spoke to the Parking Control Officers
who stated that Tuesdays and Fridays are the heaviest days for the Auto Auction,
therefore is we allow 20-minute parking on Tuesdays and Fridays, it would alleviate some
of the congestion.
Chairperson Knapp asked about the signage. She was wondering if the curb could be
marked with white paint. Deputy Traffic Engineer Itagaki stated that a white curb means
delivery postal.
Chairperson Knapp went on to ask if there's a way that we can put up a sign, possibly a
little lower, so it's more eye catching. Of if we can put an actual sign on the building
itself.
Deputy Traffic Engineer Itagaki stated that they don't like to put them any lower than 7
feet.
It was recommended by Chairperson Knapp that we forewarn the regulars that go to the
Auto Auction before getting cited. In addition, a letter sent to the Auto Auction
informing them of our recommendations.
It was moved by Commissioner Ruiz, seconded by Commissioner Quintanilla, and carried
unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS
Deputy Traffic Engineer Itagaki stated that Commissioner Ruiz requested bott dots on
Temple City Boulevard to minimize U-turns. She does not feel bott dots could be
installed at this location, because of the access to the driveways on either side.
VI. COMMISSIONER REPORTS
Chairperson Knapp would like staff to look at the left turn pocket at Del Mar. This
request came Mayor Pro Tern Clark.
Deputy Traffic Engineer Itagaki stated that she has already been directed to look at this
location, and will be going directly to the City Council at their next meeting.
Chairperson Knapp invited everyone to attend the 4th of July Parade to be held on
Saturday, July 3, 1999. The carnival will take place Friday, Saturday & Sunday, with
special events on Sunday, July 4, 1999.
Commissioner Ruiz stated that he spoke to Dan Morris of Rosemead High School who
would like some help covering up the "No Parking" signs on Mission Drive on October
23, 1999.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:33 p.m. 20 people were in the audience. The next scheduled meeting is set
for July 1, 1999.

RE: 1 ST DRAFT EDUCATIONAL FLYER FOR PEDESTRIANS -
HELLMAN AVENUE AND JACKSON AVENUE
DISCUSSION
During the May 1998 Traffic Commission meeting, a flyer produced by the City of
Santa Ana to educate students on the proper way to cross a signalized
intersection was reviewed. The Traffic Commission made several comments to
the flyer, which have been incorporated in to this 1st draft.
The primary change made to this 1st draft flyer is the format. The flyer is now in
the two-fold format similar to the "Speeding and Speed Hump" flyer. The text
font is larger and the graphics have been changed.
Ultimately, the flyer will be produced in Spanish and English. Staff will contact
the school district to determine if another language translation may be necessary.
In addition, staff will gather the district's comments on the flyer.
RECOMMENDATION
It is recommended the Traffic Commission review this 1 st draft flyer and make
any changes necessary. This flyer will then be brought back to the Commission
for final approval.
