JULY 1, 1999
A regular meeting of the Rosemead Traffic Commission was called to order by Chairperson
Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead.

It was moved by Commissioner Quintanilla, seconded by Commissioner Herrera and
carried unanimously to approve the minutes for June 3, 1999.

III. OLD BUSINESS
A. I ST DRAFT EDUCATIONAL FLYER FOR PEDESTRIANS - HELLMAN
AVENUE AND JACKSON AVENUE
Deputy Traffic Engineer Itagaki stated that during the May 1998 Traffic Commission
meeting, a flyer produced by the City of Santa Ana to educate students on the proper way
to cross a signalized intersection was reviewed. The Traffic Commission made several
comments to the flyer, which have been incorporated in to this 1st draft.
The primary change made to this 1 st draft flyer is the format. The flyer is now in the two-
fold format similar to the "Speeding and Speed Hump" flyer. The text font is larger and
the graphics have been changed.
Ultimately, the flyer will be produced in Spanish and English. Staff will contact the school
district to determine if another language translation may be necessary. In addition, staff
will gather the district's comments on the flyer.
RECOMMENDATION:
It is recommended that the Traffic Commission review this 1st draft flyer and make any
changes necessary. This flyer will then be brought back to the Commission for final
approval.
Chairperson Knapp stated that Commissioner Baffo had a great idea when he stated that
perhaps the Gas Company or the Edison Company could help out with the cost of
producing the flyer.
Commissioner Baffo stated that perhaps staff could talk to Helen Romero Shaw who is
the City's representative.
IV. NEW BUSINESS - NONE
V. STAFF REPORTS
Deputy Traffic Engineer Itagaki stated that the left turn lane at Del Mar and Hellman went
to the City Council. The City Council approved the shortening of the left turn northbound
lane, and provided approximately 50 feet of parking on the west side of the street, in
addition, to green curb at this location, giving the Bridal Shop some place to park. The
way the left turn was shortened, it did not sacrifice any safety.
VI. COMMISSIONER REPORTS
Commissioner Quintanilla inquired as to the planting of the trees on Valley Boulevard. He
heard that the trees would not be planted until next Spring.
Deputy Traffic Engineer Itagaki stated that the Sub-Contractor doing the trees sold the
City's trees to somebody else.
Commissioner Baffo thanked the City for honoring his wife.
Commissioner Baffo stated that there seems to be a problem with the light at San Gabriel
Boulevard and Walnut Grove, he had to sit through 2 lights the other day.
Deputy Traffic Engineer Itagaki stated that Cal-Trans does not give us access to their
controller, so we try to match it as best as possible. She also stated that the City is doing
a "Signal Master Plan" to find all potential problems.
Chairperson Knapp asked if the staff could look into sign age that states "Keep
Intersection Clear" or "Do Not Block Intersection" at the intersection of San Gabriel
and Garvey by Carrows Restaurant.
Chairperson Knapp asked if the intersection at Valley and Walnut Grove was fixed. Staff
informed her that it is still not working properly. Deputy Traffic Engineer Itagaki stated
that she will call maintenance to check it.
Chairperson Knapp informed everyone of the parade on Saturday, July 3, 1999.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:30 p.m. There were 2 people in the audience. The next scheduled meeting
is set for August 5, 1999.

RE: Request for Blue Handicapped Curb Marking
on Ramona Boulevard
REQUEST
Mr. Frank Gonzales, 9255 Ramona Boulevard, has requested the City of
Rosemead consider the installation of a blue handicapped curb marking in front
of his residence (letter attached). Mr. Gonzales indicates there is no parking
available on or near his home. Mr. Gonzales is currently renting a room at 9255
Ramona Boulevard.
CONDITIONS
Ramona Boulevard is an east/west roadway immediately north of the 1-10
Freeway. In the vicinity of 9255 Ramona Boulevard, parking is allowed on the
north side of the street. No parking is allowed on the south side of Ramona
Boulevard. There is double yellow centerline striping on Ramona Boulevard.
The speed limit on Ramona Boulevard is prima facie 25 mph.
The fronting uses on Ramona Boulevard are residential. There are single-family,
duplex and apartment complexes on the north side of the street. The 9255
Ramona Boulevard is a duplex type development. Another duplex exists on the
east side of 9255 Ramona Boulevard. To the east of this duplex, an apartment
complex exists. Another apartment complex exists on the west side of 9255
Ramona Boulevard. Figure 1 (available at the Commission meeting) depicts the
fronting uses in the vicinity of 9255 Ramona Boulevard.
DISCUSSION
Field review and staff discussions with Mr. Gonzales indicate that parking,
especially during the evening hours, is significantly occupied on Ramona
Boulevard. It is likely that the majority of this parking is from the apartment
complexes along Ramona Boulevard.
Staff is unaware of any blue handicapped parking spaces marked in front of
residential developments within the City. In the past, concern for installing such

spaces has centered on the removal of such parking spaces when tenants or
owners move. The City has no mechanism to track changes in tenants or
owners. In addition, past requests have been addressed by finding additional
parking on-site or extending driveways to accommodate an additional vehicle.
Based on field review and our discussions with Mr. Gonzales, there are
approximately 5 parking spaces on-site. He is a tenant of one room of the
duplex.
Staff has no objection to the installation of blue handicapped curb markings. The
City Attorney indicated that Mr. Gonzales should be aware that the installation of
the blue handicapped curb does not guarantee its use by Mr. Gonzales. Any
vehicle with the proper identification - handicap license plate or placard - can
legally use the proposed space.
The Commission may also want to discuss this request as a.policy issue. When
another such request is received, how shall it be handled? Is there any
requirement to verify if the request is justifiable - handicap license plate or
placard? Does the request need to be brought before the Commission? What
should be done when a request is received to remove the blue curb?
RECOMMENDATION
Staff has no objection to the installation of blue handicapped curb markings.
Figure 2 (available at the Commission meeting) depicts the length of blue curb
and location of appropriate signage.
Staff also recommends the Commission consider discussing the issue of blue
curb markings in residential areas with respect to developing a policy to be used
in the future.

I am writing this letter requesting your assistance in obtaining a blue ha?tdicapped
markine curb.
My concern for this request is because I am a disabled Vietnam Veteran with an acute
decenerative arthritis disabilitv., which has been rated 700%n..
In addition please note the following considerations which prevent me from completing
daily activities:
-No narking near my house-
-No parking available to me on or near my property-
-It is very difficult for me to walk Ion-, distances-
-Sureen• was performed on my spine last year , on March 11, 1998, and
- September 25, 1998, respective]y.
I need this blue curb to be painted in front of the property located at 9253 Romona
Boulevard (at the edge of the property) in accordance with the American with
Disabilities Act.

RE: Request for Red Curb Marking at 2703 Stingle Avenue
REQUEST
Ms. Dawn K Hou of NDR Trading, Inc., 2703 Stingle Avenue, has requested the
installation of red curb in front of her property (letter attached). She indicates that
with parking in the immediate vicinity of her driveway makes it difficult for large
container trucks to enter her property.
CONDITIONS
Stingle Avenue is a local north/south roadway with fronting industrial,
manufacturing, and warehousing type uses. On street parking is moderate
throughout the day. There are no stripes on the roadway. Stingle Avenue has a
prima facie speed limit of 25 mph.
Figure 1 (available at the Commission meeting) depicts the conditions at 2703
Stingle Avenue.
DISCUSSION
Field observation of Stingle Avenue in the vicinity of the NDR Trading, Inc., 2703
Stingle Avenue, indicated moderate parking on the street. It appears that the
majority of these vehicles are employees of the different businesses on the
street. Some vehicles were observed parking immediately adjacent to the
existing driveways. This caused conflict for vehicles accessing these driveways.
The installation of the red curb requested by Ms. Hou would affect the on street
parking in front of 2703 Stingle Avenue, Some vehicles would be
displaced/relocated to other parking areas on the street. However, with the
moderate on street parking, available parking spaces are within a reasonable
distance.
RECOMMENDATION
The installation of red curb is recommended in the immediate vicinity of the
driveway to 2703 Stingle Avenue. Figure 1 depicts this recommendation.

Dear Ms. Wilkenson
I would like to request a permit to restrict the parking outside of my business. Although
the cars are legally parked alongside the business (on the street), we frequently have
containers measuring 40 ft. attempting to enter the parking lot with great difficulty. It
would be a great help to the driver, and also as protection for the cars currently lining the
business, if the curb area flanking the business was clear.
We are estimating that two-cars length on either side of the business would suffice. I
would also like to mention that parking availability on the street is not a problem.
