ROSEMEAD TRAFFIC COMMISSION MEETING
FEBRUARY 2, 2001
A regular meeting of the Rosemead Traffic Commission was called to order by Chairman
Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard,
Rosemead.

The Invocation was delivered by Commissioner Herrera
1. APPROVAL OF MINUTES
It was moved by Commissioner Baffo, seconded by Commissioner Knapp, carried
unanimously to approve the minutes for December 7, 2000.
11. COMMISSION REORGANIZATION FOR 2001
Chairman Quintanilla turned the chair over to Administrative Assistant Wilkinson
for nominations and election of the new Chairman.
Commissioner Baffo nominated Commissioner Ruiz as the new Chairman. There
being no further nominations, the nominations were closed, and Commissioner
Ruiz was named the new Chairman of the Rosemead Traffic Commission.
Chairman Ruiz assumes the chair and opens nominations for Vice-Chairperson.
Commissioner Baffo nominated Commissioner Knapp for Vice-Chairperson.
Commissioner Knapp declined the nomination and nominated Commissioner
Herrera.
There being no further nominations, the nominations were closed, and
Commissioner Herr era was named Vice-Chairperson.

A. REQUEST FOR LEFT TURN PIIAS[NG AT WALNUT GROVE
AVENUE AND MISSION DRIVE
Traffic Engineering Deputy Itagaki presented the staff report.
Chairman Ruiz opened the floor for those in the audience wishing to speak
in this matter.
There being no one wishing to speak, the Chairman closed the floor.

Vl. STAFF REPORTS
A. UPDATE ON REQUEST FOR PARKING RESTRICTIONS ON
TEMPLE CITY BOULEVARD SOUTH OF ELLIS LANE
Administrative Assistant Wilkinson stated that at the October, 2000 Traffic
Commission Meeting, the Commission voted to approve the staffs
recommendation for parking controls on Temple City Boulevard south of Ellis
Lane on the west block, which included the installation of parking control signs
and also that of red curb. This recommendation was presented to the City Council
at their November meeting. At that time, the City Council approved the Traffic
Commission recommendation with the exception of 100' feet of red curb. At the
time of putting the work order to the Traffic Operations she inadvertently faxed
the incorrect diagram, where as the correct diagram would show no red curb. At
he last City Council meeting, one of the Council members cited that this location
was red curbed, however, the Council has voted otherwise. Subsequently, staff
contacted Traffic Operations and resolved that matter.
Administrative Assistant Wilkinson stated that Councilman Taylor was concerned
that with such a large stretch of red curb that it may take away from parking for
the adjacent neighbors.
Speaking before the Commission was:
Barbara Larson
Ms. Larson stated that the signs were installed and people were still parking there,
then the curb was painted red and cars stopped parking there. However, Traffic
Operations came out one evening after 8:00 p.m., to sandblast the curb. She feels
the red curb helped the situation and as a resident does not feel it impact the
neighbors.
Chairman Ruiz stated that he does not feel the City Council has studied this
location as they have.
Commissioner Knapp suggested Ms. Larson address the City Council on this issue
at next month's meeting, because she was happy with the red curb.
Chairman Ruiz recommended that staff ask that this item be put back on the City
Council agenda for the February 13`h meeting.
MOTION BY COMMISSIONER KNAPP, SECOND BY COMMISSIONER
BAFFO to take this item back to the City Council at their February 13`h meeting
with the recommendation to install 50 feet of red curb in the center, leaving the
signs up.

VII.
Commissioner Knapp stated that there is a refrigerator on the curb where Earle
becomes Delta by her house on the north side of the street, that should be picked
up.
Commissioner Knapp that "People for People" are going to have a musical
program on Saturday night across the street from St. Luke's Church. The program
is free, they will have an offering and the offering will go to "People for People".
Commissioner Baffo stated that there's a problem with speeders on San Gabriel
Boulevard and Walnut Grove, heading north and would like staff to look at this
location.

There being no further business to come before the Commissioner, the meeting
was adjourned at 7:45 p.m. There were 6 people in the audience.

The installation of multi-way STOP signs are based on the following:
1. Where traffic signals are warranted and urgently needed, the multi-way
STOP may be an interim measure that can be installed quickly to control
traffic while arrangements are being made for the signal installation.

2. An accident problem, as indicated by five or more reported accidents within
a 12 month period of a type susceptible to correction by a multi-way STOP
installation. Such accidents include right- and left-turn collisions as well as
right-angle collisions.
3. Minimum traffic volumes:

FROM THE CALIFORNIA DLPARTMENT OF PARKS AND RECREATION FOR
THE GARVEY AVENUE COMMUNITY CENTER
In July 1999, the California Slate Legislature and Governor approved $246,250 of State
finds to the City for the construction of the Garvey Avenue Community Center. This
grant fund is in addition to the existing funds from the Rosemead Redevelopment Agency,
Prop A Grant and the Community Development Block Grant funds.
Recommendation: Adopt Resolution No. 01-03 approving the application for grant funds
from the California Department of Parks and Recreation for the Garvey Avenue
Community Center.

C. RESOLUTION NO. 01-04 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OP ROSEMEAD AUTHORIZING THE EXPENDITURE OF JUVENILE
ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDS BY THE COUNTY OF
LOS ANGELES DISTRICT ATTORNEY'S OFFICE
JAIBG program fiords, in the amount of $10,406, will be utilized by the
District Attorney's Office to promote greater accountability of juveniles in the justice
system.
Recommendation: Adopt Resolution No. 01-04
IV. CONSENT CALENDAR- RECOMMENDATION: APPROVAL
NCC-A REQUEST FOR "NO TRUCK" SIGNS ON FERN AVENUE AT WALNUT GROVE
AVENUE
Since the installation of "No Trucks Over 3 Tons" signs along La Presa Avenue and
Bartlett Avenue south of Garvey Avenue, staff has received complaints that trucks coming
from the south are now accessing these areas by turning from Walnut Grove Avenue onto
Fern Avenue then traveling northbound on La Presa Avenue and Bartlett Avenue. The
residents are requesting (lucks he prohibited on Fern Avenue east of Walnut Grove
Avenue. On December 7, 2000, the Traffic Commission approved the installation of "No
Trucks Over 3 Tons" signs on Fern Avenue at Walnut Grove Avenue and Klingerman
Avenue at Walnut Grove Avenue in addition to the installation of "Truck Route" signs at
Walnut Grove Avenue at Fern Avenue and at Klingerman Avenue.
Recommendation: Approve the installation of "No Trucks Over 3 Tons" signs on Fern
Avenue at Walnut Grove Avenue and Klingerman Avenue at Walnut Grove Avenue in
addition to the installation of"Truck Route" signs at Walnut Grove Avenue at Fern
Avenue and at Klingerman Avenue.

PITKIN STREET IN EDIATL^LY EAST OF ENCINITA AVENUE
Residents are concerned that vehicles waiting for school children block access to a fire
hydrant on the south side of Pitkin Street inunediately east of Encinita Avenue. Based on a
field review, staff recommends the installation of red curb in front of the fire hydrant. On
December 7, 2000, the Traffic Commission amended the recommendation to include
additional red curb along the corner curve and Encinita Avenue.
Recommendation: Approve the installation of red curb in front of fire hydrant and
additional red curb along the corner curve and Encinita Avenue.

Avenue and Rio Rondo Avenue due to speeding vehicles. Based on a field review, staff
recommends the installation of stops signs for vehicles exiting the alley. On December 7,
2000, the Traffic Commission amended the staf'reconunendation to include the
installation of"No Stopping" signs on the north side of the alley..
Recommentladon: Approve installation of stop signs and the installation of "No
Stopping" signs on the north side of the alley.

CC-D REQUEST FOR "STOP" SIGNS FOR NORTHBOUND AND SOUTHBOUND ARICA
AVENUE AT ROSE STREET
Residents are requesting stop signs for northbound and southbound pathways at Arica
Avenue and Rose Street due to speeding vehicles. Based on a field review and the
reported accident history, staff did not recommend the installation of stop signs. On
December 7, 2000, the Traffic Commission amended the staff recommendation to install
stop signs fur the northbound and southbound pathways at Arica Avenue and Rose Street
to include the installation of "4-Way Stop" attachments to the existing and proposed stop
signs.
Recommendation: Approve installation of "STOP" signs for northbound and southbound
pathways at Arica Avenue and Rose Street and the installation of "4-Way Stop"
attachments to the existing and proposed "STOP" signs.
CC-E. ENGINEERING PROPOSAL FOR PAVEMENT MANAGEMENT SYSTEM UPDATE
FY 2000-01
This item provides for the biennial update of the City's Pavement Management Systems,
which is a requirement of receiving Proposition C funds.
Recommendation: Approve the engineering proposal and direct staff to perform the

CC-F REQUEST FOR "RIGFIT TURN ONLY" SIGN AT THE SOUTHWEST CORNER 017
GARVEY AVENUE AND WALNUT GROVE AVENUE
A resident indicated some "near miss" accidents from vehicles exiting the east driveway of
the shopping center on the southwest corner of Garvey Avenue and Walnut Grove Avenue.
Based on a field inspection and a reported accident history, staff recommended the
installation or a "Right Turn Only" sign. On December 7, 2000, the Traffic Commission
amended this recommendation to include the installation of white arrow markings on the
driveways.
Recommendation: Approve the installation of a "Right Turn Only" sign and the
installation of white arrow markings on the driveway.

O CC-G REQUEST FOR TIME LIMIT PARKING IN FRONT OF 4441 ROSEMEAD
BOULEVARD
Mr. Rudy Fonseca, owner of Bavaria Auto, Center, 4441 Rosemead Boulevard, has
requested for time limit parking in front of his business due to parked vehicles blocking
business signs and poor visibility of southbound traffic. Based on the reported accident
history and field review, staff recommended the installation of "30 Minute Parking 7 AM
to 6 I'M Except Sunday" signs in front of 4441 Rosemead Boulevard. On July 6, 2000, the
Traffic Commission voted unanimously to approve the recommendation. This request was
forwarded to Cal-frans for their approval, which is necessary because Rosemead Boulevard
is under theirjurisdiclion. CalTrans has forwarded a notice approving this request.
Recommendation: Approve the installation of "30 Minute Parking 7 AM to 6 PM Except
Sunday" signs in front of 4441 Rosemead Boulevard.

the Traffic Commission voted unanimously to approve an amended recommendation to
include file addition of yellow bolls dots and "Keep Clear" markings on the street with
information on maintenance of such markings. This request was forwarded to CalTrans
for their approval, which is necessary because Rosemead Boulevard is under their
jurisdiction. CalTrans has forwarded a notice approving this amended recommendation.
Recommendation: Approve installation of "Do Not Block Intersection" signs for
southbound traffic and include the installation of yellow Botts dots and "Keep Clear"
marking.
CC-1 AGREEMENT BETWEEN THE ROSEMEAD REDEVELOPMENT AGL-•NCY AND
TFLE CITY OF ROSEMEAD FOR TILE FY 2000/01 PAVEMENT MANAGEMENT
SYSTEM UPDATE
In an effort to reduce costs, the City's PMS update will be combined together with the
Agency's PMS update.
Recommendation: Approve the agreement.
V. MATTERS FOR DISCUSSION AND ACTION
A. REQUEST FOR RELIEF FROM ORDINANCE NO. 811 - MORATORIUM ON 1.1-1E
ISSUANCE OF ANY PERMITS OR ENTITLEMENTS FOR GARMENT
MANUFACTURING, PROCESSING Olt ASSEMBLING - TOM BOY FASHION, 8909
GARVEY AVENUE, UNIT 132-133
Ordinance No. 811 was adopted by the City Council on August 8, 2000. Inspection
revealed that Tom Boy Fashion has expanded into two adjacent tenant spaces, increasing
the usable floor area for garment manufacturing operations.
Recommendation: Approve request for relief from Ordinance No. 811 and refer
Conditional Use Permit 94-611 (Modification) to the Planning Commission for a public
hearing.
B. REQUEST FOR FUNDING FROM THE ROSEMEAD YOUTI-I ASSOCIATION
The Rosemead Youth Association Board of Directors is requesting the assistance of lire
City in the amount of $7,500 for the purchase of uniforms and equipment for the upcoming
season.
Recommendation: If the Council is in favor of granting the request, it would be
Ur (1 appropriate to authorize funding from appropriated reserves.
C. PINE STREET PARKING RESTRICTIONS
At the Council Meeting of January 23"I, staffinfonned the Council that the results of the
survey as to whether the residents of Pine Street wanted the "No Parking" signs removed
or lefl in place would be on the next agenda. The survey was conducted by Special Team
Deputies Bayer and Stilgenbauer. Mr. Gebhardt's survey is also included. Deputy Bayer
will be at the meeting to answer any questions.

the recently installed truck parking prohibitions on the west side of Temple City Boulevard
between LIIIS L811C and GUC55 Street. The parking restriction signs were installed as the
\i~,;u,ar= `;rGr City Council approved on October 10, 2000. However, red curb, originally recommended
by the Traffic Commission and deleted by the Council, was mistakenly installed and has
since been removed.

During the Tratlic Commission meeting, staff relayed to the Commission the City
Council's concern that the installation of 100 feet of red curb removes available parking
for residents fronting on Temple City Boulevard. In recognition of this concern, the
Traffic Commission has recommended the installation of 50 feet-of red curb centered in the
100 feet length. The Commission believes this recommendation allows ample area for
residential parking while discouraging truck parking.
