". Vice -Chair Ruiz indicated that the opposite should be noted: "Wagner told him not to do any petitions.... " Motion by Commissioner Knapp, seconded by Commissioner Ruiz, that the minutes of May 4, 2000, be approved. ORAL CONIMUNCATION FROM THE AUDIENCE Helen Gunthar, 3654 Dubonnet, reported sha witnessed recently a southbound driver on Muscatel Avenue south of Mission, traveling on the opposite lane in order to avoid driving over the rumble strips. Commissioner Knapp requested that a chartreuse - colored "SCHOOL ZONE" sign be posted separately from the existing "25 MPH" speed limit sign situated on Marshall Street. Although the existing sign "defines" the school perimeter, Deputy Traffic Engineer Joanne Itagaki vowed to investigate the matter. Chairperson Ruiz called for the removal of low shrubbery on the northwest corner of Muscatel Avenue and Edmond Drive; however, Ms. Wilkinson verified having earlier reported this request to the Parks and Recreation Department. III. OLD BUSINESS A. ASSESSMENT OF TEMPLE CITY BOULEVARD TRUCK ROUTE Ms. Wilkinson presented the staff report. Since 1959, Temple City Boulevard has been designated as a "second arterial' truck route originating from the northerly city boundary (Southern Pacific Railroad) to the San Bernardino Freeway (I -10). Pursuant to a traffic commission request, staff assessed the feasibility associated with the removal of the Traffic Commission Regular Meeting June 1, 2000 Page 2 of 3 Temple City Boulevard truck routein the hopes to reduce the noise and air pollution produced by these vehicles. However, in order to remove a designated truck route, a municipal code amendment is required. In addition, steps would have to be taken to determine environmental impacts and to gather public comment. RECOMMENDATION Due to extensive staff and consultant time, staff recommended that this preliminary assessment be forwarded to the City Council for direction. DISCUSSION AMONG COMMISSIONERS AND STAFF Commissioner Knapp requested to include "for example, the City of Montebello removal of designated truck route" to item 47, page 2 of the staff report. Vice -Chair Ruiz requested that a detailed GIS (Geographic Information System) truck route map incorporated with the city's zoning areas be included to the staff report. In addition, Vice -Chair Ruiz wished to include the truck count onto the map. Deputy Traffic Engineer Itagaki indicated that the current traffic count reflects all types of vehicles, not solely trucks. The proposed traffic study in the preliminary assessment would include a 24 -hour traffic counts concentrating on truck travel. Motion by Commissioner Knapp, seconded by Commissioner Baffo, to approve the staff recommendation. Vote results: Yes: Quintannilla, Ruiz, Knapp, Herrera, Baffo No: None Absent: None Abstain: None IV. NEW BUSINESS A. REQUEST FOR ADDITIONAL BROOKLINE AVENUE TRAFFIC CONTROLS BETWEEN VALLEY BOULEVARD AND LOFTUS DRIVE Deputy Traffic Engineer Itagaki presented the staff report. Ms. Martha Murillo Spangler of 3803 Brookline, Rosemead, is requesting that the commission install stop signs to "prevent a possible tragedy" due to speeding vehicles evading Temple City Boulevard traffic signals by reverting to the Brookline Avenue route. Wherefore only six (6) accidents have been reported between the periods of January 1, 1996, through September 30, 1999; field observation of Brookline Avenue corroborates undue velocity traveling above the prima facie limit. Furthermore, a 653 count has been confirmed from a twenty - four (24) hour traffic volume analysis. Based on these findings, the most effective and tangible deterrent to speeding would be enforcement. RECOMMENDATION Staff recommends the placement of a radar speed trailer in addition to selective enforcement on Brookline Avenue, between Valley Boulevard and Loftus Drive. DISCUSSION AMONG COMMISSIONERS AND STAFF Commissioner Knapp inquired whether Ms. Spangler and those in the petition had been notified of tonight's traffic commission meeting. Ms. Wilkinson informed the commission that Ms. Spangler and those in the petition were forwarded copies of the Traffic Commission agenda and staff report. Vice -Chair Ruiz reminded the commission of an earlier account in 1984 or 1985; whereby, a traffic signal light was requested. Vice -Chair Ruiz cited the traffic problems on Temple City Blvd. based on the drop- off/pick -up of schoolchildren and truck gridlock. COMMISSIONER REPORTS After noticing a tour bus parked on a residential street, Commissioner Herrera inquired of applicable allowances and citations of such parking. Ms. Wilkinson informed the commissioner to contact Director of Administrative Services Bill Crowe regarding parking regulations and citations through parking control. Vice -Chair Ruiz requested staff to provide him with a copy of the municipal ordinance allowing a two (2) -hour truck - parking timeframe. As organizer and director of the Rosemead 4`h of July parade, Commissioner Knapp invited the commissioners and their families to the celebration; likewise, the commissioner mentioned that sale of T -shirts commemorating the parade would be on hand. H. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Maria Aguiera 8709 Marshall Rosemead, California 91770 Ms. Aguiera stated that at the intersection of Marshall and Bartlett, there seems to be a lot of traffic problems after dusk, with cars speeding at excessive speeds. Ms. Aguiera also stated that at 8729 Marshall there is a hedge that needs to be trimmed causing visibility problems. . — Verbatim Minutes— Speaking before the Commission was: Barbara Larson 3850 Ellis Lane Rosemead, California 91770 Ms. Larson — My complaint is the same complaint about the buses and trucks. I did my own little survey and I did this from my couch and my desk. Southbound 54 trucks went by, this is on Wednesday, northbound 80 trucks went by from 8:10 to 9:30 I monitored, and then 12:20 to 2:00 and 7:30 to 10:00, and then there are 28 buses. It seems the buses have kicked up in the evening more than the daytime. I sit there and look out the window and they're still using the fake brakes, and I didn't even monitor in the morning time. The majority of the trucks going by are Von's trucks, and all these trucks are going into El Monte, they're not servicing Rosemead. They're all making a right hand turn on Valley Boulevard in Temple City. Why should I have to sit in my house and close the windows because they sit behind me for 2 hours with the trucks running. I can't even sit at my swimming pool because the fumes come over the wall and go into the pool and the truck fumes are too bad, and I have one child that is asthmatic and she can't enjoy the swimming pool we put in for our enjoyment during the summer. One truck sat out there for 2 '/s hours behind me with their engine running, I was so mad I thought I was going to tell him to get the heck out of here and go somewhere else and park. They park there because the back of the tip of my yard is pretty empty and they really don't bother the people that are behind me, because the truck stops before they get to their homes. I'm the one taking in all the diesel fumes, which I don't think it's fair for me, and then to be woken up. Anyone of you are welcome to come and spend the night at my house and you can see what goes on. I don't know why they can't go the freeway to Santa Anita and get off and go across Valley Boulevard to Baldwin and go up, and the majority of them are Von's trucks, using theirjake brakes. Commissioner Knapp — Mr. Chairman, I have a question for Joanne. Is there a possibility we can look at this particular parking situation, and possibly address just this particular parking situation. Wouldn't our ordinance cover truck parking at this location, and follow through with citations on that. I think that's the least we should be able to do. Barbara Larson — Temple City doesn't let Von's trucks go into area, they're stopped at Lower Azusa and Temple City Boulevard, they have a sign that says "No Trucks Over a Certain Amount of Time ". Has anyone gone out there and monitored how many trucks go by, they're hitting their jake brakes at 3813, and if you look at some of the houses on Temple City Boulevard, they're very close, because Temple City Boulevard use to be a very small street and they made it wider several years ago. I don't see why a truck would have to use theirjake brakes at 5 o'clock in the morning when it's only him on the road. Commissioner Knapp — Has there ever been a letter written again. Maybe we can send another letter to the Von's Trucking Company instructing their drivers to be a little more gentle when using theirjake brakes because we have numerous complaints. Vice - Chairman Ruiz — I believe I would like to have Barbara's complaint to be verbatim for the next minutes, so that our City Council is aware exactly what the complaints are. I know that there are others, but Barbara is coming forward on this right now. I have brought this issue up before about the truck parking behind her house and I also did request that we look into the "No Parking" on this particular street, especially behind her house. This was about 3 or 4 months ago that I requested that. The issues on the exhaust emissions are harmful to someone's health. I don't know what the outcome of our City Council's decision has been, we'll have to wait and see. Barbara Larson — I know that I'm the only one up here complaining about it, but I have gone to my neighbors and walked Temple City Boulevard and everyone says, "You Can't Go Against City Hall ". I say to them, oh yes you can, they're normal people like we are. There's a lot of people that will sign a petition, but won't come in and face you face to face. I don't know why, they're regular people like we are. Barbara Larson: — We have another problem with people racing parking side by side. I call them little rice burners, because they're little Honda's that are lowered and are young kids, and the kids live on Steele Street. It's done during the day sometimes, the majority of the time it's done late at night, around midnight, basically the weekends. Steele Street is a big stretch, once you cross Rio Hondo, they even go by in the afternoon. —End of Verbatim Minutes— M. OLD BUSINESS — NONE IV. NEW BUSINESS A. REQUEST FOR TIME LIMITS PARKING IN FRONT OF 4441 ROSEMEAD BOULEVARD Deputy Traffic Engineer Itagaki stated that a request has been received from Mr. Rudy Fonseca, owner of Bovorio Auto Center at 4441 Rosemead Boulevard. Mr. Fonseca indicates vehicles are parking in front of his business for long periods of time. These vehicles "block the signs of my business" and create a hazard because they block the view of the southbound oncoming traffic." Mr. Fonseca was requesting the installation of time limit parking at 4441 Rosemead Boulevard. The auto center is located immediately south of Bahooka's Restaurant. The reported accident history in the vicinity of Bovorio Auto Center (100 feet to 200 feet south of Lower Azusa Road) was reviewed for the period from January 1, 1997 through December 31, 1999. This review identified five reported accidents in the vicinity analyzed. These accidents are summarized below: Rosemead Boulevard, 107 feet south of Lower Azusa Road, Southbound vehicle proceeding straight rearended a southbound parked vehicle (PCF = Improper turn & inattention). Sunday, December 12, 1999, 9:00 a.m. 2. Rosemead Boulevard 125 feet south of Lower Azusa Road. Southbound vehicle proceeding straight rearended two southbound stopped vehicles (PCF = Unsafe speed). Wednesday, February 17, 1999, 12:25 p.m. 3. Rosemead Boulevard 207 feet south of Lower Azusa Road. Northbound vehicles proceeding straight hit a fixed object (PCF = Improper driving). Thursday, November 19, 1998, 12:10 p.m. 4. Rosemead Boulevard 227 feet south of Lower Azusa Road. Northbound vehicle proceeding straight rearended a northbound stopped vehicle (PCF = Unsafe speed). Thursday, November 5, 1998, 6:30 p.m. Rosemead Boulevard 96 feet south of Lower Azusa Road. Southbound vehicle turning left rearended a southbound parked vehicle (PCF = Improper Turn). Thursday, December 18, 1997, 12:25 p.m. Caltrans traffic volume counts taken in 1998 indicate an average daily traffic count in this vicinity of Rosemead Boulevard of 47, 250 vpd. Field observation of 4441 Rosemead Boulevard was made during the late morning period. One vehicle was parked in front of Bovorio Auto Center (gray compact truck). Other vehicles were parked on the west side of Rosemead Boulevard in front of the apartments south of 4441 Rosemead Boulevard. Discussions with Mr. Fonseca indicate his primary concern is for the visibility of his business from Rosemead Boulevard. Mr. Fonseca indicates he has invested in his business by cleaning up his property frontage. However, with vehicles parking in front of his business for extended periods of time, this investment is lost. With the type of business he has, he believes a "30 minute" time limit parking zone would be appropriate. The reported accident history indicates two accidents involving southbound parked vehicles. These parked vehicles appear to be located in front of 4441 Rosemead Boulevard. RECOMMENDATION: Based on field observations and the reported accident history, the installation of "30 minute Parking — 7:00 a.m. to 6:00 p.m., except Sunday" sign in front of 4441 Rosemead Boulevard is recommended. This installation will continue to allow adjacent businesses to use the parking during the evening hours. Should the Traffic Commission approve this recommendation, this request will be forwarded to Caltrans for their approval. The approval by Caltrans is necessary because Rosemead Boulevard is under their jurisdiction. After Caltrans approval is received, this item will be forwarded to the City Council. It was moved by Commissioner Knapp, seconded by Commissioner Baffo, and carried unanimously to approve the Traffic Engineer's recommendation. B. REOUEST FOR "DO NOT BLOCK INTERSECTION" SIGNS FOR SOUTHBOUND ROSEMEAD BOULEVARD AT GRAND AVENUE Deputy Traffic Engineer Itagaki stated that staff received a request from Ms. Denise Panaiqua for the installation of "Do No Block Intersection" signs for southbound Rosemead Boulevard at Grand Avenue. Ms. Panaiqua indicates she travels north on Rosemead Boulevard and turns left onto Grand Avenue. She often experiences delay in executing this movement due to southbound vehicles being stopped at the intersection of Rosemead Boulevard and Lower Azusa Road and queuing back through Grand Avenue. The reported accident history for this intersection of Rosemead Boulevard and Grand Avenue was reviewed for the period from January 1, 1997 through December 31, 1999. This review identified two reported accidents in the vicinity of the intersection. These accidents are summarized below: 1. Rosemead Boulevard 6 feet north of Grand Avenue. Eastbound vehicle proceeding straight broadsided a southbound vehicle proceeding straight (PCF = Right -of -way automobile). Saturday, July 17, 1999, 12:25 p.m. 2. Rosemead Boulevard 50 feet south of Grand Avenue. Southbound vehicle proceeding straight broadsided a southbound vehicle proceeding straight (PCF = Right -of -way automobile). Tuesday, May 19, 1998, 4:10 p.m. Traffic volume counts have been taken on Grand Avenue and Rosemead Boulevard. The City took counts on Grand Avenue in 1998 revealing an average daily traffic (ADT) volume of 4,000 vehicles per day (vpd). Caltrans took counts on Rosemead Boulevard in 1998 revealing an ADT of 45,000 vpd. Field observation of the intersection of Rosemead Boulevard and Grand Avenue was made during the late morning period. Southbound vehicles on Rosemead Boulevard did queue back towards Grand Avenue but did not block the intersection. In addition, less than 5 vehicles were observed during this period using Grand Avenue (entering or exiting at Rosemead Boulevard). Those vehicles that were observed were not excessively delayed (less than 30 seconds) in entering or exiting. The California Vehicle Code (CVC) section 22562 describes the "anti- gridlock" law. This section states "Notwithstanding any official traffic control signal indication to proceed, a driver of a vehicle shall not enter an intersection or marked crosswalk to accommodate the vehicle driven without obstructing the through passage of vehicles from either side ". The installation of "Do Not Block Intersection" signs is not mandatory for the enforcement of this "anti- gridlock" law. The signs are used as a reminder to motorist. The reported accident history does not indicate a pattern of problems with access to Grand Avenue from Rosemead Boulevard. Only the first accident could be attributed to a vehicle exiting Grand Avenue causing an accident. Based on discussions with Caltrans and other City staff members, queuing of southbound vehicles on Rosemead Boulevard from Lower Azusa Road to Grand Avenue does occur. Generally, the blockage of Grand Avenue occurs during the peak hours of the day. The number of southbound left turns from Rosemead Boulevard to Grand Avenue during this period is unknown. However, the intersection is not clearly visible in the southbound approach and can easily be overlooked and thus blocked by motorists. RECOMMENDATION: Therefore, it was recommended that "Do Not Block Intersection" signs be installed for southbound traffic. Should the Traffic Commission approve this recommendation, this request will be forwarded to Caltrans for their approval. The approval by Caltrans is necessary because Rosemead Boulevard is under their jurisdiction. After Caltrans approval is received, this item will be forwarded to the City Council. Speaking before the Commission was Denise Panaiqua 4736 Bartlett Avenue Rosemead, California 91770 Ms. Panaiqua stated that the situation seems to get worse in the morning, and that's why she is requesting a "Do Not Block Intersection" sign. Commissioner Knapp inquired about a double set of yellow bott dots and keep clear. Deputy Traffic Engineer Itagaki stated that she will request the yellow bott dots, but stated that Caltrans is hesitant to install "Keep Clear" because of the maintenance upkeep. It was moved by Commissioner Knapp, seconded by Commissioner Baffo, and carried unanimously to approve the Traffic Engineer's recommendation, with the addition of requesting the yellow bott dots and asking Cal -Trans for the "Keep Clear" to be painted on the street, with information on the maintenance for the "Keep Clear" painting. V. STAFF REPORTS A. Tn Administrative Assistant Wilkinson stated that the preliminary assessment of the truck route was itemized to the City Council as a matter of discussion, at that meeting the Traffic Commissioners were present, Sgt. Wayne Wallace, Joanne, myself and several residents were present. At that time further discussion went onto 2 Council members inquiring for supplemental information so discussion was continued to the next meeting on June 271h. At the June 27th meeting all the City Council received the supplement information as requested. Deputy Traffic Engineer Itagaki stated that basically, no action was taken at this time, there was no discussion. It is up to the City Council whether they bring it back on another agenda. — Verbatim Minutes Begins— Commissioner Ruiz — Ajake brake is a decompression mechanism to slow down a vehicle. It works by decompressing the air chamber through the engine and causes a back pressure on the engine, causing the transmission to lock up and slow down. When the decompression occurs, it breaks the sound barrier, causing the windows to rattle. The decibels are way above the City's ordinance. Commissioner Ruiz stated that's why he requested Ms. Larson's comments be forwarded to the City Council so they know this problem still exist. Commissioner Ruiz— At one point I called staff and a motor officer was there at Temple City Boulevard north of Loftus and Marshall and Olney Street, they were stopping and citing every other truck. Their report stated that there is major traffic offenses with the trucking industry. However, because of the poor ordinance and how it's worded our administration decided not to put any more motor officers to enforce the little that we do have, because it cost the taxpayers money and it was not enforceable. Chairman Ouintanilla— I would like to see the City give us something that says what's enforceable, instead of tossing the ball around and guessing what is and what isn't. Commissioner Ruiz — Nothing that I've said is new, the other day I thought there was a traffic count that was being taken on Temple City Boulevard, and what's happening is that day laborers being used to unload the trucks. I believe there is an ordinance that was created by Councilman Imperial stating "No day laborers allowed within the City boundaries ". Now it seems that we're not doing anything about it and that's why we have so much truck traffic. Why I know is because my dog was barking at 3 o'clock in the morning, there were people out there in orange vests, they use walkie talkies to communicate with each other. I brought this to the attention of Sgt. Wallace, and Sgt. Wallace said they can't do anything about it because they don't have any walkie talkies, so they can't do anything about that. I ask myself, why can't they do this in El Monte. Speaking before the Commission was: Maria Pagera 8709 Marshall Street Rosemead, CA 91770 Ms. Pagera — In order for business to be conducted with day laborers, these people sending out the workers need be certified, because there are too many of them. We should find out what the legal stand is for day laborers, because it's illegal. Ms. Barbara Larson — When the trucks are unloading, are the men there, because on the back side of my house I've seen them unloaded them, and I've seen other people come and unload milk off the trucks, they've unloaded trucks on Ellis Lane and I called the Police Department, and the guy said sorry I bothered you, so I don't call anymore because I feel our Police Department doesn't help us on that route with the trucks. Chairman Ouintanilla — You're talking about the Temple City Sheriff's Department. Ms. Barbara Larson — Yes, the Temple City Sheriffs Department, but the guy Victor is talking about I've actually seen them too and they're parked going southbound on Temple City Boulevard. They're watching the trucks off because I asked what in the heck are these guys with orange vests at 4:30 -5:00 in the morning what are they doing. I thought maybe they were actually monitoring people's homes, to see who was coming and going at certain times of the day, because I saw several of them, because they have walkie talkies. Commissioner Ruiz — You know Barbara, I've talked to them, I said what are you guys doing? They aren't afraid anymore, because they know we're not going to do a thing about it. I said to them, we have an ordinance here in the City of Rosemead, you can't do this, and they say "oh really ". Ms. Barbara Larson — We can't do anything if our Police Department doesn't stand behind us, we're only a voice, we can't go out and tell them move your vehicle because we want you gone and don't want you doing this in our town, because we don't know what kind of people these are, that's why we have our Police Department to back us up. So when we call the Police Department, they don't tell us well what would you like us to do. I know that a lot of them have an attitude and one of them is Corona, she's got a big time attitude when she answers that phone. My husband will tell me, call the Police Department, and I just cringe. She (Corona) is very rude, if you don't want to do your job then give it to someone that does. I'm sorry that she has to work the 11 -7 shift or the 7 -11 shift, but if you really monitor a lot of the calls that go into Temple City Sheriffs you will see how rude the dispatchers are. Lt. Heller — I suggest that when you call you ask to speak to a Sgt. or a Watch Commander. Ms. Barbara Larson — I'mjust glad it's not a life or death situation, because I'd be screwed. 1 really feel bad for the Police Department that we have, I feel they do not give their all, that's how I feel as a person. I feel when I call them I'm troubling them. Ms. Pagera — I've also experience problems with Police Department, when you call you get directed to everywhere, but where you need to go. I have to agree with Barbara, I don't feel they do enough justice Commissioner Knapp — I think these matters should be taken up at a more private conversation with Lt. Heller, I'm sure Lt. Ms. Pagera — On behalf of our Police Department, they are not necessarily our enforcement team that can take the action on this type of activity. It includes several other divisions, they acting alone cannot just go out and take action, because it crosses with other authorities. I want to make this part of our discussion, that they aren't always the only enforcement agency. Lt. Heller - Your Police Department is schooled by vehicle codes, penal codes and portions of the welfare and institutional codes and the health and safety codes, they're not schooled in the labor codes, and for any officer to be involved in any aspect of labor code enforcement it wouldn't be correct. I would be more than happy to meet with these two ladies to determine what kind of activity we're describing, but I'm not really sure that I've heard anything that is within our jurisdiction. Commissioner Knapp would also like the timing checked on the signal at Walnut Grove and Valley. Commissioner Knapp asked staff to look into the exit at Hellman Avenue and Walnut Grove Avenue to keep the traffic moving off the freeway. Chairman Quintanilla stated that there is a sign behind Savannah School on the west turn into Marshall, needs to be turned around. Commissioner Ruiz stated that at the southeast corner of Olney Street at the 9700 Block there is a sign that was never replaced. VII. Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: JULY 18. 2000 RE: REQUEST FOR VISIBILITY OF NORTHBOUND TRAFFIC AT 2728 -2734 WALNUT GROVE AVENUE REQUEST A letter request (attached) has been received from Mr. Ying Lee, vice president of Walnut Grove Gardens Homeowners Association (HOA), at 2728 -2734 Walnut Grove Avenue. Mr. Lee, on behalf of the HOA, is requesting some form of traffic control to provide additional visibility of northbound traffic when exiting 2728- 2734 Walnut Grove Avenue. This property is located approximately 250 feet south of Garvey Avenue. CONDITIONS Walnut Grove Avenue is a north -south secondary arterial with two lanes of traffic in each direction. Opposing lanes of traffic are separated by a double yellow centerline. Parking is allowed on both side of Walnut Grove Avenue. The posted speed limit on Walnut Grove Avenue is 40 mph. Exhibit 1 depicts curbside conditions in front of 2728 -2734 Walnut Grove Avenue. DATA The reported accident history on Walnut Grove Avenue in the vicinity of 2728- 2734 Walnut Grove Avenue was reviewed for the period from January 1, 1997 through December 31, 1999. This review identified one reported accident in this vicinity. This accident occurred on Wednesday, January 14, 1998 at 6:15 p.m. The accident occurred -226 feet south of Garvey Avenue involving a westbound pedestrian colliding with a northbound vehicle proceeding straight (primary collision factor = pedestrian violation). DISCUSSION Field observation of the subject location was conducted during the late morning. Walnut Grove Avenue is moderately parked between Klingerman Avenue and Request for Visibility of Northbound Traffic At 2728 -2734 Walnut Grove Avenue Page 2 Garvey Avenue. During field observations, two vehicles were parked south of the driveway of 2728 -2734 Walnut Grove Avenue. Clearly, visibility from all driveways along Walnut Grove Avenue is limited with parking allowed on the street. However, the reported accident history in the vicinity of the subject property does not indicate a constant visibility problem. In this instance, 2728 -2734 Walnut Grove Avenue has available parking for residents and guests on site. The removal of on street parking is not anticipated to cause a hardship to the subject property. In addition, an existing fire hydrant already limits parking south of 2728 -2734 Walnut Grove Avenue. RECOMMENDATION Therefore, the installation of 65 feet of red curb is recommended from the driveway of 2728 -2734 Walnut Grove Avenue southerly. Exhibit 1 depicts this recommendation.
