NOVEMBER 2, 2000
A regular meeting of the Rosemead Traffic Commission was called to order by Chairman
Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead.

1. APPROVAL OF MINUTES
It was moved by Commissioner Baffo, seconded by Commissioner Knapp, and carried
unanimously to approve the minutes for October 5, 2000.
II. ORAL COMMUNICATIONS FROM THE AUDIENCE

Ms. Gunther stated that she would like to see striping at the Montebello Town Center as
you turn off of San Gabriel Boulevard.
Traffic Engineering Deputy Itagaki stated that she contacted Cal-Trans and they are
taking care of it.
Ms. Gunther also stated that she was almost hit at the comer of Garvey and Walnut
Grove coming out of the Laundromat, and thought perhaps a right-hand turn only could
be installed.
III. OLD BUSINESS
A. REQUEST FOR PARKING RESTRICTIONS ON THE SOUTH SIDE OF
GRAND AVENUE BETWEEN HALKETT AVENUE AND BARTLETT
AVENUE
Traffic Engineering Deputy Itagaki stated that at the last Traffic Commission meeting, a
request for red curb was discussed for the south side of Grand Avenue in the vicinity of
8620 Grand Avenue. The initial request was from Mr. Henry Sakaida to extend red curb
at the driveway to his nursery. Ms. Lydia Apocada, 8636 Grand Avenue, also called
with a concern for vehicles parking in the immediate vicinity of her driveway. With
these requests, staff initially recommended the installation of red curb on both sides of
the driveways on Grand Avenue between Halkett Avenue and Bartlett Avenue.

Ms. Carolyn Garcia, 8658 Grand Avenue, sent a letter with concerns regarding the
vehicles from the Pacific Bell facility parked on Grand Avenue on a daily basis.
Discussions at the Traffic Commission meeting revealed the residents present (Mr.
Sakaida, Ms. Apocada and Ms. Garcia) indicated they felt a time limit parking restriction
on the south side of Grand Avenue would be most beneficial.
Ms. Rosalie Calderon of Pacific Bell requested the Traffic Commission delay taking any
action on this issue until she could discuss the issue with the managers of the facility.
Ms. Calderon requested the delay so those questions brought up during the Traffic
Commission's discussion could be addressed. These questions included "What are the
future plans for accommodating all employee parking on site?" Is this "boom" in
employment expected to continue and are additional employees anticipated?", Is there a
way to "encourage" employees to park on the north side of the street?".
The Traffic Commission voted to delay action on this item until the November 2, 2000,
meeting. Based on last month's discussions and the concerns and needs of the residents,
it appears that a time limit parking restrictions on the south side of Grand Avenue would
be appropriate at this time. A time limit parking restriction would direct Pacific Bell
employees to park on the north side of the street and allow more "open" on-street parking
on the south side of Grand Avenue. However, until Pacific Bell respond to questions
posed at the last month's meeting, a time limit parking restriction may not be appropriate
in the long term.
RECOMMENDATION:
Unless significant information regarding the Pacific Bell facility is received, the
installation of a "2 hour parking 8:00 a.m. - 5:00 p.m., Monday - Friday" restrictions is
recommended on the south side of Grand Avenue between Halkett Avenue and Bartlett
Avenue.
It was further recommended that an additional 5 feet of red curb be added on the south
side of Grand Avenue west of the driveway of the Sakaida Nursery.

Ms. Calderon stated that she wanted to relay some comments from Art Perez. Mr. Perez
indicated that 2 years ago they re-striped the parking lot to maximize the space for
parking, and also sent vehicles to their holding locations, they cut their cable stock on-
hand by 30% and sent it to their where house in order to have more space to park. All
managers are allowed to garage their vehicles at any company location closest to their
home. We have asked people not to park directly across the street, and have great
cooperation. We've limited our deliveries to day times only, as to not disturb our
neighbors. Starting November 1 we will start offering car-poolers prime parking in
their garage to encourage ridesharing.

Ms. Apocada thanked that Commission for their recommendation of 2-hour parking and
thanked Pacific Bell for their cooperation and is happy with the outcome.
Ms. Apocada stated that someone came around and took down the street sweeping signs,
therefore the street is never cleaned.

Mr. Wagner stated that he does not know why or who took the signs down, but if signs
are missing then staff will have them put back up.
Commissioner Ruiz informed the resident that if there is a problem in her neighborhood,
she should contact staff at City Hall to have it taken care of, such as the street sweeping
signs being taken down.
Commissioner Knapp thanked Pacific Bell for trying to be a good neighbor, and also
visited the location and spoke to some of the residents who were in favor of the parking
restrictions.
It was moved by Commissioner Knapp, seconded by Commissioner Ruiz, and carried
unanimously to approve the Deputy Traffic Engineer's recommendation.
IV. NEW BUSINESS
A. REQUEST FOR STOP CONTROLS ON OLNEY STREET AT
MARYBETH AVENUE
Traffic Engineering Deputy Itagaki stated that Mr. Gilbert Pedregon, 9546 Olney Street,
is requesting the addition of stop signs on Olney Street at Marybeth Avenue. Mr.
Pedregon has indicated the stop signs installed on Olney Street at Vane Avenue have
helped slow the traffic on Olney Street and that an additional stop or the relocation of the
stop at Vane Avenue to Marybeth Avenue would help because it is in the middle of the
block.
During the October 1999 Traffic Commission meeting, this same request for stop signs
by Mr. Pedregon was discussed. Staff recommended against the installation of stop signs
primarily due to the minimal amount of traffic on the side streets. The Traffic
Commission accepted staff s recommendation and added the installation of rumble strips
on all approaches to the intersections of Olney Street/Vane Avenue and Olney
Street/Marybeth Avenue. The City Council ultimately approved the installation of stop
signs on Olney Street at Vane Avenue.
Olney Street is a 36-foot wide east/west local residential street with parking allowed on
both sides. There is approximately 50 feet of double yellow centerline striping on Olney
Street on the approaches to Vane Avenue. Olney Street is located immediately north and
parallel to the San Bernardino Freeway (I-10). Eastbound Olney Street at Temple City
Boulevard must turn right and enter the westbound I-10 Freeway. In the westerly
direction, Olney Street terminates at a "T" intersection with Rio Hondo Avenue. Olney
Street is stop controlled at Rio Hondo Avenue, Vane Street and Temple City Boulevard.
The posted speed limit is 25 mph.
The roadways intersecting Olney Street between Rio Hondo Avenue and Temple City
Boulevard include Vane Street, Marybeth Street and Ellis Lane. These streets are also
local residential streets. Each of these streets link directly to Marshall Street.
Traffic volume counts were obtained last year. It is anticipated these traffic counts have
not significantly changed over the past year even with the installation of the stop signs on
Olney Street.
Field observation of the subject intersections was made during the morning hours.
Vehicles were observed stopping on Olney Street at Vane Avenue. No vehicles were
observed "running" the stop or "speeding up" after the stop. The general traffic flow was
very light with less than 20 cars observed in a 10-minute period.
Overall, the traffic conditions of Olney Street, Vane Avenue, Marybeth Avenue and Ellis
Lane have not changed significantly in the past year. There may have been a change in
"through" traffic patterns with the addition of the stop signs at Olney Street/Vane
Avenue. This would probably be most evident during commuter hours.

Motorists appear to be complying with the stop signs on Olney Street at Vane Avenue.
This is most evident by the favorable accident history at the intersection.
Mr. Pedregon has requested additional stop signs be installed on Olney Street at
Marybeth Avenue or that the stop signs at Vane Avenue be relocated. Mr. Pedregon
indicates that Marybeth Avenue is more in the "center" of the block of Olney Street
between Temple City Boulevard and Rio Hondo Avenue.
RECOMMENDATION:
The 1999 Multi-way Stop Signs Warrants worksheets completed for both Olney
Street/Vane Avenue and Olney Street/Marybeth Avenue are not satisfied for the
installation of stop signs. Therefore, the installation of stop signs on Olney Street at
Marybeth Avenue (or the relocation of stop signs is not recommended at this time. The
favorable accident history also supports this recommendation.
It was moved by Commissioner Ruiz, seconded by Commissioner Knapp, and carried
unanimously to approve the Deputy Traffic Engineer's recommendation.
B. REQUEST FOR RED CURB AT 9228 VALLEY BOULEVARD - GOLDEN
ROSE FLORIST
Traffic Engineering Deputy Itagaki stated that a request has been received from Mr.
Frank Quintanilla of the Golden Rose Florist, 9228 Valley Boulevard. Mr. Quintanilla is
requesting red curb on the west side of t he driveway of the Golden Rose Florist. Mr.
Quintanilla indicates that red curb was existing prior to the improvements made on
Valley Boulevard.
Valley Boulevard is a 74 foot wide east/west major arterial through the City. There are
two lanes of traffic in each direction separated by a two way left turn lane. On-street
parking is generally allowed on Valley Boulevard. The posted speed limit on Valley
Boulevard is 35 mph.
The reported accident data in the vicinity of Valley Boulevard at Loma Avenue was
reviewed for the period beginning January 1, 1997 through March 31, 2000. The
reported accident data revealed only one accident within 100 feet of the intersection.
This accident involved a westbound bicycle proceeding straight colliding with a
westbound stopped vehicle.
With the reconstruction of Valley Boulevard, some areas of red curb were removed and
not replaced. It appears this may be the case in front of the Golden Rose Florist.
Mr. Quintanilla indicates the installation of approximately 20 feet of red curb west of the
driveway to the Golden Rose Florist would assist motorist exiting his business. He states
that large trucks sometimes park right up to the driveway blocking the visibility of
motorists exiting the florist.
Field observations of the location identified some vehicles parking west of the Golden
Rose Florist at various times of the day. No large trucks were observed during the
various field reviews. However, the distance between the florist driveway and the nearest
driveway to the west is approximately 75 feet, which can accommodate some large
trucks.
During field review of 9228 Valley Boulevard, I identified existing red curb immediately
east of Hart Avenue. However, there was also a fire hydrant at that location. The
extension of the existing red curb would clearly identify the parking zone available
beyond the fire hydrant.

RECOMMENDATION:
The installation of 20 feet of red curb on the west side of the driveway of 9228 Valley
Boulevard, Golden Rose Florist, is recommended. It is further recommended that the
existing red curb immediately east of Hart Avenue be extended 22 feet.
It was moved by Commissioner Baffo, seconded by Commissioner Herrera and carried
unanimously to approve the Deputy Traffic Engineer's recommendation.
V. STAFF REPORTS
Traffic Engineering Deputy Itagaki stated that Commissioner Knapp requested that staff
look at the bumpiness of Walnut Grove and Hellman. The City Engineer did review it
and felt it is in need of re-construction this Spring.
Administrative Assistant Jessica Wilkinson reminded the Commission of the Traffic
Commission Workshop.
VI. COMMISSIONER REPORTS
Commissioner Baffo stated that there was a Homeowner's Association Board Meeting
and informed them of what the Traffic Commission does and invited them to any future
meetings.
Commissioner Baffo also stated that on Marshall there are reflectors missing and need to
be replaced.
Commissioner Ruiz stated that his street sign has not been put up.
Administrative Assistant Wilkinson stated that she contacted the firm and they have
placed it on order and will send her a confirmation letter.
Commissioner Ruiz inquired as to when Olney Street was going to be slurried or
re-surfaced, he feels the roads are in real bad shape.
Commissioner Knapp invited the Commissioners and residents to this year's People for
People Annual Pancake Breakfast on Saturday, December 2"d, at the San Gabriel United
Methodist Church on San Gabriel Boulevard.
Chairman Quintanilla reminded everyone to vote on Tuesday, November 7`h, and wished
everyone a Happy Thanksgiving.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned. The next regularly scheduled meeting is scheduled for December 7, 2000.

RE: Request for "Right Turn Only" Sign at the Southwest
Corner of Garvey Avenue and Walnut Grove Avenue
REQUEST
During the November 2000 regular Traffic Commission meeting, Mrs. Helen
Gunther requested staff to review the shopping center on the southwest corner of
Garvey Avenue and Walnut Grove Avenue. Mrs. Gunther indicated the driveway-
access on Walnut Grove Avenue has been the site of some "near miss"-
accidents. She has requested the installation of. a 'Right Turn Only", sign for
vehicles exiting this driveway.
CONDITIONS
The shopping center on the southwest corner of Garvey Avenue and Walnut
Grove Avenue has one driveway access on Garvey Avenue and one driveway,
access on Walnut Grove Avenue. The driveway on Walnut Grove Avenue is less
that 50 feet from Garvey Avenue and accesses northbound Walnut- Grove
Avenue within the left turn lane.
Exhibit 1 depicts the general conditions in the vicinity' of Garvey Avenue and
Walnut Grove Avenue.

The reported accident history on Walnut Grove Avenue south of Garvey Avenue
was reviewed for the period from January 1, 1997 through March.31, 2000.
There were two reported accidents that appear to involve the subject driveway on
Walnut Grove Avenue. These reported accidents are summarized as follows:

DISCUSSION
Field observation.of the southwest corner of Garvey Avenue and Walnut Grove
Avenue was made during the late morning hours. Parking within the shopping
center was was at 40% capacity. There were 3 vehicles observed exiting the
shopping center,•2_turning left and 1 turning right._
The reported accident history does not identify a pattern of accidents associated
with the Walnut Grove Avenue driveway. However, this driveway is close to, the
intersection and vehicles turning left from the driveway can have a significant
affect on traffic flow of the two roadways.
RECOMMENDATION
The installation of a "Right Turn Only" sign is recommended for vehicles exiting
onto Walnut Grove Avenue from the shopping center on the southwest corner of
Garvey Avenue and Walnut Grove Avenue. Exhibit 1 depicts _ this

RE: Request for "No Truck" Signs on Fern Avenue at
Walnut Grove Avenue.
REQUEST
During the September 2000 Traffic Commission meeting, an item was discussed
regarding trucks traveling on La Presa Avenue and Bartlett Avenue south of
Garvey Avenue. As a result, City Council approved the installation of "No- Trucks
Over 3 Tons" signs on these streets.
Since these signs were installed, staff has received complaints that trucks
coming from the south are accessing these areas by turning from Walnut Grove
Avenue onto Fern Avenue then traveling northbound on La Presa Avenue and
Bartlett Avenue. The residents are requesting trucks be prohibited on Fern
Avenue east of Walnut Grove Avenue.
CONDITIONS
Fern Avenue is a residential street with no centerline striping and parking
permitted on both sides of the street. The prima facie speed limit is 25 mph. The
intersection of Fern Avenue and Walnut Grove Avenue is signalized with yellow
crosswalks on 3 legs of the intersection.
Walnut Grove Avenue is a secondary arterial throughout the City. It is also a
truck route. in the City. Walnut Grove Avenue has two lanes of traffic in each
direction separated by a double, yellow centerline. Parking is allowed on both
sides of the street. The posted speed limit on Walnut Grove Avenue is 40 mph in
the vicinity of Fern Avenue,
DISCUSSION
During the late morning hours, no trucks were observed to be traveling on Fern
Avenue, La Presa Avenue or Bartlett Avenue. However, there was one large
truck parked on the eastside of La Presa Avenue facing north.

Based on the fact that Walnut Grove Avenue is a truck route and Fern Avenue is
parallel to Garvey Avenue (another truck route) and is one block south, it is
possible that trucks are taking a short cut through this neighborhood area. It
would appear that the most direct route for these deliveries would be to and from
Garvey Avenue.
To minimize the trucks from traveling through this neighborhood area south of
Garvey Avenue and east of Walnut Grove Avenue, the installation of "No Trucks
Over 3 Tons" signs is recommended on Fern Avenue at Walnut Grove Avenue.
This installation is also recommended on Klingerman Avenue at Walnut Grove
Avenue since Klingerman Avenue is also a route that accesses La Presa Avenue
and Bartlett Avenue. Such installations should minimize and prevent trucks from
traveling in the neighborhood and delivering to businesses on Garvey Avenue.
RECOMMENDATION
The installation of "No Trucks Over 3 Tons" signs is _recommended.on Fern
Avenue at Walnut Grove Avenue and on Klingerman Avenue at Walnut Grove
Avenue. It is further recommended that "Truck Route" signs be installed on
Walnut Grove Avenue at Fern Avenue and at Klingerman Avenue: These
recommendations are depicted on Exhibit 1.

RE: Request for Various Items in the Vicinity of
Rose Street and Arica Avenue
REQUEST
Staff has received a request from residents in the vicinity of Rose Street and
Arica Avenue. They have 3 issues that they would like addressed. -
1. Request for red curb at fire hydrant on the south side of Pitkin Street
immediately east of Encinita Avenue - Concern is vehicles waiting for school
children block access to hydrant.
2. Request for "Stop" signs at the alley north of Mission Drive between Arica
Avenue and Rio Hondo Avenue - Concern is speeding vehicle.
3. Request for "Stop" signs for northbound and southbound Arica Avenue at
Rose Street - Concern is speeding vehicles.
The residents were intending to send a letter expressing their concerns.
However, at this time, no letter was received.
Request for Red Curb at Fire Hydrant on the South Side of-Pitkin Street
immediately east of Encinita Avenue
Pitkin Street is a residential street that creates a T-intersection with Encinita
Avenue. There is a yellow crosswalk on the north leg of the intersection
controlled by a school crossing guard. Pitkin Street is stop controlled at its
intersection with Encinita Avenue and is directly across from Encinita
Elementary.
There is an existing fire hydrant on the south side of Pitkin Street immediately
east of Encinita Avenue. The hydrant is clearly visible. There is no existing red
curb at the fire hydrant.
Exhibit 1 depicts general conditions on Pitkin Street immediately east of Encinita
Avenue.

DISCUSSION
Field observation of Pitkin Street at Encinita Avenue was conducted during the
late morning hours. School was already in session and few vehicles were parked
on Pitkin Street or Encinita Avenue.
During school start and release times, it is obvious that vehicles would desire to
park on the south side of Pitkin Street at Encinita Avenue due to its proximity to
the school entrance. As such, vehicles parked in front of the fire hydrant would
by in violation of the California Vehicle Code (CVC) Section 22514 that states:

"No person shall stop, park, or leave standing any vehicle within 15 feet of
a fire hydrant except as follows:
(a) If the vehicle is attended be a licensed driver who is seated in the front
seat and who can immediately move such vehicle in case of necessity.
(b) If the local authority adopts an ordinance or resolution reducing that
distance. If the distance is less than 10 feet total length when
measured along the curb or edge of the street, the distance shall be
indicated by signs-or markings.
(c) If the vehicle is owned or operated by a fire department and is clearly
marked as a fire department vehicle."
RECOMMENDATION #1
The CVC does not indicate red curb is necessary before enforcement can occur.
Therefore,' staff. has no objection to the installation of red curb at this location -
should the Traffic Commission so desire. Exhibit 1 identifies noteworthy
measurements to aid the Commission in their decision.
❖ Request for "Stop" signs at the Alley North of Mission Drive between
Arica Avenue and Rio Hondo Avenue
CONDITIONS
The alley north of Mission Drive between Arica Avenue and Rio Hondo Avenue
provides "back door" access to a development fronting on Mission Drive. There
is parking on the south side of the alley with a block wall to residential uses on
the north side. The alley is approximately 24 feet wide. There are no traffic
control devices within the alley.

DISCUSSION
During field observation, only one vehicle (a motorcycle) was observed using the
alley. There were approximately 4 vehicles parked on the south side of the alley.
CVC Section 21804 governs vehicles entering onto a street or roadway from an
alley and states:
"(a) The driver of any vehicle about to enter or cross a highway from any
public or private property, or from an alley, shall yield the right-of-way to all
traffic, as defined in Section 620, approaching on the highway close
enough to constitute an immediate hazard, and shall continue to yield the
right-of-way to that traffic until he or she can proceed with reasonable
safety.
(b) A driver having yielded as prescribed in subdivision (a) may proceed to
enter or cross the highway, and the drivers of all other vehicles
approaching on the highway shall yield the right-of-way to the vehicle
entering or crossing the intersection:"
RECOMMENDATION #2
The CVC states the vehicle entering the highway from an alley shall yield the
right-of-way to all traffic. However, with very few public alleys in the City, it is
possible that Rosemead motorists are not aware of this requirement. Therefore,
the installation of "Stop" signs for vehicles.exiting the alley north of Mission Drive
at Arica Avenue and Rio Hondo Avenue is recommended. Exhibit 2 depicts this
recommendation. -

CONDITIONS
Rose Street is an east/west residential roadway approximately 36 feet wide.
There is no striping on the street and parking is permitted on both sides of Rose
Street. Rose Street is "Stop" controlled at its intersections with Encinita Avenue,
Arica Avenue and Rio Hondo Avenue. The prima facie speed limit is 25 mph on
Rose Street
Arica Avenue is a north/south residential roadway approximately 36 feet wide.
There is no striping on Arica Avenue. Parking is permitted on both sides the
street. Arica Avenue is "Stop" controlled at its intersection with Mission Drive.
The prima facie speed limit is 25 mph.

DATA
The reported accident history at the intersection of Rose Street and Arica Avenue
was reviewed for the period from January 1, 1997 through March 31, 2000.
There were no reported accidents within the intersection during the period
reviewed.
There was no traffic count gathered on Rose Street or Arica Avenue due to the
recent Thanksgiving holiday. However, a conservative estimate of the traffic
counts on Rose Street and Arica Avenue would reflect the average traffic count .
of a "normal" residential street of approximately 2,000 vehicles per day. For
comparison, the 1999 traffic count on Olney Street was 1,615 vehicle per day.
DISCUSSION
Field observation during the late morning hours identified very few (less than 5)
vehicles traveling through the intersection-of Rose Street and Arica Avenue.
Visibility from Rose Street of vehicles traveling on Arica Avenue was adequate
and uninhibited by trees or bushes.
The primary concern of the residents in this neighborhood is the "speeding"
vehicles. The residents have, requested the "Stop" controls to "slow down" traffic.
The purpose of "Stop" controls is to assign right-of-way: -The basic 'Stop" control _
is typically assigned to the street with the least volume of traffic. Beyond this
basic level of control, multi-way control is usually reserved for those locations
where the volume of traffic exceeds 500 vehicles per hour for any eight hours of
an average day and where traffic on.each roadway is nearly equal.
Through numerous studies, traffic engineers have concluded that "Stop" controls
are not necessarily effective as a speed deterrent or useful as a means to
displace unwanted traffic volumes. These studies found that speeds resume
within a few hundred feet of the actual "Stop" location and that compliance to
unjustified "Stop" controls is poor. For these reasons, "Stop" controls for the sole
purpose of controlling the speed and volume of traffic is not recommended.
RECOMMENDATION #3
The favorable reported accident history, adequate visibility and the residential
nature of Rose Street and Arica Avenue support the existing level of traffic
control. Therefore, the installation of "Stop" controls on Arica Avenue at Rose
Street in not recommended at this time.

From : Residents near Arica and Rose, Rosemead, CA 91770.
The following residents are asking you to place a stop sign in the north and south direction on
Arica at Rose. Arica is a shortcut for many out of the area residents that travel from Valley Blvd. through
Mission, then Arica and Rio Dell to Encinita then to Lower Azusa and vice versa.
One police officer estimated the cars could be traveling 50 miles per hour on Arica in the residential
area. There are a noticeable number of students who walk and ride their bikes on Rose and cross Arica.
The alley between Rio Hondo and Arica just north of Mission also does not have stop signs so some
cars don't stop and just merge into either streets in a dangerous manner.
