REQUEST FOR VISIBILITY OF NORTHBOUND TRAFFIC AT 2728- 2734 WALNUT GROVE AVENUE A letter request was received from Mr. Ying Lee, Vice-President of Walnut Grove Gardens Homeowners Association (HOA), AT 2728-2734 Walnut Grove Avenue. Mr. Lee, on behalf of the HOA, is requesting some form of traffic control to provide additional visibility of northbound traffic when exiting 2728-2734 Walnut Grove Avenue. This property is located approximately 250 feet south of Garvey Avenue. Walnut Grove Avenue is a north-south secondary arterial with two lanes of traffic in each direction. Opposing lanes of traffic are separated by a double yellow centerline. Parking is allowed on both side of Walnut Grove Avenue. The posted speed limit on Walnut Grove Avenue is 40 mph. The reported accident history on Walnut Grove Avenue in the vicinity of 2728-2734 Walnut Grove Avenue was reviewed for the period from January 1, 1997 through December 31, 1999. The review identified one reported accident in this vicinity. This accident occurred on Wednesday, January 14, 1998 at 6:15 p.m. The accident occurred, 226 feet south of Garvey Avenue involving a westbound pedestrian colliding with a northbound vehicle proceeding straight (primary collision factor = pedestrian violation). Field observation of the subject location was conducted during the late morning. Walnut Grove Avenue is moderately parked between Klingerman Avenue and Garvey Avenue. During field observations, two vehicles were parked south of the driveway of 2728-2734 Walnut Grove Avenue. Clearly, visibility from all driveways along Walnut Grove Avenue is limited with parking allowed on the street. However, the reported accident history in the vicinity of the subject property does not indicate a constant visibility problem. In this instance, 2728-2734 Walnut Grove Avenue has available parking for residents and guests on site. The removal of on-street parking is not anticipated to cause a hardship to the subject property. In addition, an existing fire hydrant already limits parking south of 2728-2734 Walnut Grove Avenue. RECOMMENDATION: Therefore, the installation of 65 feet of red curb is recommended from the driveway of 2728-2734 Walnut Grove Avenue southerly. (Note: The installation of "No Stopping Any Time" signs is an alternative to the red curb). Commissioner Knapp felt that the red curb would be better than the "No Stopping Anytime" sign. Commissioner Ruiz inquired about the International No Parking sign with the "P" with a slash. He stated that people don't understand red curbs. Red curb means different things in different countries. Therefore, he would like to try it out at this location. Deputy Traffic Engineer Itagaki stated that we have not used this sign in Rosemead before. Mrs. Itagaki stated that we could always include the arrows with it in both directions. , Commissioner Ruiz feels this would work a lot better. Commissioner Knapp is afraid of there being too many signs at any one location. Commissioner Ruiz stated that people completely ignore fire hydrants and he doesn't feel our Parking Control Officer do anything about it. Commissioner Knapp feels that the majority of the people see red curb. Chairperson Quintanilla stated that one of our parking control officers pulls a guy over, the guys gets out of the car starts yelling at him, the parking control officer backs off, the guy gets back in his car and drives away. Administrative Assistant Wilkinson stated that in the past, the parking control officers have been in danger with the public. It was moved by Commissioner Ruiz, seconded by Commissioner Knapp and carried unanimously to approve the Traffic Engineer's recommendation, in addition to installing Two (2) International "No Parking Signs", one at the driveway and one southerly of the fire hydrant. V. STAFF REPORTS - NONE VI. COMMISSIONER REPORTS Commissioner Knapp stated that the timing on San Gabriel and Hellman is really long on the red, compared to Del Mar, going east and west. Commissioner Ruiz stated that on the 10 freeway going into Los Angeles. "No Trucks" signs were posted on Pasadena Freeway 3 or 4 times before you reach the entry into the Pasadena Freeway. . Commissioner Ruiz stated that in Temple City the streets are marked with "No Truck" signs on each street north of Lower Azusa. Every residential street.has a sign that says "No Trucks". Also, on Las Tunas on the north and south side of the Boulevard on the residential streets, they're all marked "No Trucks". VII. APPROVAL OF MINUTES The minutes for the August meeting were deferred to October. H. ORAL COMMUNICATIONS FROM THE AUDIENCE - NONE III. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST FOR "DO NOT BLOCK INTERSECTION" SIGNS AT VALLEY/GERNERT. GARVEY/PINE AND HELLMAN/ALLANREED Deputy Traffic Engineer Itagaki stated that several requests were made received from citizens and City Council regarding intersections experiencing blockage, especially during peak periods. This blockage has resulted in the request for "Do Not Block Intersection" signs at Valley Boulevard/Gernert Avenue, Garvey Avenue/Pine Street and Hellman Avenue/Allanreed Avenue. Each intersection is stop controlled on the minor street. The intersections are in the vicinity, within 300 feet, of signalized intersections. Field review of the intersection was conducted in the early afternoon hours, before peak periods of the roadways. Of course, during this time, no blockage of the intersections was observed. However, due to the proximity of the subject intersections to signalized intersections, blockage through the intersections is definitely conceivable. The intersection of Valley Bouelvard/Gernert Avenue was discussed at the November 4, 1999 Traffic Commission meeting. At that time, the discussion was regarding allowing eastbound left turn access from Valley Boulevard to the development directly across Gernert Avenue (on the north side of the street). The Commission approved the removal of the median nose and continuation of the two-way left turn lane. This removal, however, did not occur and appears to have been incorrectly completed at the intersection of Valley Boulevard and Bartlett Avenue. Therefore, at the intersection of Valley Boulevard/Gernert Avenue, the removal of the median nose for eastbound Valley Boulevard and the continuation of the two-way left turn lane and the installation of "Do Not Block Intersection" signs was recommended. The installation of "Do Not Block Intersection" signs at the intersection of Garvey Avenue/Pine Street and Hellman Avenue/Allanreed Avenue are also recommended. This recommendation is based on each intersection's proximity to signalized intersections. RECOMMENDATION: The installation of "Do Not Block Intersection" signs was recommended at the following intersections: 1. Westbound Valley Boulevard at Gernert Avenue 2. Eastbound Garvey Avenue at Pine Street 3. Eastbound Hellmand Avenue at Allameed Avenue it was further recommended that the eastbound median nose on Valley Boulevard at Gernert Avenue be removed and the existing two-way left turn lane be continued. The installation of a westbound median nose on Valley Boulevard at Bartlett Avenue was recommended. This requires the removal of part of the existing two-way left turn lane. It was moved by Commissioner Knapp, seconded by Commissioner Baffo, and carried unanimously to approve the Traffic Engineer's recommendation. B. REQUEST FOR "RIGHT TURN ONLY" SIGN AT SWC OF HELLMAN/WALNUT GROVE Deputy Traffic Engineer Itagaki stated that the City Council has requested staff review the driveway to the development on the southwest corner of Hellman Avenue and Walnut Grove Avenue. The concern expressed was the vehicles turning left out of the driveway are causing congestion at the intersection. The development on the southwest corner of Hellman Avenue ad Walnut Grove Avenue has only one access point. This driveway, on Walnut Grove Avenue, is less than 100 feet from Hellman Avenue and accesses northbound Walnut Grove Avenue within the left turn lane. The reported accident history on Walnut Grove Avenue south of Hellman Avenue was reviewed for the period from January 1, 1997 through December 31, 1999. There were two reported accidents that appear to involve the driveway to the development on the southwest corner. Field observation of the southwest corner of Hellman Avenue and Walnut Grove Avenue was made in the early afternoon. Parking within the development was at 85% capacity. Of the 5 vehicles observed exiting the development, 2 vehicles turned left and 3 turned right. The three year reported accident history does not identify a continuing pattern of accidents associated with the development of the southwest corner. However, the two accidents reported occurred within the past year. This may be an indication that there are more vehicles accessing the development and increasing the potential for accidents. RECOMMENDATION: Therefore, it is recommended that a "Right Turn Only" sign be installed for vehicles exiting the development on the southwest corner of Hellman Avenue and Walnut Grove Avenue. Commissioner Knapp feels this recommendation is needed and feels that we should talk to the developer regarding putting a white arrow in the driveway. It was moved by Commissioner Baffo, seconded by Commissioner Knapp, and carried unanimously to approve the Traffic Engineer's recommendation. C. REOUEST FOR "NO TRUCK" SIGNS ON LA PRESA AND BARTLETT Staff received a request from a resident regarding trucks on La Presa Avenue and Bartlett Avenue south of Garvey Avenue. The concern was regarding trucks traveling southbound on these streets after deliveries have been made to the businesses'fronting on Garvey Avenue. Many trucks park on La Presa or Bartlett Avenue to make their deliveries then travel down the block, traveling through the residential neighborhood to continue on their route. The residents are requesting trucks be prohibited from traveling on La Presa Avenue and Bartlett Avenue south of Garvey Avenue. La Presa Avenue and Bartlett Avenue are generally residential streets. However, from Garvey Avenue to the public alley south of Garvey Avenue, the land use is business. These businesses front onto Garvey Avenue with some access on La Presa Avenue, Bartlett Avenue and the public alley. Field observation of the subject area was conducted in the early afternoon hours. During this time, no trucks were observed delivering to the Garvey Avenue businesses. However, there were some vehicles parked on La Presa Avenue and Bartlett Avenue between Garvey Avenue and the public alley. Based on the street configuration and the access to the fronting businesses on Garvey Avenue, it is possible that trucks travel on the residential portions of the La Presa Avenue. If trucks are parked on La Presa Avenue or Bartlett Avenue while deliveries, they may be inclined to travel down the. residential portions of these streets to continue on their routes. To prevent the trucks from traveling southbound on La Presa Avenue and Bartlett Avenue, "No Trucks Over 3 Tons" signs are recommended. The trucks will likely travel on the public alley or perform a U-turn to return to Garvey Avenue. The trucks traveling on the public alley may cause some conflict with vehicles traveling in the alley. However, the traffic volume of the alley is random and is estimated at less than 500 vehicles per day. Therefore, it is likely that only one vehicle travels on the public alley at any one time and trucks would experience this as well. A specific concern was also expressed regarding the fire hydrant on the east side of Bartlett Avenue. Residents have indicated that vehicles park in front of this fire hydrant regularly and have requested the installation of red curb. The location of the fire hydrant generally prohibits parking from the existing driveway south to the public alley. Though the California Vehicle Code (CVC) prohibits parking within 15 feet of a fire hydrant, the red curb will serve as a reminder to motorists of this regulation. RECOMMENDATION: The installation of "No Trucks Over 3 Tons" signs was recommended on La Presa Avenue and Bartlett Avenue south of Garvey Avenue. It is recommended that red curb be installed on the east side of Bartlett Avenue south of Garvey Avenue. Commissioner Ruiz stated that this is the same issue that was brought up before within the boundaries of Temple City/Baldwin and Loftus. According to the City Manager, he is not going to put deputies out there if the judge is going to through them out of court. Commissioner Ruiz feels that until there is a good law by the City Council, then it would be a good idea to continue issues as such and only then will something be done at the Rio Hondo Courthouse. It was moved by Commissioner Knapp, seconded by Commission Herrera to approve the Traffic Engineer's recommendation. Vote results: YES: Chairman Quintanilla, Commissioners Knapp, Baffo & Herrera NOES: Commissioner Ruiz ABSENT: None ABSTAIN: None Commissioner Ruiz wanted his "No" vote to reflect he feels the judge at Rio Hondo Courthouse will not do anything to enforce this. He feels it's a waste of Taxpayer's money to put up a sign that is not going to be enforced. Commissioner Ruiz stated that he asked the City Council to look into changing the Rosemead Municipal Law and to this date, nothing has been done. D. REQUEST FOR PARKING RESTRICTIONS ON TEMPLE CITY BOULEVARD SOUTH OF ELLIS LANE Deputy Traffic Engineer Itagaki stated that during the July, 2000 Traffic Commission meeting, Ms. Barbara Larson requested staff review the parking situation on Temple City Boulevard behind her home. Ms. Larson has indicated that large trucks park behind her home with the engines running causing her concern for the exhaust fumes drifting into her yard. She has requested that parking be restricted behind her home. Temple City Boulevard is a four lane secondary north/south arterial extending from the San Bernardino Freeway north to the City limits. There are fronting residential uses on Temple City Boulevard. The posted speed limit is 40 mph. On the west side of Temple City Boulevard south of Ellis Lane, there are fronting residential uses. However, there is a portion along Temple City Boulevard that is the back yards to residents with Ellis Lane addresses. As you are aware, the City has been struggling wit the issue of trucks traveling on Temple City Boulevard for some time. During the Traffic Commission's last discussion on this issue, Ms. Larson brought up the specific concern regarding trucks parked behind her property with the engines running. Ms. Larson stated she was concerned with the exhaust from these trucks drifting into her yard. Field observation of Temple City Boulevard south of Ellis Lane was made during the early afternoon. One truck, similar in size to a UPS truck, did park at the subject location with its engine running approximately 5 minutes. There were also two vehicles parked on the street that appeared to be associated with the residents of Temple City Boulevard. There is a property fronting on Ellis Lane that has access to Temple City Boulevard. This property has a large block wall along the Temple City Boulevard frontage. This block wall extends to the south then travels in an easterly direction. At that point, the property fronting Temple City Boulevard is evident. There does not appear to be a heavy desire for on-street parking on the west side of Temple City Boulevard. The street condition did not reveal a large amount of oil or engine fluids dropped on the street that might be evidence of continued or heavy on-street parking. Therefore, it appears that the removal of parking would not significantly affect parking availability. However, the specific concern was with regards to large trucks parking in the subject area. The City has an ordinance regarding parking on large trucks on City streets. The ordinance reads: "Rosemead Municipal Code Section 3313 A. Whenever the City Council, upon recommendation of the Traffic Commission, determines that traffic safety requires the prohibition of the parking of wide vehicles, no person shall park or leave standing any vehicle having a maximum width in excess of eighty (80) inches upon any street, except when necessary for the purpose of making pickups and deliveries of goods, wares and merchandise from or to any building or structure fronting upon any street, or for the delivery of building materials to a building site fronting on any street, only while actual loading or unloading operations are in progress". Therefore, trucks over 80 inches in width are prohibited from parking on City streets. Signs prohibiting this parking are generally posted at the entrances of truck routes in the City. However, because this location has been identified as having large trucks parking on a regular basis, it was recommended that the "No Parking Vehicles Over 80 inches in Width on Any Street" signs be posted. RECOMMENDATION: It was recommended that "No Parking Vehicles Over 80 inches in Width on Any Street" signs be installed on the west side of Temple City Boulevard from Ellis Lane to Guess Street. Speaking before the Commission was: Barbara Larson Mrs. Larson stated if there is going to be no enforcement, than she will conduct her own survey via her video camera. She stated that she had to take out higher property insurance since they put a pool in, because her insurance told her that a truck or car could come through the block wall. It was moved by Commissioner Knapp, seconded by Commissioner Herrera, and carried unanimously to approve the Traffic Engineer's recommendation, with the following amendment: To extend the existing red curb to 20 feet and to add red curb 100' stretch of the block, between the two driveways. V. STAFF REPORTS Deputy Traffic Engineer Itagaki reminded the Commission of the Traffic Commissioner's Workshop on Saturday, November 4a', at Cal-Poly Pomona. VI. Commissioner Herrera inquired about weed growth & ordinances/standards. Commissioner Knapp inquired about the striping maintenance at Garvey. Deputy Traffic Engineer Itagaki stated that she will talk with Ken Rukavina regarding the status. Commissioner Baffo stated that the exit from the Pomona Freeway going onto San Gabriel Boulevard as you make a right hand turn there are 4 lanes. When the traffic starts to back up coming out of the freeway, he feels there's going to be a collision at this location. Commissioner Ruiz inquired as to the status of the "Olney Street" sign. Deputy Traffic Engineer Itagaki stated that she will look into the situation. Commissioner Ruiz stated that at the south/east corner of Brookline and Loftus, there is no handicap wheelchair ramp, one of this neighbors cannot access the street. VIII. This request will supplement the initial requests for 8620 and 8636 Grand Avenue. RECOMMENDATION Staff recommends that red curb be installed to all driveways along the 8600 Block of Grand Avenue. All the employees of Pacif c Bell have been parking on the block and it is very unsafe for all of the residence living here. The reasons are as follows- There is no narking for any guests that come to visit residence living on this street. This is very important to us, because I have an elderly mother who is under Hospis care and we have nurses & doctors visiting daily. No parking makes it difficult for them because they have to park around the comer, which is a hassle when there is space out front, expect that it is taken up by the workers from Pacific Bell. 2) Fear of leaving my home with out being hit or the fear of hitting someone. I can not leave my drive way with out blocking traffic because of not being able to see with all the parked cars around. 3) They have stopped street cleaning on the north side of the street on Tuesdays. 4) The potential of vandalism is there having all the cars parked outside all day long. The Pacific Bell company has gated parking inside their lot, l do not understand why they have to park on our block. Please advise the outcome if this letter. Grand Avenue REQUEST A request (attached) has been received from Mr. Henry Sakaida of Sakaida Nursery, Inc. located at 8626 E. Grand Avenue. Mr. Sakaida is requesting additional red curb adjacent to the nursery entrance at 8620 E. Grand Avenue to accommodate the long tractor-trailer rigs that enter and leave their facility. Staff also received a telephone request from Ms. Lydia Apocada of 8636 E. Grand Avenue. Ms. Apocada indicated that there are several vehicles parked in the immediate vicinity of her driveway making it difficult to access her property. She is also requesting red curb adjacent to her driveway. Grand Avenue has a mixed land use in the vicinity of 8626 E. Grand Avenue. There are residential and-commercial uses on this street. Parking on the street appears to be associated with employees of Pacific Bell. The vehicles park on both sides of Grand Avenue. Exhibit A depicts the locations of the commercial and residential uses on Grand Avenue including 8620, 8626 and 8636 E. Grand Avenue. DATA The reported accident history on Grand Avenue between Bartlett Avenue and Halkett Avenue was reviewed. The period reviewed included reported accidents from January 1, 1997 through December 31, 1999. During this period, there were no reported accidents on Grand Avenue between Bartlett Avenue and Halkett Avenue. DISCUSSION Field review of Grand Avenue between Bartlett Avenue and Halkett Avenue was conducted in the late morning hours. During this time, there were several Request for Additional Red Curb at 6620 E. Grand Avenue Page 2 vehicles parked along Grand Avenue. The majority of the vehicles were parked on both the north and south sides of Grand Avenue in the immediate vicinity of the Pacific Bell facility. Few vehicles were parked in any other areas of Grand Avenue. As shown on Exhibit A, the Sakaida Nursery is located in the Edison right-of-way. The Pacific Bell facility is adjacent to the Nursery. Vehicles were parked adjacent to the Nursery entrance. In addition, vehicles were parked adjacent to the driveway of 8636 E. Grand Avenue. Clearly, these vehicles present a visibility constraint and obstacle to access to 8620 and 8636 Grand Avenue. Based on the field review of Grand Avenue between Bartlett Avenue and Halkett Avenue and requests from property owners, the installation of additional red curb . at 8620 E. Grand Avenue is recommended. It is further recommended that red curb be installed at 8636 Grand Avenue. These recommendations are depicted on Exhibit A. The residents are concerned about vehicles picking up day laborers at that location. CONDITIONS Pine Street is approximately 36 feet wide between Newmark Avenue and Garvey Avenue. The "back side" of Diamond Square Plaza fronts the east side of Pine Street. The west side of Pine Street is primarily residential in nature. The prima facie speed limit on Pine Street is 25 mph. DATA The reported accident history on Pine Street between Newmark Avenue and Garvey Avenue was reviewed. The period reviewed included January 1, 1997 through March 31, 2000. During this period, there were 4 reported accidents. P.C.F. = Primary Collision Factor DISCUSSION At a Neighborhood Watch meeting on August 9, 2000, residents expressed a concern regarding vehicles parking to pick-up day laborers. It is a continuing issue in the vicinity of Pine Street and the Diamond Square Plaza. The City has been working with officials to improve the situation of day laborers. The request for parking restrictions on the east side of Pine Street was the result of comments from residents and various officials. The parking on Pine Street is moderate throughout the day. However, during the early morning hours, various vehicles park along the east side of Pine Street to pick-up day laborers. This has caused concern for traffic especially during those hours. RECOMMENDATION It is recommended that "No Parking Monday Sunday 5:00 AM - 10:00 AM" signs be installed on the east side of Pine Street from -70 feet north of Newmark Avenue (from post office property line) to Garvey Street. This restriction will minimize the number of early morning vehicles that park on Pine Street. The questions and answers are related here: 1. Commissioner Knapp indicated the striping on Garvey Avenue is "looking bad". When will this street be restriped? Discussions with the City Engineer indicate that Garvey Avenue is scheduled for restriping in this fiscal year. It is anticipated the project will be bid in the spring. 2. Commissioner Ruiz indicated there is no handicap ramp on the southeast corner of Brookline and Loftus. Can one be installed at this location? The City Engineer reviewed the location.
